LAKE ELMO CITY COUNCIL MINUTES
SEPTEMBER 4, 1990
Mayor Dunn called the City Council meeting to order at 7:00 p.m. in
the Council chambers. Present: Dunn, Hunt, Williams, Graves,
Armstrong, City Engineer Larry Bohrer, City Attorney Knaak and
Administrator Kueffner.
1. AGENDA
Add: 8B. Update on Washington County Official's Meeting, 9B. Request
from Youth Service Bureau, 9C. Request from Maintenance Foreman.
Delete: 5. Reapp Report, Referendum Question

agenda as amended. (Motion carried 5-0).
2. MINUTES: August 21, 1990
M/S/P Williams/Hunt - to approve the August 21, 1990 City Council
minutes as amended. (Motion carried 5-0).
3. CLAIMS
M/S/P Armstrong/Graves - to approve the September 4, 1990 claims
#93720 to #93781 as presented. (Motion carried 5-0).
4. PUBLIC INQUIRIES:
There were no public inquiries.
5. REAPP REPORT: Referendum Questions
Todd Williams requested the referendum question be postponed until the
September 18th Council meeting.
6. PLANNING/LAND USE AND ZONING:
A. Shoreland Permit: William Park, 4589 Birch Bark Trail N.
William Park, 4589 Birch Bark Trail N., has applied for a shoreland
permit to construct a 4-season porch (18' x 16') over an existing
patio area. The porch is to be constructed on approved post footings.
The elevation will be approximately 18' above the Ordinary High Water
Mark.
Building Official Jim McNamara reported in his review no variances
were needed and verbal approval was given by Molly Shodeen of DNR.

7. CITY ENGINEER'S REPORT:
A. Speed Complaint on 24th Street
At the August 7th meeting, the Council received some complaints of
excessive speed on 24th Street between Lake Elmo Avenue and Legion
Avenue, particularly in the vicinity of 24th Street Court. Some
residents suggested a 3-way stop at that intersection. This matter
was referred to the Engineer for his review and recommendation.
The Council acknowledged a 1eM r from Kendre Schwabel, 11365 24th St.
Court, stating her concerns on speed of vehicles using 24th Street and
requesting placement of proper signage to slow traffic down.
City Engineer, Larry Bohrer reported on August 30th a drive -over
inspection at varying speeds was made with the Maintenance Foreman.
The following observations were made:
1. The street has three horizontal curves (two west of 24th St.
Ct. and one east) which have a 200' centerline radius. These
curves feel uncomfortable to the average driver at speeds
over 30 mph due to outward centrifugal force.
2. The sight distance from 24th St. Court intersection is good
looking either east or west along 24th Street.
3. The traffic counts are low and will remain so because the
road only serves Packard Park and a portion of Eden Park.
4. Stop signs should not be erected at the intersection because
the traffic does not warrant it and stop signs should not be
used for speed control.
Based on these observations, the Engineer and Maintenance Foreman made
the following recommendations:
1. Place a YIELD sign on 24th Street Court at 24th Street to
show that the cul-de-sac traffic must yield right-of-way
to the through street.
2. For eastbound traffic, a Reverse Turn Sign (W1-4R) with a
25 mph Advisory Speed Plate (W13-1) should be used. The
City on its own initiative cannot post speed limits lower
than 30 mph except for advisory speed on curves.
3. For westbound traffic, a Left Turn Sign (WI-2L) with a
25 mph Advisory Speed Plate (W13-1) should be used.
4. After the curves, 30 mph speed limit signs could be used.

