LAKE ELMO PLANNING COMMISSION MINUTES

SEPTEMBER 25, 1989
Chairman Rob Enes called the Planning Commission meeting to order at 7:35
p.m. in the City Council chambers. Present: Enes, DeLapp, Bucheck,
Stevens, Dick Johnson, Ha.acke, and Administrator Morrison. Absent: Dave
Johnson, John, Johnston, Conlin.
1. AGENDA
Add: 5. Groundwater Management Plan
M/S/P Bucheck/DeLapp - to approve the September 25, 1989 Planning
Commission agenda as amended. (Motion carried 6-0).
2. MINUTES: September 11, 1989
M/S/P DeLapp/Bucheck - to approve the September 11, 1989 Planning
Commission Mintues as amended. (Motion carried 3-3-0: Abstain: Johnson,
Stevens, Haacke).
3. Amended Concept Plan for Large -Lot Subdivision
Will Stenzel/George Krueger
Administrator Morrison explained Will Stenzel had changed his previous
proposal of three lots with variances because he met objection by the
Planning Commission. Morrison added, Mr. Stenzel came into the office and
requested his proposal for two lots be reheard by the PZ and a hearing be
set for a two -Lot, Large Lot Subdivision. The same variances are required
as were required for the 3-lot, Large Lot Subdivision.
George Krueger was in the audience and indicated he had. not heard from Mr.
Stenzel since the last PZ meeting.
Steve DeLapp pointed out the staff indicated in the coversheet they had
learned the applicant proposed to store his equipment from a construction
business in a pole building on the lot on which he builds his home. Under
Accessory Uses in Rural Residential Zoning, unless a construction company
is an allowed use, a storage building for construction materials would be
subordinate and incidential to allowed uses and structures.
Dick Johnson did not believe the Commission should be granting multiple
lots on a single driveway which creates more problems for the City and
encourages the applicant to seek putting in a city street which would be a
cul-de-sac which would be too long. Dick didn't feel an auxiliary building
created a problem as long as the building is of the square footage allowed
for accessory buildings. Just because the equipment is part of this
business, Dick indicated, there is nothing stating you cannot bring your
' tools of your trade home with you and put them in a storage building.
The Public Hearing is scheduled for October 9, 1989 before the Planning
Commission.

SEPTEMBER 26, 1989
Mayor Dunn called the City Council meeting to order at 7:00 p.m. in
the Council Chambers. Present: Dunn, Hunt, Williams, Graves, Moe,
City Engineer Bohrer and City Administrator Morrison.
1. AGENDA

agenda as presented. (Motion carried 5-0).
2. MINUTES: September 5, 1.989
M/S/P Williams/Hunt - to approve the September 5, 1989 City Council
minutes as amended. (Motion carried 5-0).
3. CLAIMS:
M/S/P Graves/Hunt - to approve the September 26, 1989 Claims #92282

as presented. (Motion carried 5-0).
4. REAPP REPORT:
Todd Williams reported at ReAPP's last meeting they decided that,at
this time they have no need of Rosanna Armson's services; therefore,
ReAPP does not recommend continuing her contract. ReAPP realizes the
possibility that once the Draft EIS comes out they may want to get her
input on some of the socio-economic items.
5. ASSESSMENT HEARINGS - STREET IMPROVEMENTS
A. 43rd Street a Kimbro Avenue
Mayor Dunn opened up the Public Hearing at 7:05 p.m. in the Council
chambers. The Public Hearing notice was published and sent.
City Engineer Larry Bohrer reported the Total Cost $275,324.53, MSA
Eligible $257,969.90, which leaves the City Share of $17,354.63.
Bohrer explained that the practice in the past, on reconstruction of
State Aid streets, only the portion of the cost that is not reimbursed
by State Aid constitutes the assessment. The Assessed Rate is
computed by dividing the assessable cost $17,354.63 by the number of
lots that are either existing or could be created under current
zoning, which is 16 lots, and results in a cost per lot of
$1,086.66/Lot. As a point of information, Bohrer pointed out that at
the public hearing in 1988, we estimated the cost at $1,000/Lot.
Neil Krueger, 4452 Lake Elmo Avenue N., questioned the quality of the
road surface. He pointed out there were some areas that had been
repaired, but there are still tire tracks in the road surface. There
wasn't any black dirt added to the ditches; therefore, seeding will
not be successful. There is very little topsoil in places and there

