Whittaker City Administrator Zoning Ordinance, Planning Commission Action Changes to the Proposed Map 1. Cimarron = The Council either zone for a liquor establishment or create a Special Use Permit for neighborhood commercial in the Cimarron area and the Golf Course would become public. f 2. Delete the R-1 Zoning for the Outlet bn Beutal.ts proposed plat. 3. Delete the triangle parcel on 20bb Street from R-1 and put it in M Rural Residentia because it is over 10 acres. !s. Add Neighborhood Commercial to the permitted uses in the Mobile Home District by Special Use Permit and we would make the Neighborhood 0 Commercial in the Apartment Zone R-14 a Special Use Permit. These Neighborhood Commerc:i.al. Districts would have to be interior to the apartment complex or the mobil home park and are not designed for the R general public. 5. We will add two Ag Zones for Schiltgen and Wheeler. n ADDITIONAL CHANGES TO THE TEXT OF THE 'ZONING ORDINANCE. Box J Thlrt0hird and Laverne Avenue Lake Elmo, Minnesota 55042 PACs TWO 777.5510 ZONING ORDINANCE PLANNING SEP'ITM.9ER 12, 19A COMMISSION ACTION CHANGE'S IN THE COMPREHENSIVE PLAN Two problems came to light in discussing the public comments on the Zoning Ordinance. The first is the problem of Conservancy Zones. The Commission agreed that the zone should be established for the whole or should be left off the map entirely. In discussing this with Rob Chelseth today I learned that there will be a map in the Comprehensive Plan that indicates these sensitive areas. We share -the opinign that the Conservancy Zones shown on the Comprehensive Plan should be taken off and . the indication of Conservancy Areas would be left up to the other map until the City Council approves an orriasance regtil.ating development in conservancy areas. The second problem was the defination of Urban Residential in Section 32. The Planning Commission felt that this area should be Mixed Urban Uses. In discussing this with Mr. Chelseth we agreed that it would not be a significant problem to amend the plan to permit other high intensity urban uses should an application come before the Council. Changing the General Urban Residential classification to something like Mixed Urban Uses would require an additional public hearing at this time. The change could be accomplished with the rezoning when an application is made. I think we should .leave the thirtyy (30 day notice clause in f1he Zoning Ordiaance until of he process. £inai:ion The final. comment on the Comprehensive Plan is. that the northeast corner of: the intersection of Highway 17 and Highway 12 should be planned for current use. That area is zoned for commercial and should be indicated, as commercial before 1990 on the Comprehensive Plan. FINAL NOTES: 1. The City received a request from Mrs. Eleanor Raleigh to zone her property Ag and we have requested a legal description or tax parcel number.
