LAKE ELMO CITY COUNCIL MEETING <br />MAY 5, 1981 <br />Mayor Eder called the meeting to order at 5:08 p.m. <br />Councillors in attendance: Fraser, Mottaz, Morgan and Novak. Also <br />Administrator Whittaker. <br />AGENDA: Additions - The Council agreed to add the following items: <br />Public Inquiries - LPD Electric; Council Reports - 50 MPH speed on <br />Highway 12; School Zone on Highway 5; Administrator's Report - Ash <br />and Sludge Disposal Sites; Quarterly Budget Report; Portable Pump <br />Trailer and League Conference. <br />Novak moved, seconded by Morgan, to approve the agenda, as amended. <br />Motion carried 5-0. <br />MINUTES - April 7 and April 21, 1981: <br />Mottaz moved, seconded by Morgan, to approve the minutes of April <br />7, 1981. .Motion carried 5-0. <br />Morgan moved, seconded by Novak, to approve the minutes of April <br />27, 1981, as amended. <br />Corrections: Building Elevation/Sunfish Lake - Motion to instruct <br />the City Attorney to draft Ordinance 7926..... Motion carried 5-0. <br />CLAIMS: Mottaz moved, seconded by Morgan, to approve Claims 81354 thru <br />81392. Motion carried 5-0. <br />OFFICE PLANS: Administrator Whittaker reviewed the comments outlined <br />in his memo of May 5. Mottaz distributed a proposal outlining <br />the alternatives considered and recommending the landfill site <br />for the new City Office building. <br />Mottaz moved, seconded by Morgan, to construct the new City Office <br />at the Landfill site. The building to be one-story, constructed <br />west and south of the maintenance building, partially earth sheltered, <br />approximately 2,500 sq. ft. and cost approximately $150,000. <br />Reserves and the sale of the present office building to be used to <br />finance the new building. <br />Discussion: Mottaz indicated that the drainfield at the maintenance <br />building would be adequately handle the new building. <br />Eder gave the background of the agreement with the County on the <br />future land use of the landfill. The primary use, once the landfill <br />was closed, was for park purposes. He did not support the maintenance <br />garage at that site and does not favor the City Office located there. <br />He would like the office building to remain in the Old Village area, <br />where it has always been. <br />Fraser agreed it was not appropriate to locate the office at the <br />landfill; and believes the $32,000 extra to build in Brookman <br />Addition would be well spent. She said the landfill location is <br />inconvenient for the personnel and residents; and, would impose <br />a loss to the business community, as well as the residents of Lake <br />Elmo. She feels the Old Village area provides a central location <br />for the community. <br />