is gravel in the ditches. Do we have to pay if the road is not
complete? Why is Ag zone property not assessed equally as RR Zoning?
If we're assessed for a certain number of lots, does the city
guarantee we will be able to build on these lots? Krueger suggested
they not pay full price for a road that is not up to full quality.
Steve Pott, 4212 Lake Elmo Avenue N., stated the road is rough and has
dips and a bike track in the shoulder. Pott asked how long will this
road last because he doesn't want to pay for the road twice.
Jed Wier, 10875 43rd St. N., stated the bottom wire of his electric
fence was buried with the road and they were suppose to dig it out.
Bohrer responded he would have this taken care of. If the road needs
repair in a few years, who will. pay? Pott and Wier both felt the road
needed another complete layer on it.
Ellen Wier, 4454 Kimbro Avenue N., stated the grade of the road was
awful.. They didn't do a good job before they put the second layer on,
nor did they fix all of the spots.
Larry Bohrer responded that the road was not inferior in quality and
the road was as durable, if not more than, other City streets. Bohrer
considered the tire tracks as cosmetic and did not affect road
durability or ridability. The topsoil that was in the ditches was
stripped back, and after the road was completed, it was laid back on.
It had rained several times since the topsoil was spread and the
topsoil had washed down to the ditch bottom and the rocks show
through. Bohrer added, prior to seeding, a bulldozer will be brought
in to scrape the topsoil back up and reshape those ditches. There
were 300 cu.yds. of topsoil brought in and spread in addition to what
was there. Bohrer explained that buildable lots have to have one acre
of dry land and space available for two drainfield sites, which Bohrer

(amended 10-17-89) Since the work that is not finished is part of the
construction item covered by MSA Funds, this does not affect the
amount of assessments. Assessments have to be certified to the County
prior to November 15th.
Mayor Dunn closed the public hearing at 7:36 p.m.
Councilmen Hunt and Graves have driven this road and agreed with the
resident's assessment of the road and asked the City Engineer what
alternatives does the City have. Bohrer noted the warranty is one
year from the date of final acceptance and covers defects in materials
and workmanship. Bohrer stated it would be outside of the contract to
require the contractor to put another layer on at a minimum
expenditure of $18,000 which can be charged against MSA Funds.

Bohrer felt the contractor did everything that was required and within
the tolerance that was prescribed in the specifications. Bohrer
agreed that different contractors do different degrees of workmanship.
If we cannot legally make this contractor repair the road, Bohrer
suggested we should close this contract and wait until next year to
select a contractor for repairs and charge it off to MSA Funds.
Councilman Graves suggested the Council bring this issue up at the
next meeting after Bohrer had the opportunity to go out with the
propertyowners to see if there is a basis to require the current work
to be updated.
MIS/ Graves/Moe - to postpone consideration of the acceptance of the
assessment roll for 43rd Street and Kimbro.
Councilman Williams didn't see the purpose of postponement; reason
being whether or not we can get this particular contractor to come
back and fix whatever is wrong, the residents are still going to have
to pay the assessments which are very close to what the estimate was.
Bohrer clarified that the Council's acceptance of the assessment roll
did not have any impact on certification or acceptance of the road. On
this basis, Councilman Graves withdrew his motion and Councilman Moe
withdrew his second, but noted he wanted some assurance from the
Council the concerns of propertyowners would be addressed.
M/S/ Graves/Moe - to adopt Resolution 89-44 approving the assessment
roll and rate of $1,086.66/Lot for the 43rd Street and Kimbro Avenue
Street Improvements; further, the City will pursue determination of
whether or not the street, does meet the construction standards for
smoothness. If it does not, we will require the contractor to upgrade
it to meet the standards. If it does, we have no other recourse to
require the current contractor to improve street quality. As a
Council we will pursue action in the Spring of 1990; including
possible addition of another asphalt layer on top of the current one
using MSA Street Maintenance Funds to cover the expense.
M/S/P Williams/Graves - to amend the motion to replace the wording,
Spring of 1990 as the timeframe for further action, with the wording,
reassess the quality of the road prior to expiration of the warranty
under the current contractor's contract. If the road still holds up
according to the proper standards within that time period, then during
the Spring,-1991, seek resurfacing of the road. using MSA Street
Maintenance Funds and using an alternate contractor. (Motion carried
5-0).
M/S/P Graves/Moe - to adopt Resolution No. 89-44 approving the

