Councilor Pott convened the meeting at 7:50 P.M. Mayor Armstrong arrived at
8:15 P.M. Councilors Johnson, Morgan and Mottaz were present. Administrator
Whittaker, Engineer Bohrer, and Maintenance Foreman Wier were also present.
Abting Mayor Pott recessed the meeting for Council committee meetings.
The Council reconvened at 9:54 p.m. with Mayor Armstrong presiding.
COUNTY STUDY: The Council approved a request from Washington County to do a
vegetation and wildlife study on the old landfill.
PUBLIC LAND DONATIONS: The Council instructed the Administrator to meet with
Bob Burns, County Assessor, to discuss market values of lands
being subdivided in the City.
The Council discussed uses other than parks to which land donated
by developers might be put. They agreed the City should develop
a plan for other public uses along with the capital improvement
program. Uses would include pending, fire hall, water system
facilities, as well as parks.
TRAFFIC COUNTS: Armstrong moved, seconded by Pott, to authorize the Engineer
to order up to $200.00 in traffic counts to use in developing
the Minnesota State Aid to highways capital plan. Motion carried
5-0. i
PARK MOWER: Morgan moved, seconded by Mottaz, to buy a 72 inch groundsmaster
mower or equivalent after the Administrator secures at least two
quotes. Motion carried 5-0.
MISCELLANEOUS: The Council decided to wait until current surface water plans
are complete before ordering a study on Lake Elmo.
The Council agreed to invite Cimarron and District 834 in to
discuss sewer problems in their area.
The Council said they had no objection to the South Pine Springs
Estate plan in Pine Springs if the developer intends to hold all
the surface water run—off on site.
Johnson moved, seconded by Armstrong, that the City permit the
Jaycees to put up a bulletin board in the City Hall for notices.
Motion carried 4-0-1 Johnson abstained.
The Council agreed that the fire siren could be used at any
hour to call firemen.
Mottaz moved, seconded by Armstrong, to adjourn the meeting
at 10:47 p.m.