` M/S/P Hunt/Graves - to direct City staff to implement the (4)
recommendations stated in Larry Bohrer's letter, August 31, 1990, and
to contact the Deputies to set up speed monitoring on 24th Street.
(Motion carried 5-0).
If the speeding problem on 24th Street has not been resolved in two
months, the Council asked the residents to come back to the City
Council. The Council recommended an article written in the City
Newsletter stating the city is aware of the excessive speeding problem
and patrolling will be increased.
B. Receive Bids and Consider Award for 1990 Overlay Projects:
Lampert Avenue and 31st Street
City Engineer Bohrer reported (6) bids were received for contract for
31st Street Overlay between Stillwater Blvd. and Hwy 5, Lampert Avenue
Patch and Overlay, and maintenance overlays (includes 70' of driveway
by maintenance garage off of Jamaca Avenue) budgeted for each year.
The lowest bidder was Bituminous Consulting and Contracting of
Minneapolis, and the bid was lower than what the Engineer estimated
in the feasibility hearing. Bohrer indicated this was a favorable bid
and recommended the contract be awarded to Bituminous Cont.
M/S/P Hunt/Williams - to award contract for 1990 Street Patching and
Overlay Projects to Bituminous Consulting & Contr. in the amount of
$47,470.75. (Motion carried 5-0).
C. Set Assessment Hearing for 1990 Overlay Projects
Larry Bohrer requested the Council set an Assessment Hearing for the
1990 Overlay Projects for October 2, 1990.
M/S/P Graves/Williams - to set an Assessment Hearing Date for October
2, 1990 for the 1990 Overlay Projects. (Motion carried 5-0).
8. CITY COUNCIL REPORTS:
A. Set up Budget Workshop Dates with Personnel Committee and
C.I.P. Committee
Todd Williams reported the Budget Committee met with the Finance
Director, went over the budget, and proposed enough cuts to balance
the budget. The Committee felt the Council needed to hear
justification from the Dept. Heads for their particular proposed
budget items.
The Council set up a budget workshop with each Dept. Head of the
Maintenance Dept. and Fire Dept. for September 13th at 4:45 p.m, at
City Hall.

The City Administrator will present an evaluation of each employee and
salary recommendation to the Personnel Committee. Then the Personnel
Committee (Lee Hunt and Chuck Graves) will bring the salary
recommendations to the Council. The Administrator asked for her
evaluation from the Council at this time.
B. Update on Washington County Official's Meeting
Lee Hunt reported he went to the Washington County meeting on the
Geological Atlas. Professor Kelvin Alexander, Univ. of Minnesota,
presented information that thought would be helpful in the City's
fight against the landfill. Hunt will contact the Administrator with
details for obtaining the tape of his presentation.
9. CITY ADMINISTRATOR'S REPORT:
A. Non -Intoxicating Malt Liquor License: Guardian Angels Church
Guardian Angels Church has applied for an on -sale non -intoxicating
malt liquor license for its annual Fall Festival to be held September
15 and 16, 1990.
M/S/P Williams/Graves - to approve an on -sale non -intoxicating malt
liquor license for Guardian Angels Fall Festival, September 15 and 16,
1990; contingent upon certificate of insurance submitted and favorable
recommendation from the County Attorney and Sheriff. (Motion carried
5-0).
B. Youth Service Bureau
The Youth Service Bureau requested the Council authorize a
contribution for services rendered by this organization to the City of
Lake Elmo. A provision for this expenditure was not made in the
budget.
The Council recognized the Youth Service Bureau made a valuable
contribution to the community, but at this time the City was unable to
make a donation.
C. Maintenance Dept Request
Maintenance Foreman, Dan Olinger requested Council approval to attend
the loth Annual Snow and Ice Conference in Greely, Colorado in October
at a total cost of $414.00.
M/S/P Hunt/Graves - to authorize Dan Olinger to attend the loth Annual
Snow and Ice Conference in Greeley, Colorado at a total cost of
$414.00; contingent on Finance Director finding funds available in
budget and a brief report (written'or verbal) be submitted to the
Council. (Motion carried 5-0).
Jim McNamara will be attending the Annual Building Official's
Conference held on September 8-14, 1990 in Colorado. The Council
asked the Building Official to submit a brief summary of the
conference.

Re: Speeding Complaints by Richard Acres
County Road 17 Between 20th Street North & Highway 5
Dear Mayor Dunn and City Council Members:
It appears that Mr. Richard Acres has been misinformed or erred in several
statements made to you by letters on August 9 and August 22, 1990. I think
we all know that court cases regarding speed are not thrown out of court
because they were issued for speeds under 40 mph. I also think that we know
that the statement that "cases are not prosecuted due to the expenses involved"
is not true. The statement that "citations will not be issued for speeders
under 9 mph over the speed limit" is not true either.
As explained at the Council Meeting on August 21, 1990, each case is taken
separately. It is this Deputy's opinion that Mr. Acree's complaints are
exaggerated in that he has no basis for his opinion other than the visual
observations he has made on County Road 17. In a phone conversation with
Mr. Acree, he stated to me that to prove cars were speeding on County Road
17 he had his wife drive up and down County Road 17 at different speeds so
now he knows what a speeding car looks like.
I have watched cars do this at different speeds for 15 years and cannot
estimate their speeds to the point where I would feel comfortable writing
a citation to somebody. During this phone conversation, I invited Mr. Acree
to sit in our squads with us while running radar which he said that he would
like to do, and of the many times we have been doing this on County Road 17
within k mile north or south of his house he has never taken the opportunity.
Washington County does not discriminate on the basis of race, color, national origin,
sex, religion, age or handicapped status In employment or the provision of services.