Larry Bohrer will notify the contractor that the road is not
acceptable and begin to investigate, according to the contract,
whether it is or isn't within the prescribed tolerances. Bohrer will
report back to the Council with more information.
B. 38th & 39th Streets
Mayor Dunn opened up the Public Hearing at 8:09 p.m. in the City
Council chambers. Notice of the public hearing was duly published and
sent.
City Engineer Bohrer reported the total cost for 38th Street and 39th
Street, West of Ideal Avenue Bituminous Overlay is $45,305.37.
Assessment Rate = $45,305.37 divided by 47 1/3 lots = $957.7.6/Lot.
Sodding has yet to be done around the culverts.
Gerald Wulfing, 8196 38th St. N., reported his intersection was
dangerous because of the rock on the road. Bohrer responded the
contractor will clean up gravel.
John Adams, 3948 Innsda.le Avenue N., asked if something would be done
on the mailbox side because there was a 3" drop on edge of the road.
Mr. Adams and Mr. Demco commented on the good paving job.
Mayor Dunn closed the Public Hearing at 8:23 p.m.

assessment roll and rate of $957.7.6/Lot for 38th Street and 39th
Street, West of Ideal Avenue, Bituminous Overlay Project. (Motion
carried 5-0).
C. 20th Street from Lake Elmo Avenue to Manning Trail
Mayor Dunn opened up the Public Hearing at 8:24 p.m. in the City
Council chambers. Public Hearing Notice was duly published and sent.
Larry Bohrer reported the total amount of the proposed assessment for
this project was $17,000, 19 parcels, at a. rate of $500/Lot.
Jean Durand, 11332 20th St., asked for a curb by Manning Trail because
of the rocks flying up and hitting the cars. Jean questioned her
assessment for 5 parcels when she was previously told 4 parcels and
asked why they were zoned Rural Residential when they are
Agricultural. Bohrer responded they have widened the radius and have
cleaned up the gravel by Kierkhafer, 2040 Manning Trail. Because the
road is narrow, Bohrer stated the cars kick up the rock onto the road
when they go off of the pavement. Bohrer indicated the previous
assessment roll. that he had shown the residents also had the Durand's
assessed for 5 parcels. Bohrer explained a possible reason they did
not have Ag Zoning was that Ag zoning had to be requested from the
City.

carried 5-0).
D. 33rd Street & Klondike Avenue, from Hwy 5 to Lake Elmo Avenue
Mayor Dunn opened up the Public Hearing at 8:45 p.m. in the City
Council chambers. The Public Hearing Notice was duly published and
sent.
Larry Bohrer reported the total cost for the 33rd Street and Klondike
Avenue, CSAH 17 to TII 5, Ditching and Bituminous Overlay Project was
$48,380.81, less 1988 and 1989 MSA Maintenance is $5,532.60.
Assessment Rate = $5,532.60 divided by 14 lots = $395.19/Lot.
There was no one to speak for or against the street improvement.
Mayor Dunn closed the Public Hearing at 8:50 p.m.
M/S/P Graves/Moe - to adopt Resolution No. 89-47 approving the
assessment roll and rate of $395.19/Lot for the 33rd Street and
Klondike Avenue CSAH 17 to TH5 Ditching and Bituminous Overlay
Project. (Motion carried 5--0).
6. PLANNING/LAND USE/ZONING:
A. Rezoning (RR to PF); Large Lot Subdivision:
Golf Driving Range, Scott Blasko
Scott Blasko/Fi.nneman Enterprises have requested an 18 acre large lot
subdivision of the property legally described as the SE 1/4 of the NE
1/4, Section 36, T29N, R21W and zoning district amendment. If the
large lot subdivision is granted, the applicant requests a rezoning to
Public Facility from the current Rural Residential Zoning to allow for
a Golf Driving Range.
The Planning Commission voted, unanimously, for approval by the
Council for a Large Lot Subdivision to Scott Blasko/Finneman Ent.
based on the following Findings of Fact:
1. The proposed lot has the required 300' of frontage on a
public road;
2. Washington County requires this parcel and Oak -Land
School share a common driveway. The County has issued
a permit to the applicant for use of this common driveway;
3. The proposed parcel exceeds the 10 acre minimum lot size
required in the RR Zoning District and is within the 4:1
lot size ratio.
4. The remaining property is a conforming RR lot;

