The Council met in special session for the purpose of interviewing financial and planning consultants, and to receive the recommendations of Mike Black, on the proposed Residential Estates Zoning District. FINANCIAL CONSULTANTS: LaMonte Eastvold, of Juran & Moody, Inc., appeared before the Council to discuss the services his firm offered. He discussed: team approach to assisting communities and firm members who would participate at Lake Elmo; the dual role of Juran & Moody as financial consultants and underwriters; purpose of negotiated vs. public sales; Juran & Moody charge for public sales, but do not have direct charge for negotiated sales; they recommend issues over $500,000 be handled publicly; for economic development assistance, an hourly fee is charged; Juran & Moody has considerable expertise with T.I.F.'s, and .dzuring his tenure as Administrator of Waconia, more T.I.F. districts were issued than in any other city; that a T.I.F. should be issued in conjunction with a development agreement to guarantee the increments payable on the project. Dave MacGillivray, Jerry Shannon and Brenda Krueger, appeared before the Council to discuss services offered by Springsted, Inc. They discussed: possible conflict presented when an organization represents City and acts as an underwriter, and that Springsted, Inc. represents the City only; team approach to alternative solution of problems; Springsted Inc. largest financial advisor in Minnesota and advised Springsted serves Oakdale and Woodbury; they perform specialized tasks, specific studies and long range planning for cities, coordinating the city's CIP with financial plans working with Council toward community's goals and philosophies; that there is not a charge outside of bond issues and special studies; that Springsted, Inc. has worked in the past with Lake Elmo City Attorney, City Engineer and Auditor. The meeting was opened up to general discussion and questions from the Council. LAKE ELMO SPECIAL COUNCIL MEETING JANUARY 24, 1989 Page 2 PLANNING CONSULTANT: Richard Strong, of Richard Strong & Assoc., appeared before the Council to discuss planning services he would offer the City. He emphasized his technical expertise as a Planner, with an architectural degree. He advised his direction would be taken frcm. the Council. He addressed Council questions as to planning philosophy; appropriate alternatives for I-94; his planning efforts for the City of Newport. Discussion/Recommendations Presidential Estates: Mayor Dunn requested Mike Black first respond to Council questions relative to planning services prior to discussion of Residential Estates. In response to Council questions as to planning philosophy, Black suggested the Council build a foundation and policy consistent with the goals and philosophies of the Council's desire for the direction of the City; the City needed to strengthen and fortify its planning effort and rectify inconsistencies. Black discussed his major planning accomplish- ments in City he previously served. RESIDENTIAL ESTATES: Mike Black presented committee recommendations for implementation of the Residential Estates Zoning Ordinance. He reviewed: options/alternatives which were studied; the existing zoning and future land use map; the procedure and provision for incorporation of RE into the Code; RE placement alternatives and consequent recommendation allowing for 1,543 acres available for RE incorporating 524 estimated dwelling units with 2 1/2 acre lots; suggested additional provision for R-1 expansion; discussions with Metropolitan Council planners addressing the lesser lot size. Councilman Williams asked when this would be referred to the Planning Commission and if Black felt his contract was completed; Black advised he was on an hourly basis and it was a Council determination as to if his work was done on RE, as to when this matter should be forwarded to the Planning Commission is also a Council decision. Dick Johnson asked Black, in his analysis, if the Comp Plan material which the Met Council had approved was still in effect when the City had not completed the balance of the plan, nor addressed Met Council's concerns regarding airport, within the designated nine month period; Black advised he believed the approval was still standing, but questioned if appropriate City Council action had been taken to adopt the Plan. LAKE ELMO SPECIAL COUNCIL MEETING JANUARY 24, 1989 Page 3 Dick Johnson asked for Council direction on two questions relating to the Comp Plan, i.e., a) does the Council wish the 1986 Comp Plan be updated to 1989?, and, b) does the Council wish to see RE incorporated in the Comp Plan? He advised the Planning Commission had approved a timetable which would have an approved Plan to Council by the first part of April and with inclusion of above referenced, more time may be needed. Councilman Graves advised his answer would be yes to both questions. Discussion ensued as to delaying the completion of Plan to incorporate RE; general consensus of Council was to proceed with Comp Plan incorporating 1989 data, but not to hold it up for RE, as an amendment could be made later. Dick Johnson suggested he would like to recommend the Council have Mike Black review the Comp Plan and Council set aside money for this purpose. (Amended 2-7-89) The City Engineer shared with the Council his compliments to Mike Black on the fine work Black had done; the Administrator concurred. MISCELLANEOUS• I-94 Annexation; Administrator Morrison advised the Council of Woodbury Planning Commission meeting of January 26 and Council meeting of January 30 to discuss I-94 annexation. Public Works Supervisor Hours: The Administrator advised the Council of the PW Supervisor's request for change of hours; Council concurred with the Administrator's recommendations to review after six months and proceed accordingly. Adjourn: 10:30 p.m. ----------------- (Amended cc2-7-89) Councilman Williams strongly recommended that Metropolitan Council Planner, Bob Overby, not be asked to review the Lake Elmo Comp Plan based on the condition of the Comp Plan when Overby left the City of Lake Elmo. January 19, 1989 NOTE TO COUNCIL: Kermit Crouch, of Crouch Consultants, was invited to interview before the Council. Mr. Crouch is the Planning Consultant for Mahtomedi, as well as other communities in the south Metro Area. Mr. Crouch called this afternoon to advise he appreciated this opportunity, but has decided his schedule will not allow enough time to act as consultant to Lake Elmo.