In regards to his complaints on the way the survey was run, I will respond to
them in order:
#1 - The use of a fully marked squad car: The Lake Elmo City Contract
with the Sheriff's Department includes one police car. Obviously the
most practical car to get is one fully loaded with equipment enabling
us to respond to emergencies in a safe and quick manner and allowing
us to stop vehicles, thus the red lights and markings on the squads are
essential. Officers driving unmarked squads I'm sure will tell you that
it is at times very difficult to get from point A to point B in an emergency
because their cars are not noticable enough, however, the markings on the
squads made no difference on checking and clocking speeds on County Road
17. Mr. Acree says that our survey was faulted by placing the vehicles
in a clear and obvious position on Lake Elmo Avenue that was clearly
visible to drivers from both directions at great distances. The place-
ment of those squad cars when running the radar didn't make a difference
as the range of the radar greatly exceeds the length of the section of
road on which the radar was used. This allows us to get the speed of the
vehicle as they rounded the corner long before the driver seen the squads,
therefore, the driver of the vehicle had no time to slow before his speed
was clocked.
#2 - The use of a one-way radar gun: The issue of this is correct, however,
this was done several times using two squads. One pointing north with a
radar and the other pointing south with a radar, thus radar was used at the
same time in both directions on several occasions. This is not possible all
the time as there are other problems to deal with requiring our attention.
#3 - As for Mr. Acree's statement that the radar only clocks the first car !
when the cars behind the first car could have been speeders had they been
the first car in line, I feel that it is hard to respond or argue with that
kind of logic.
It is true that there are more important problems than running radar and if an
alarm goes off (for one example) we will respond to the alarm. I can only imagine
Mr. Acree's response if I told him I was sorry his house was burglarized because
when his alarm went off I was running radar and I couldn't leave before another
squad took my place.
I do not think the mechanics of our speed survey were poor by any means. All
Officers involved in this survey gave it a good an effort as possible using the
best radars available. Mr. Acree is commenting on something he knows nothing
about and I think at times he has been misinformed. Mr. Acree has also made
several comments as to the amount of service given the City of Lake Elmo by
the Sheriff's Office, specifically the Contract Officers. It appears that
Mr. Acree thinks there are no problems in Lake Elmo requiring our services
other than speeders on County Road 17. I would like Mr. Acree to know the number
of calls handled in Lake Elmo by the Sheriff's Department, not only by the Contract
Officers but by the Sheriff's Department. I believe this will be addressed to the
Council by the City Administrator.

The City contracts for two Police Officers at 40 hours a week each which works
t out to 4,160 hours per year. Our contract also calls for vacation and sick time
allowed which, if used, the contract hours are covered by the other members of
the Sheriff's Department. This Deputy is also a citizen of Lake Elmo. I am
very familiar and satisfied with the coverage that Lake Elmo gets from the
Sheriff's Department. There are usually two and sometimes three Deputies in
the Contract Area at all times not including the Contract Officers. Each of
these Officers working 8-hour shift.
In conclusion, I feel Mr. Acree's complaints could have been satisfied had he
taken my invitation to sit with us when running radar. He did not. Any of
his questions could have been answered at that time. I would tell Mr. Acree
that we have been working radar on County Road 17 and other roads in Lake Elmo
years before he moved into town and if we have felt that there was a problem
we have taken action to correct it.
I would also like Mr. Acres to know that his concerns along with the concerns
of the other petitioners are appreciated as without information and complaints
from citizens our job is close to impossible. In this instance, however, I
think Mr. Acres's complaint has been given the proper and sufficient attention.