t 5. The applicant pay a park dedication fee of $450 for the
newly created lot;
6. The applicant provide a revised certificate of survey
describing the remaining 20 acres.
The Planning Commission recommended the Council approve the rezoning
of above subdivided 18 acre parcel from Rural Residential to Public
Facility for the purpose of allowing a Golf- Driving Range, based on
the following conclusions:
1. This is an appropriate use of the land;
2. This venture will be serving the community's needs;
3. The City has received supportive statements from Howard
Jiran of I.S.D. 834 School District for this type of venture;
4. The applicant has stated that he will be planting one row
of deciduous trees, 20 foot separation, on. the East side
and three rows of evergreen trees planted on the south and
west side of the property subdivided.
5. The applicant has been advised regarding lighting and sign
requirements and will meet our city code regarding lighting
and signage;
6. The applicant does have more than 10 acres for PF Zoning.
M/S/P Graves/Hunt - to instruct the staff to prepare a resolution
granting a large lot subdivision to Scott Blasko/Finneman Ent. based
on the recommendation and Findings of Fact of the Planning Commission.
(Motion carried 5-0).
M/S/P Graves/Williams - to instruct the staff to prepare an ordinance
amending Section 301.070 of the Lake Elmo Municipal Code rezoning the
18 acre parcel (as subdivided in the above motion) from Rural
Residential to Public Facility, based on the recommendations and
conclusions of the Planning Commission. (Motion carried 4-1 Moe: He
questioned on what basis did. the Council request Blasko to plant
trees, designating the quantity and placement, since our Public
Facility Zoning Ordinance does not have this requirement).
B. Development Stage, The Forest: Morton/Engstrom PUD;
Rezoning (Ag to Rl)
Larry Bohrer reported his review was based on the proposal of The
Forest that was submitted to the Planning Commission. He did not
receive the new proposal Mr. Engstrom delivered to his office until
today (Tuesday) at 3:00 p.m.
Bohrer voiced his concerns on the number of center islands and the
narrow roads of this development, but added Mr. Engstrom has made
concessions by eliminating the westerly islands and cut it down to a
single road. Engstrom added an extra crossover so Lots 15, 16, 3 and

4 have a crossover within its frontage which makes for a better
traffic pattern. Where there is site distance involved, Engstrom will
put in low maintenance vegetation and the stie distance is protected.
The Council was in agreement with 24' road widths with rollover curbs
and parking on one side and in agreement with 18' road widths for
single lane roads. The Council was in agreement with configuration
and access to Outlot A which is proposed for a wildlife enhancement
area owned by The Association, with the additional stipulation that
the City has the option to take this area over, without compensation
in the future, to combine with neighboring park land dedication with
details to be worked out (such as exact boundaries) at such time a
Comprehensive Park Plan has been approved. Council requests payment
of a park dedication fee of $450'per lot. The only problem the
Council had was with lots (Lot 7,8 & 9) that appear to be too small
from a perkable area dr/40Vtj(/Oi/iVy standpoint due to the highwater
mark. (Building Elevation recommended by the VBWD is 917.6). Another
concern was the cul-de-sac area should accommodate larger axel
vehicles. (Paragraph Amended 10-17-89)
M/S/P Graves/Hunt - to postpone consideration for the approval of
Development Stage of The Forest until the developer comes back with
the adjusted plan based on Council discussion. (Motion carried 5-0).
C. Architectural Standards Proposed Ordinance
The Council, at their meeting of September 5th, requested Planning
Commission rationale for determination on the limit of 50% glass for
structures. At their meeting of Sept. 11, the PZ's rationale was all
glass buildings were not appropriate material for a rural setting.
The City Engineer recommended standards for tilt -up concrete panels
for structures and presented building brochures.
Councilmen Graves and Moe had no problem if these standards pertained
simply to the Historical District/Old Village Area, but felt the
proposed glass standard (maximum of 50% of building or less) was too
restrictive and would impact potential development in Section 32 or
along 1-94.
Councilmen Hunt and Williams indicated they should be setting very
high standards of development along the corridor. The County was
taking a lead by trying to promote high standard development along
I-94. Williams added, the only reason anyone has ever said that we
need development along I-94 and Section 32 is for tax base, and the
way we get tax base is on high value buildings. Therefore, we should
require the best.
Councilman Hunt referred to Commercial District from the Eden Prairie
Zoning Code: Chapters 1.1 and 12, "75% of the exterior building finish
consist of material that are comparable in grade and quality of the
following, face brick, natural stone, glass". Hunt pointed out he
could not see how the Council could be looking at anything less than
one of the communities that are setting the standards is looking at.
Hunt will call Eden Prairie and verify their definition of "comparable
like buildings".

