The Finance Director briefly reviewed the budget and asked for any questions. Discussion ensued on: salaries (4% increase),, current reserves, levy limit impact, 1989 projected mill rate, proposed permanent part-time positions, planning consultant and issuance of equipment certificate. Mayor Christ discussed his recommendation to place a question on the November. 8th ballot to let the voters determine if funds should be expended, for legal and engineering fees, to oppose the proposed landfill at Lake Elmo Regional Park. Councilman Johnson encouraged REAPP to review other sources of expertise for engineering services. On motion of Moe, seconded by Graves, resolved that the Council hereby determines that the question of expenditure of funds, for legal and engineering services, to oppose the proposed landfill at Lake Elmo Regional Park., be placed on the November 8th General Election Ballot, and, further that the funding request be for $50,000 in 1989, $50,000 in 1990, $50,000 in 1991, and $50,000 in 1992. (Motion carried 5-0). The Council directed the Administrator to have the questions available to the County for the November 8th election. It was further determined that the citizens be advised of, and educated on, the question through the September and October City Newsletters, and that a direct bulk mailing be forwarded to all residents to advise them of the reason for the special question, and the estimated tax impact. CITY OF LAKE ELMO City of Lake Elmo September 9, 1988 TO: Mayor & City Council 777-5510 3800 Laverne Avenue North / Lake Elmo, Minnesota 55042 FROM: Pat Morrison, City Administrator SUBJECT: Informational Memo Budget Workshop Information: As per your request, Marilyn has prepared information as to our 1989 levy limit, mill rate and existing operational reserve. Marilyn will be prepared to discuss the current and projected expenditures and revenue; I will be prepared to discuss capital outlay and salaries; and, together, we will try to answer any questions you may have either before, or at, the workshop. T.H. 5, No Parking: I received a complaint/concern from a resident relative to the safety hazard for persons attempting to get on to T.H. 5, from Lake Elmo Avenue, when large trucks are parked in front of Lake Elmo Oil. I have discussed this with a traffic representative, of MnDOT, and requested they conduct a study to determine need for no -parking on the south side of the road, in this general area. He has advised me that, after review, they agree it is an unsafe situation, and has advised he will start the process to post as no -parking: so. side of T.H.5 from Lake Elmo Avenue., westerly to the entrance of White Hat, plus one no -parking sign to be posted just east of Lake Elmo Avenue, on the south side of T.H. 5. If you have any concerns about this no -parking zone, please let me know. Recycling: September's recycling participation rates: 31% - north section of City 21% - south section of City, with Cimarron at 7%. Mary is working with Teddie Carlson, of the Solid Waste Committee, to prepare a phamplet on our solid waste abatement program, which will also include some history of the City. We hope to distribute, by direct bulk mailing, the phamplets before the end of this year. The County will pay for the mailing and costs of the booklet will come out of our grant monies for advertising. We also are working with Commissioner, Russ Larkin and Washington County Public Works staff in an effort to have Washington County make available recycling containers for Lake Elmo residents. Jim Douglas property, 8001 50th St.: Larry Bohrer, Councilman Don Moe, Dan Olinger, Mike Bouthilet and I viewed the Douglas property on September 8th. Larry discussed the need for a culvert as soon as possible after fill is placed to eliminate drainage problems. It was determined by tho(_ present the trees, in area. approximately 8-10' from the roadway should be cleared; Dan and Mike demonstrated safety problems and difficulty of sanding wih overhanging trees; all trees to be removed were marked and were all box elder trees, except one, which is a soft red maple. Mr. Douglas will work with the City during fill process. Planning Commission Agenda: Enclosed is your copy of the Planning Commission Agenda, which items will be before Council on September 20th. Lee Hunt, during our RE Committee meeting, suggested a joint meeting of Council, Planning Commission and staff to discuss general direction and goals of the City.