SECTION III. DEFINITIONS

SECTION IV. LOCAL GOVERNMENTAL RESPONSIBILITY

G. The local governmental unit's permitting process for land and
wetland alteration work shall be outlined in its plan. Although
the District will not be the permitting authority, all land and
wetland alteration plans shall be submitted to the District for
review and comment. The District reserves the right to appeal
approval of a project which the District considers to be
inconsistent with the local unit's plan. All zoning changes shall
be submitted to the District for review, along with evidence that
such a change is in compliance with the local water management
plan.
SECTION V. FLOOD PLAIN MANAGEMENT

- - -SECTION-IX.__WETLANDS SSANAG_EMENT__
Subd 1. Policy
To achieve a no net loss of existing wetlands, as shown on the current
United States Fish & Wildlife Service's National Wetland Inventory Maps, and
the Water Resources Inventories prepared by Washington Soil and Water
Conservation District dated September, 1982.
The District finds that wetlands provide public value by conserving
surface waters, maintaining and improving water quality by reducing the
stormwater sediment load, preserving recreational opportunities, reducing the
rate of stormwater runoff through floodwater retention, reducing stream
sedimentation, contributing to improved subsurface moisture, and enhancing
the natural beauty of the landscape; and that it is in the public interest to
promote comprehensive water management by regulating activities that destroy
or diminish wetlands.
Subd. 2. Wetlands Definition
Wetlands are lands transitional between terrestrial and aquatic systems
where the water table is usually at or near the surface or the land is
covered by shallow water. An undisturbed wetland has the following three
attributes:
1. At least periodically, the land supports predominantly wetland
vegetation. Wetland vegetation are listed in "National List of
Plant Species That Occur in Wetlands: North Central (Region 3)",
Fish and Wildlife Service, May 1988.
2. The substrate is predominantly undrained hydric soil. Hydric soils
are those which have been exposed to water for long enough periods

of time to experience oxygen depletion. Hydric soils are listed in
"Hydric Soils of the United States 1985", Soil Conservation
Service, October, 1985.
3. The area is saturated with or covered by shallow water at some time
during the growing season of each year,
The Federal Manual for Identifying and Delineatine Jurisdictional
Wetlands, an Interagency Cooperative Publication, January 10, 1989, shall be
used for guidance regarding the delineation of wetlands. The District shall
require each permit applicant to specify on the permit application whether or
not the proposed site contains wetlands. Wetland location and size shall be
clearly marked on the plans which accompany the permit application. If the
District has grounds to believe the site contains wetlands not identified in
the permit application, the District shall:
1. Require the applicant to submit additional information such as soil
analyses, topographic surveys, surveys of vegetation, and
engineering or hydrologic data, all certified by competent
professionals, to aid in the determination, and/or
2. Conduct a site inspection and evaluation; and/or
3. Use any other reasonable method to determine if the site contains
wetlands.
The applicant shall provide copies of the application and supporting
documents to the Minnesota Department of Natural Resources (DNR), the United
States 'Army Corps of Engineers (Corps), and the Washington or Ramsey Soil and
Water Conservation District. It is the responsibility of the av_��t to l(c r
determine if permits from the Corps, the DNR and/or other governmental
agencies are required. Sho rt A)
Subd. 3. Regulationsfi Q0B(5(
The following uses shall be permitted in wetlands:
1. Recreational trails
2. Objects or improvements made in conjunction with and necessary to
parks, nature and wildlife preserves
No permit is required for agricultural uses, provided the use does not
result in the filling, excavation, or drainage of a wetland or the removal of
trees from a wetland (See Subd. 4).
The District shall impose any requirements or conditions they deem
necessary on permits of permitted uses to insure the standards and purposes
of this section are carried out.

Subd. 4. Standards
Dredging, ditching, excavating, the placement of fill, the placement of
a structure or any other activity which results in a change in the rate of
water drainage from the wetland or negatively impacts the character of the
wetland, shall be permitted by the District only if all of the following
conditions are met:
1. The applicant demonstrates a need for the alteration. A
demonstrated need is the ability to acquire a reasonable profit
from the property when taking into consideration the applicable
wetland regulation in force at the time of purchase.
2. The applicant demonstrates the absence of reasonable alternatives
for the alteration. A reasonable alternative is one which has
fewer adverse impacts upon the wetland and would not result in
other significant adverse environmental consequences.
3-.-- The alteration --will _not -increase_- the -rater_ temperature of a -
receiving trout stream.
4. The alteration will not reduce the existing storage volume in the
immediate watershed. Storage volume will be determined as stated
elsewhere in these Rules and Regulations.
5. The alteration meets all other requirements of the District rules
and regulations.
Subd. 5. Criteria
The functional values and acreage lost as a result of a wetland
alteration shall be replaced according to the following criteria:
1. Replaceme etlands shall be created in upland areas at a

