Building Inspector Interviews MINUTES OF LAKE ELMO CITY COUNCIL MEETING, OCTOBER 17, 1978 Meeting called to order at 5:65 pm by acting Mayor Shervheim. Present: Mayor Armstrong (5:08pm) Councilwoman Lyons and Councilmen' Pott, Shervheim and Morgan (5:10 pm). Agenda: Counsel requested addition of Hardy Easement to his segment of the agenda. Motion by Mayor•,,Armstrong 2nd .by Councilman Pott to approve agenda as amended. Metro Clean Air: Marge Christiansen --Metro Clean Air Committee, American Lung Ass'n. of Hennepin County. Discussed the clean air act and left descriptive literature on clean air. The city has to keep abreast of the requirements of the PCA regulations. Motion by CouncilmanShervheim 2nd by Mayor Armstrong to appoint Councilman Morgan to act as liason between the city and the Clean Air Committee. Carried 5-0. Foxfire: Councilman Morgan advised that the Park AC has viewed the pro- posed park dedication and feel that the property is acceptible for that purpose. Election Convass: Council requested that election judge appear before the council November 8 and explain the counting procedure before presenting the election results -for canvassing procedure. Derrick: Access to park off hill. Derrick has offered a ten ft. ease- ment for access to the park but requests the city to putup a split rail fence and black top..the walkway (approx. 200 ft.) Request counsel to draw up resolution accepting this proposal. Reid Parks We have a grant for 70% funding on this property but grant is only good for l year. Miss Reid does not care to discuss this with anyone. Council will table matter for 6 months and review at.that time. Community Education P�dvisory Council: Councilman 'Putt is city repre- sentative on this committee. Councilman Pottr,�Oxplained the programs offered by the agency and asked the council to direct any questions to his .,attention. Snowmobiles: Motion by CouncilmanShervheim 2nd by Councilman Pott to give permission to the Star Trail Association to plat a trail thru Lake Elmo provided they obtain permission from each land owner and provided use.®f the t-rajl is within applicable laws and no nuisance is created (trail mays on file in city office). .`Carried 5--0. 208-Sewer Alternatives: Council requested that the Administrative Assis- tant prepare a resolution draft to be reviewed at next council meeting. Pg 2 Tennis Court Grant: Since the final cost for installation of lights on the tennis courts at Lions Park was less than the original estimate on which grant was awarded, clerk was directed to deterthine total cost and then make preparation for return of the excess grant funds. Minutes October 3, 1978: Motion by Councilman Pott 2nd by Councilman Shervheim to appro" minutes of council meeting of October 3, 1978 as submitted. Carried 5-0. Minutes October 13, 1978: Motion by Councilman Shervheim 2nd by council- woman Lyons to approve minutes of Special Meeting of October 13, 1978 as submitted. Carried 4-0. Mayor abstained because he was not at meeting. Correspondence: Letter (petition) from residents owning roperty abutting city owned property on 33rd. Lane N. requesting that the city do something about cleaning the property. Petition referred to Adm. Assistant for scheduling of work. J&W Boat Works: Jim Griffin requests permission to construct a new cold storage building (70'x 2001) on his property at 9200 Hudson Blvd. within 15 ft. of present structure on property. Bldg. Inspector advised that it should be a 60 ft. separa- tion. Motion by Mayor Armstrong 2nd by Councilman Shervheim to approve permit subject to code approval with a minimum separation of 30 ft. Carried 5-0. Assessor: Resignation has not been received to date. County advised that if we want their services they want a decision since they have to arrange for proper personnel. Forester: Still no resignation from Mr. Beach. Adm. Assistant to pursue this to get a commitment and determine possible course of action for 1979. W. Cty. 6: - Dick Herold of the Washington County Hwy. Dept. explained the plans for the improvement scheduled for Cty. Hwy. 6. Motion by Councilman Shervheim 2nd by Councilman Pott to approve the plans for CSAH 6 except for the drainage structures. Carried 5-0. Bergman Mining Permit: Clerk advised that he had discussed the problem with C & P Excavating of Bayport, Mn. They agreed to pay the permit fee and the inspection fee($125.00) but re- quested that city waive the bond requirement since this is not a normal mining operation. Clerk agreed to waive the bond and review matter again next spring. Flood damage repair: There are several projects which were approved for funding because.of flood damage.. 5 firms were solicited -- nobody bid. Council agreed to postpone work on these projects until 1979 when contractors would be available for this type of work. Minutes of Lake Elmo City Council. Since it is too late to levy assessment this year, all necessary avt on should be taken to have the assessment roles completed as soon as possible so levy can be made for 1979 payable 1+980 and allow those who wish'. to prepay the assessment: Brookmans Ist. Addition "Ad.Plan: Motion by Councilman Shervheim-2nd. by Councilwoman Lyons to approve the Road Construction Plan for ookman's 1st. Addition. Carried 5-0. Drainage thru old village: Mr.. Dit'tmann requested,info_on what.city plans to do to keep the drainage area open. Counsel Raleigh to discuss with Mr. Schiltgen to arrange for a proposal to alleviate this problem by lowering that part of the farm which : obstructs the nprmal drainage; Haseley Parking: Complaint was received relative to parking on private property for employees of Lake E1mo.Ha.rdwood.. Adm..Ass't. instructed to .write letter to Mr. Rogers explaining situation and determine if anything can be done to alleviate that problem. PiX Ordinance: Motion by Councilman Morgan 2nd by Mayor Armstrong to approve the ordinance revision establishing the position of pxc alternates and defining assigned duties. Carried 5-0. Hardy Easement: Motion by Mayor Armstrong 2nd by Councilman Morgan to instruct counsel to release the Hardy easement and any other easements we are holding in Eagle Point Fork drainage area. Carried 5--0. Bldg. Insp. Interviews: Mayor Armstrong, Councilman Pott, Councilman Shervheim, Councilwoman Lyons and Adm. Ass't. to meet Friday noon, 10/20/78, at the Minnesota Club to discuss bldg. insp, applicants and reduce to the basic 4 or 5 candidates.