M/S/P Williams/Hunt - to postpone consideration of architectural
standards in order for the Council to review the Eden Prairie
standards and prepare their comments for stronger direction to the PZ
on what the Council would consider suitable. Mayor Dunn will inform
the Administrator when appropriate for the Agenda. (Motion carried
5-0).
7. CITY ENGINEER'S REPORT:
A. Woodbury Transport Plan
Woodbury requested a review by the City of Lake Elmo of a proposed
amendment for future extension of Bielenberg Drive across I-94 and
connect to Helmo Avuenue in Lake Elmo in their Comprehensive
Transportation Plan. Woodbury noted the purpose of this roadway
extension was to provide an additional route for traffic wishing to
travel a north south direction between Lake Elmo and Woodbury. The
projected traffic demand on Bielenberg is 20,000 vehicles per day and
based upon this projected demand, Woodbury proposes that Bielenberg
Drive should be a minor arterial roadway. If this classification is
not compatible with Lake Elmo, Woodbury would consider Bielenberg
Drive being classified as a collector street. Bohrer pointed out
there were funding implications in the wording.
Councilman Hunt suggested it remain "Minor Arterial" until there's
progress in Section 32 because a bridge could benefit Section 32 with
better access. Graves agreed with Hunt, that the Council should
consider road plans that would be beneficial for possible development
to Section 32. Bunt added, he needed to know the City would not get
assessed costs in year 2010 for building a bridge.
M/S/P Williams/Hunt - to refer this matter and map to the Planning
Commission for their recommendation. (Motion carried 5-0).
B. Permit to Fill; White Hat Restaurant (E. Gorman)
Administrator. Morrison reported the City received a request for
extension of Ed Gorman's fill permit through Attorney Thomas
Okoneski's September letter. The fill permit has expired on September
20th, and no application for extension of the fill permit has been
applied for. Mr. Gorman stated, during the time his fill permit was
suspended, he was unable to receive 8,000-12,000 yds which were
available to him at no cost.
Councilman Hunt voiced his fears of seeing thing go awry, to find out
this land is not developable or Mr. Gorman's proposal not appropriate.
Hunt added., we have a strong code and thought the time had come for
the City to say, we have given you two years to get the fill in,
you've worked very aggressively over the summer to get that fill. We
have given you time and we need to see what you are going to do there
before we allow more fill in.
Councilman Williams indicated the City has been more than generous
with Mr Gorman. They have given him all the opportunites for two years

i to come up with the fill. Now it is time for him to get to work on
his concept plan. Since he ahs made a public request for extension of
the permit, Williams made the following motion:
M/S/P Williams/Hunt - to deny the request by Ed Gorman, White Hat
Restaurant, for extension of.: his fill pemit. (Motion carried 3-2:
Graves: I think a pragmatic approach might be to extend it through the
end of the year or through March 1990 from the standpoint of giving
him a reasonable opportunity to get the site plan in. He felt attorney
fees was a steep price to pay for principal. Moe: agreed with
Councilman Graves to extend the fill permit until December when Mr.
Gorman will bring in his concept plan. This may avoid a potential
Lawsuit). (Amended 10-17-89 Added: Councilman hunt pointed out it was
a matter of code, not a matter of principal.)
C. Final Payment: 33rd Street
Larry Bohrer reported the work in conjunction with the 33rd Street
North improvements - CSAH 17 to Klondike Avenue - Ditching, Culverts
and Bituminous Overlay, is complete and ready for final acceptance.
Bohrer recommended approval of Compensating Change Order No. 1 in the
amount of-$2,263.85, which shows the final contract amount is
$2,263.85 less than the original bid. Bohrer recommended approval for.
Final Payment in the amount of $26,649.35.

