Home My WebLink About02-05-83 CCMSPECIAL MEETING Lake Elmo City Council February 5, 1983 Mayor Eder convened the Special Meeting of the City Council at 8:45 a.m. with the following Councillors present: Dunn, Fraser, Mazzara, and Morgan PUBLIC ACCESS, LAKE DE MONTREVILLE: Administrator Whittaker explained that residents near the proposed access would not suuport the plan to have the lake access and parking area on the lake side of the road. They would prefer that the parking area be constructed on Lot 6, DeMontreville Highlands 5th Addition, as there is more opportunity for a buffer from the neighborhood; the parking area would be better separated from the neighborhood; the amount of paved area could be minimized; and public facilities could be provided and screened. Whittaker reported that safety hazards could be minimized if the boat access were separated from DeMontreville Trail by a curb or median, stop signs are placed on DeMontreville Trail at 53rd Street, and a pedestrian crosswalk is marked on DeMontreville Trail. He also reported that he had met with County Commissioner Artie Schaefer who said the County Board supported the relocation of the road; but that there would not be any County funds for the relocation until 1985. In discussion, the Council assured residents that the present City access would be removed and the parking area obliterated once the DNR access is completed. M/S/P Fraser, Morgan to support the original DNR plan calling for 15 parking spaces for cars and trailers, parking on Lot 6, DeMontreville Highlands 5th Addition, lake access and service lane separated from DeMontreville Trail by a median strip or curb, stop signs at 53rd Street North and DeMontreville Trail in all directions, a pedestrian crosswalk marked and signed approximately acros's the road from the boat launch, and public facilities for sewer, waste disposal, and telephone next to the parking area. All would be buffered from the adjacent lots with a berm and plantings. Motion carried 5-0. ADJOURNMENT: MISIP Morgan, Fraser to adjourn at 9:30 p.m.
