The Lake Elmo City Council met in special workshop sessio:yn orY
Tuesday, June 13, 1989, at 7:30 a.m.
PRESENT: Mayor Dunn, Councilmembers Graves, Hunt, Williams.
Absents Moe
Also Present: City Attorney Fritz Knaak, City Administrator Pat
Morrison
Mayor Dunn outlined the purpose of the meeting.
The following statements/options were discussed:
A. WHAT' IS OUR POSITION ON SECTION 32?
1. Dependent on financial risk.
2. Want stable borders --annexations stopped.
a) joint powers
b) borders can be redefined/borders not redefined
c) preservation of wet lands
3. Do nothing.
a) let land go
b) continue through courts
4. Continue opposition.
5. Install infrastructure at City expense.
6. Developers pay 100%
7. Split costs.
a) with Oakdale
b) Developers (% to be defined)
8. Sewer paid by Oakdale --Lake Elmo retains access.
a) Oakdale pay entire cost.
b) Oakdale charge hook-up to developers
9. Bartar--Section 32 to Oakdale.
a) easement
b) all, or portion of, (selling/relinquish of rights)
c) Land trade (portions?)
10. Joint Development --Section 32
a) sharing of risk/benefits
(1) Lake Elmo retains decision making control

RE: Informational Memo
HELMO AVENUE: The right-of-way on Helmo Avenue has now been cleaned
up. Our Public Works crew went out today to finish the job
that Oakdale Public Works had already started, The signs
("No Dumping By Order of Washington County Sheriff's Dept.")
have also been posted. I have spoken with Clarence Enright
and he has advised he will pay for the clean-up and the signs
(will probably cost between $750-$1,000).
15TH STREET: We have received, over the past couple of weeks, several
complaints about dust from residents living off 15th Street,
east of Inwood. The road bed was not very good to start with,
but has been worsened considerably by the recent truck traffic
in the area. Zack*Hansen, Larry Bisqu.et (Wash.Co.Public Works
Director), Rob Linder, Larry Bohrer,Dan Olinger and I are
meeting on Monday, June 5th, to discuss responsibility for
correction of the problem.
FINANCIAL CONSULTANT: I have asked Kathy Aho to submit a written
estimate for costs to compile financial options for Section 32
and for a meeting/workshop with the Council to discuss this
matter. This letter will be received next week, and will be
forwarded on to you for your consideration (I did not advise
Kathy of Council's authorized expenditure for this work).
Also, for your information, Larry Bohrer and I are meeting
with Frank Langer and Scott Renee to discuss the type of
development which our Section 32 Concept Plan Land Uses would
produce.
CONNIE WICHELMAN: 11s. Wichelman called last week to express concern over
a home which had been burned by our Fire Department (according to
Fran, approximately five years ago); there is debri and litter in
the basement which was left open after the burning. The City now
owns the property and she wanted to know if the City would sell it
so it could be maintained. Please refer. to Jim McNamara's letter
and map. (By "today's standards", the property owner would be
responsible for cleaning and sealing the area). If you have any
interest in pursuing this sale, please advise me.