2. Replacement wetlands shall be of equal or greater public value
in terms of water retention, water quality enhancement,
wildlife habitat, recreation, aesthetic quality and
educational value. Water quality enhancement value of the
wetland will be measured according to a model acceptable to
the District. Water retention, wildlife habitat and aesthetic
value will be measured according to "The Minnesota Wetland
Evaluation Methodology For The North Central United States",
prepared by the Corps, in conjunction with the Minnesota
Environmental Quality board, September, 1988.
3. Replacement wetlands shall be located within the District.

4. Replacement wetland shall be completed and approved by the
District before alteration of the existing wetland. If this
criteria cannot be met, the applicant shall post a performance
bond equivalent to at least 150% of the estimated construction
cost of the replacement wetland, as determined by the
District. Additional bonding will be required based upon t�(80�
conditions imposed on the applicant. C5
Subd. 6. Variances o ' y�

Variances shall permit activities only to the minimal extent necessary
and shall be issued only upon the showing of hardship. Variances shall be
issued only in accordance with detailed plans approved by the District.
Wetland delineation and replacement disputes shall be resolved by a
panel consisting of, but not limited to, a technical professional employee of
the Minnesota Department of Natural Resources, a technical professional
employee of the Washington or Ramsey Soil and Water Conservation District,
and the Valley Branch Watershed District engineer. This panel shall prepare
a written recommendation to the Managers of Valley Branch Watershed District.
The Managers shall make their decision within 30 days after receipt of the
panel's recommendation.
Subd. 7. Permit Fees
All costs associated with the permitting process, including wetland
delineation, shall be borne by the applicant.
SECTION X. PERFORMANCE BONDS
CHANGE Subd. l and Subd. 2 to read:
Subd. 1 To assure compliance with these Rules and Regulations, the
Managers may require the posting of a performance bond or
other securities where it is shown to be reasonable and
necessary under the particular circumstances of any permit
application filed with the District.
Subd. 2 Where a municipality or other governmental agency includes in
its requirements that the applicant furnish a performance bond
or other securities, the District may require an additional
performance bond from the applicant.

Mayor Dunn called the City Council meeting to order at 7:00 p.m. in
the Council chambers. Present: Dunn, Hunt, Williams, Graves,
Armstrong, City Engineer Larry Bohrer, City Attorney Knaak and
Administrator Kueffner.

6. PLANNING/LAND USE AND ZONING:
A. Shoreland Permit: William Park, 4589 Birch Bark Trail N.
William Park, 4589 Birch Bark Trail N., has applied for a shoreland
permit to construct a 4-season porch (18' x 16') over an existing
patio area. The porch is to be constructed on approved post footings.
The elevation will be approximately 18' above the Ordinary High Water
Mark.
Building Official Jim McNamara reported in his review no variances
were needed and verbal approval was given by Molly Shodeen of DNR.

7. CITY ENGINEER'S REPORT:
A. Speed Complaint on 24th Street
At the August 7th meeting, the Council received some complaints of
excessive speed on 24th Street between Lake Elmo Avenue and Legion
Avenue, particularly in the vicinity of 24th Street Court. Some
residents suggested a 3-way stop at that intersection. This matter
was referred to the Engineer for his review and recommendation.
The Council acknowledged a letter from Kendre Schwabel, 11365 24th St.
Court, stating her concerns on speed of vehicles using 24th Street and
requesting placement of proper signage to slow traffic down.
City Engineer, Larry Bohrer reported on August 30th a drive -over
inspection at varying speeds was made with the Maintenance Foreman.
The following observations were made:
1. The street has three horizontal curves (two west of 24th St.
Ct. and on.e east) which have a 200' centerline radius. These
curves feel uncomfortable to the average driver at speeds
over 30 mph due to outward centrifugal force.
2. The sight distance from 24th St. Court intersection is good
looking either east or west along 24th Street.
3. The traffic counts are low and will remain so because the
road only serves Packard Park and a portion of Eden Park.
4. Stop signs should not be erected at the intersection because
the traffic does not warrant it and stop signs should not be
used for speed control.
Based on these observations, the Engineer and Maintenance Foreman made
the following recommendations:
1. Place a YIELD sign on 24th Street Court at 24th Street to
show that the cul-de-sac traffic must yield right -of. -way
to the through street.
2. For eastbound traffic, a Reverse Turn Sign (W1-4R) with a
2.5 mph Advisory Speed Plate (W13-1) should be used. The
City on its own initiative cannot post speed limits lower
than 30 mph except for advisory speed on curves.
3. For westbound traffic, a Left Turn Sign (W1-2L) with a
25 mph Advisory Speed Plate (W13-1) should be used.
4. After the curves, 30 mph speed limit signs could be used.