bid and approve Final. Payment in the amount of $26,649.36 in
conjunction with the 33rd Street North Improvements. (Motion carried.
5-0).
D. Escrow Release #2: Brockman 3rd Addition
City Engineer Larry Bohrer reported the watermain, storm sewer,
grading, gravel. base and bituminous binder course have been completed.
The bituminous wearing course and turf restoration are the only work
items remaining.
The Developer has asked for a reduction in the letter of credit in
accordance with the terms of the Developer's Agreement. The Developer
has paid all. pass -through costs which have been passed on to him. The
release of escrow was calculated as follows:
Original Letter of Credit $347,500
Amount of This Release 321,000
Remaining Letter of Credit $ 26,500
Larry Bohrer recommended the letter of credit be reduced from $347,500
to $26,500.
M/S/P Graves/Hunt - to approve the letter of credit (Escrow Release
No. 2) be reduced from $347,500 to $26,500 for the Brookman 3rd
Addition. (Motion carried 5-0).

( I E. Right -of -Way Payment: 43rd Street & Kimbro Avenue
City Engineer Bohrer reported the last piece of right-of-way to
purchase for 43rd Street and Kimbro Avenue project is 0.11 acres from
Robert and Ellen Wier. This right-of-way is a 13 foot wide strip
across the front of the Wier's property. Bohrer noted the Wier's
house is the closest house to the road and they use this area as part
of their front yard, and the estimated cost would be around $1,000.
Bohrer has met with the Wiers and they are requesting $1,084.66 for
the right-of-way.
Bohrer recommended approval of $1,084.66 as right-of-way payment to

B. CITY ADMINISTRATOR'S REPORT:
A. Auditing/Accounting Services (1989/90)
The Council received a copy of the proposed 1989/90 Auditing Services
Contract from the Voto, Tautges, Redpath auditing firm. It was noted
the rates have been increased an average of 5 percent, which had been
anticipated with the 1990 Budget.
M/S/P Graves/Moe - resolved that the Council hereby approves the
Agreement between the City of Lake Elmo and Voto, Tautges, Redpath &
Co., Ltd., White Bear Lake for Auditing/Accounting Services .for
1989/90. (Motion carried 5-0).
B. Compost Site Monitor
The staff noted in their coversheet there were some problems with
opening the site on time this past Spring. Also, the staff would like
to see this more as a Troop effort, rather than one Scout and one
parent to monitor the site because more Scouts are needed to fill out
the questionnaires, assist the people, and help keep the area cleaned
up. Last spring the Scouts were paid $50 per day for the compost
monitoring. A representative from Boy Scout Troop 162 expressed
interest in monitoring the site again this Fall (on weekends). Staff
recommended this policy be continued with Troop 162, but would like to
see more Scouts at the site. Discussion centered on equalizing wages
of the Olinger compost workers and the Boy Scouts. -
M/S/P Hunt/Grves - to request the City Administrator review the hourly
rates paid to the compost workers and bring back a recommendation to
the Council. (Motion carried 5-0).

Groundwater Management Committee:
At their September meeting, the Planning Commission recommended David
Bucheck be appointed as the City's representative to the Washington
County Groundwater Management Committee.
Upon the recommendation of the Planning Commission, Mayor Dunn, with
full Council consensus, appointed David Bucheck as the City's
representative to the Washington County Groundwater Management
Committee.

Dear Ms. Morrison:
Through the end of August 1989, I have spent 16 hours working on your
project. Since our letter of agreement specified that your cost would not
exceed 16 hours without prior approval from the City of Lake Elmo, I now
need to know whether you wish to extend our agreement.
I have enclosed an invoice for $400, and two copies of an amended letter of
agreement, which increases the cost to the City from $400 to $800. If you
would like to extend our agreement, please sign and return one copy of that
letter.

Through the end of August 1989, I have spent 16 hours working on your
project. Since our letter of agreement specified that your cost would not
exceed 16 hours without prior approval from the City of Lake Elmo, I now
need to know whether you wish to extend our agreement.
I have enclosed an invoice for $400, and two copies of an amended letter of
agreement, which increases the cost to the City from $400 t0 $800. If you
would like to extend our agreement, please sign and return one copy of that
letter.

SUBDIVISION TO THE APOSTOLIC BIBLE CHURCH
WHEREAS, James A. Moberg, on behalf of the Apostolic Bible'Church
has made application to the City of Lake Elmo for a Large Lot
Subdivision of the property described as follows:
The Southeast Quarter of the Southeast Quarter of Section 28, Township
29, Range 21, Washington County, Minnesota, except the following two
parcels:
