Meeting called to order at 7:35 PM by Mayor Armstrong„
Present: Mayor Armstrong, Councilmen Pott, Morgan and Shervheim(7:30-9)
and Councilwoman Lyons.
Also present: Bldg. Insp. Mueller, Counsel Marshall and Engineer Noyes.
Agenda: Motion by Councilman Pott 2nd by Councilman Morgan to approve
agenda as issued. Carried 5-0.
First, Immanuel & Ideal Road Improvement Project: Engineer Noyes advised
that he had met -with 6 of the 7 landowners (7th invited
but didn't attend) to -discuss the cost of the improvement.
now that bids.were.received. Low bid $19,997.00. Total
estimated project.cost abaut.$23,000. Residents.agreed
to delete theseeding(estimated-cost $1,750.) which they
would handle personally with Mr. Schiltgen. Engineer also
recommended changing road surface area from 32' to 281.
Motion by Councilman Morgan.2nd by Councilman Pott to
approve Road Improvement Project on lst, Ideal. and Immanuel
with the following change -a - delete the seeding requirement
and change the blacktop road surface area from 32' to-281.
Motion subject':.to bid prices still.being.valid since they
were only guaranteed for 30 days. Carried 5-0.
Motion by Mayor Armstrong 2nd by Councilman Morgan to
set hearing of Road Improvement for July (lst. meeting) if
it is not approved per current quotes. Carried 5-0.
194: Recap of results by vote showed 10 replies for 1 A, 1 for 1B, 14
for 3, 2 for 4 and 1 for 5A. Results were misleading since
many votes were from residents_on tiny land parcels on old
highway which had same value as large propertyhblder..
Clerk instructed to attempt to get results by area as well
as popular vote. This to be available at the next council
meeting.
Eagle Point Fork Drainage Problem: Engineer Noyes reported original plan
for installation of culverts. Estimate cost $5000.
Current costs $16,500 but a minimum of $10,000. if certain
work is done by city crew. Bruce Folz advised that county
was planning on installing two 106" culverts under Cty.11wy. 6.
Based on this (6' arched) pipes we have discussed would not
be adequateto handle water coming under highway in any
mayor rain. Question raised as to how does the vBWD fit
into this problem; Suggestion for piers and bridge was
made. Another suggestion was to lower drainage area and
put in a concrete bottom ditch and allow water to run over
it.
Mayor suggested 2 alternatives; 1 citizens solve their own
problem or 2 petition city to handle the improvement and
assess the landowners.

Flood Control: Engineer Noyes received call from HUD relative to city
differences between HUD submitted plan and city inter-
pretation of flood area.
Motion by Councilman Pott 2nd by Councilman Morgan to
respond to HUD inquiry. Carried 4-0. Councilman Shervheim
absent.
Coppersmith: Suggested plat was only to fill a requirement of the city.
to show.potential.use of all.the.land for.a subdivision..
of part of -the land. Question.rais.ed relative to extension
of Lisbon. blacktop,area and extension of.water main to
cover this area. Motion by Councilman.Morgan -2nd by
Mayor Armstrong to approve minor subdivision of 1 lot
(Lot A-2 of 5/9/78 Topographic Survey) s,b, ect to Engineer
and Counsel resolving any agreement regardng extension
of water and resurfacing of Lisbon but deny concept of
complete acreage. Carried 4-0.
Tri-Star-Rossow: Re: preliminary plat approval —
Motion by Councilman Morgan 2nd.by Councilwoman Lyons.
to approve: preliminary plan per recommendation of pzc
(see minutes.5/22/78). Carried 4-0.
Metro bark: 'Brauer & Associates had 2 representatives appear -but Bill.
Schwab failed to appear to discuss mutual problems re-
lative.to the northern part of the proposed park and the
economic impact study on this property.
Council requested.that they add a.4th possibility to the
economic impact study and that would include multiple use
with availability of sewer.
3.2 Seer License: Motion by Councilman Pott 2nd by Councilman Morgan to
approve issuance of a temporary 3.2 beer :license for the.
Twin Point Woman's Softball.Team for their Tournament
July 7,8, 9-1978 at Lions Park Balif'ield..-Carried.4-0.
Minutes: May 2nd.--Counsel advised that Sewer Hearing should be by
Resolution.R78-18 in place of motionm
Motion by Councilman Morgan 2nd by Mayor. Armstrong to
approve minutes of May 2nd as amended. Carried 3-0.
Councilman-Pott abstained.
Motion by Councilman Morgan 2nd by Mayor Armstrong to
approve minutes of May 16, 1978 meeting as submitted.
Carried 4-0.
Petition: Petition received requesting vacation of Bennet Ave. and
Argyle Street in.Lanes Demontreville Country Club Addition.
Claims: Motion by Councilman Morgan 2nd by Mayor Armstrong to approve
payment of claims 78312 thru 78368. Carried 4-0.
Parking: Councilman Pott offered Resolution R78-19 establishing a no
parking zone at any time on the west side of County State
Aid Hwy; #17 between the south curb line of 33rd. St. No.
and a point located 60 ft. south of the south curb line

Tennis Court Lighting: Qpotes are due in by Thursday and information will

CETA: As of today only one application has been received. Individual will
be contacted to see if he is interested, Clerk will contact
Mike Howard to check our status for additional assistance.
VBWU Correspondence: Copies of. -Letters from VBWD to Mr. R.J. Connors,,
Mr. R. Gustafson-, Mr. R. Mogren_and Mr. Sohmidt::relat:ive
to fill dumped in Flood Plain. Mr. Co 6rs was required to
supply additional information,the other three were approved.

PIC & Sewer Committee Vacancies: Mr. .Cunningham -submitted his.resignation_

viously resigned from the Sewer Study Committee.. These items
should be.soheduled for the July Council meeting.
Copies.of applications from Cimarron should be distributed
to council for review. David Murphy application should be
included.

This covers lots 22-31 and 68-77 in banes Demobtreville Country
Club. Question raised as to whether br not it was 4 buildable
parcel. Claims that PZC approved it in 1:916 even thiough it was
less than an acre. Values are $7630 and 1010 respectively. Advised
Mr. McCough that lot was asses.ssd as a non buildable lot which is
75s of the full value of buildable lots in the area. Answers re-
ceived seemed to solve his problems.

Feels that value ($42,665) is excessive for size of house and
location. Compared it to Mechelke which sold for about $56#000
and pointed out that this was a 3 bedroom and a better classed house.
The XAatz house if for sale at $52,000 and 92 customers have viewed
the house and it still isn't sold.
