SPECIAL MEETING
Mayor Armstrong convened the meeting at 5:05 with the following Councillors
answering the roll; Morgan, Mottaz, Novak, and Pott. George Hedges, Manager,
Valley Branch Watershed District, and Larry Whittaker, City Administrator,
were also present.
Councillor Morgan moved that the City instruct the Valley Branch Watershed
District to delay pumping on Lake Jane, Project 1005, until March 15, 1980,
or until,the Park Commission indicated the ski season is over, whichever
comes first; so that no water enters Sunfish Lake Park before that time.
In explaining his motion, Morgan said there is no imminent danger of flooding
on Lake Jane; and there is imminent danger to skiers in the park as a result
of the running water and weakening ice conditions on the ponds in the park.
The Council agreed the short interuption to the pumping would not significantly
impact the level of Lake Jane; and that there is more danger to the skiers
than the lake residents. The Council expressed its understanding that the
District did not intend to pump into the park during the ski season.; and that
this should be the Districtrs policy.
Mayor Armstrong said the Park Commission should prepare a plan to deal with
this in the future, as it is too late to change the trails or bridge them
this year.
Armstrong seconded the motion. Motion carried 5-0.
Meeting adjourned at 6:00 p.m.
ORDINANCE NO. 7902
CITY OF LAKE ELMO
WASHINGTON COUNTY, MINNESOTA
AN ORDINANCE RELATING TO ZONING DISTRICT BOUNDARIES.
Section.l. The following described lands classified on
the zoning district map as set forth in Section 301.070 C(1)
as R-R (Rural Residential) are hereafter classified as A
(Agricultural) for zoning purposes and shall be subject to
all zoning regulations applicable to a general. business district:
All of the South Half of the Northeast Quarter
(S' of NEQ) of Section Three (3), Township Twenty-
nine (29) North, Range Twenty-one (21) West,
excepting therefrom the following described tracts
of land: Beginning at the Northeast corner of said
South Half of the Northeast Quarter (S� of NE4)
of Section Three (3), thence.West along the North
line of said South Half of the Northeast Quarter
(S31 of NE4) of said Section Three (3) for a distance
of Thirteen hundred sixty (1,360) feet; thence
South and parallel to the East line of said Section
Three (3) for a distance of Six hundred forty (_640),
feet; thence East and parallel with the North line
of the said South Half of: the Northeast Quarter
(53-, of NE4) of Section !Three (3) to a point on
the East line of said Northeast Quarter (NE34) Six
hundred forty (640) feet South of the point of
beginning.
Section 2. Effective Date. This Ordinance shall take
effect and be in force from and after its passage and publication
according to law.

ORDINANCE NO. 7903
CITY OF LAKE ELMO
WASHINGTON COUNTY, MINNESOTA
AN ORDINANCE RELATING TO ZONING DISTRICT BOUNDARIES.
Section 1. The following described lands classified on
the zoning district map as set forth in Section 301.070 C(1)
as R-1 (One Family Residential.) are hereafter classified as
GB (GeneralBusiness) for zoning purposes and shall be
subject to all zoning regulations applicable to a general
business district:
All that tract or parcel of land lying and being in
the County of Washington and State of Minnesotap,
described as follows, to -wit: That part of the West
half (W2) of Section 'Thirteen (13), Township Twenty--
nine (29) North of Range Twenty-one (21) West of the
Fourth Principal Meridian, according to the United
States Government survey thereof, described as fol-
lows: beginning at the Quarter -section corner on the
West side of said Section Thirteen (13),thence north
along the west line of said Section Thirteen (13)
Three hundred twenty-nine and sixty-four hundredths
(329.64) feet to a stone monument on the southerly
side of the St. Paul and Stillwater Road; thence
North fifty-five degrees sixteen and one-half minutes
east (N55016j�'E) along the said southerly line of
said road four hundred sixty-four and sixty-three
hundredths (464.63) feet to the northwest corner of
a tract of land conveyed by James S. Collopy and wife
to William Albrecht by Warranty Deed dated and
acknowledged June 11, 1910, and recorded in the
office of the Register of Deeds in and: for said
Washington County in Book 76 of Deeds at page 148, to
the place of beginning; thence south along the west
line of said land Two hundred sixty-one and six -
tenths (261.6) feet to the Southwest corner of said
lane; thence South Seventy-two degrees forty-eight
minutes west (S72048'W) Two hundred twenty-five
(225) feet to a point; thence north along a line
parallel to the said west line of said Section
Thirteen (13) to a point in the said southerly line
of said St. Paul and Stillwater road; thence North
Fifty-five degrees and sixteen and one-half minutes East
(N55016h'E) along the said southerly line of said road
to the place of beginning.
Section 2. Effective Date. This ordinance shall take