M/S/P Hunt/Graves - to direct City staff to implement the (4)
recommendations stated in Larry Bohrer's letter, August 31, 1990, and
to contact the Deputies to set up speed monitoring on 24th Street.
(Motion carried 5-0).
If the speeding problem on 24th Street has not been resolved in two
months, the Council asked the residents to come back to the City
Council. The Council recommended an article written in the City
Newsletter stating the city is aware of the excessive speeding problem
and patrolling will be increased.
B. Receive Bids and Consider Award for 1990 Overlay Projects:
Lampert Avenue and 31st Street
City Engineer Bohrer reported (6) bids were received for contract for
31st Street Overlay between Stillwater Blvd. and Hwy 5, Lampert Avenue
Patch and Overlay, and maintenance overlays (includes 70' of driveway
by maintenance garage off of Jamaca Avenue) budgeted for each year.
The lowest bidder was Bituminous Consulting and Contracting of
Minneapolis, and the bid was lower than what the Engineer' estimated
in the feasibility hearing. Bohrer indicated this was a favorable bid
and recommended the contract be awarded to Bituminous Cont.
M/S/P Hunt/Williams - to award contract for 1990 Street Patching and
Overlay Projects to Bituminous Consulting & Contr. in the amount of
$47,470.75. (Motion carried 5-0).
C. Set Assessment Hearing for 1990 Overlay Projects
Larry Bohrer requested the Council set an Assessment Hearing for the
1990 Overlay Projects for October 2, 1990.

2, 1990 for the 1990 Overlay Projects. (Motion carried 5-0).
B. CITY COUNCIL REPORTS:
A. Set up Budget Workshop Dates with Personnel Committee and
C.I.P. Committee
Todd Williams reported the Budget Committee met with the Finance
Director, went over the budget, and proposed enough cuts to balance
the budget. The Committee felt the Council needed to hear
justification from the Dept. Heads for their particular proposed
budget items.
The Council set up a budget workshop with each Dept. Head of the
Maintenance Dept. and Fire Dept. for September 13th at 4:45 p.m. at
City Hall.

The City Administrator will present an evaluation of: each employee and
salary recommendation to the Personnel Committee. Then the Personnel
i Committee (Lee Hunt and Chuck Graves) will bring the salary
recommendations to the Council. The Administrator asked for her
evaluation from the Council at this time.
B. Update on Washington County Official's Meeting
Lee Hunt reported he went to the Washington County meeting on the
Geological Atlas. Professor Kelvin Alexander, Univ. of Minnesota,
presented information that thought would be helpful in the City's
fight against the landfill. Hunt will contact the Administrator with
details for obtaining the tape of his presentation.
9. CITY ADMINISTRATOR'S REPORT:
A. Non -Intoxicating Malt Liquor License: Guardian Angels Church
Guardian Angels Church has applied for an on -sale non -intoxicating
malt liquor license for its annual Fall Festival to be held September
15 and 16, 1990.
M/S/P Williams/Graves - to approve an on -sale non -intoxicating malt
liquor license for Guardian Angels Fall Festival, September 15 and 16,
1990; contingent upon certificate of insurance submitted and favorable
recommendation from the County Attorney and Sheriff. (Motion carried

B. Youth Service Bureau
The Youth Service Bureau requested the Council authorize a
contribution for services rendered by this organization to the City of
Lake Elmo. A provision for this expenditure was not made in the
budget.
The Council recognized the Youth Service Bureau made a valuable
contribution to the community, but, at this time the City was unable to
make a donation.
C. Maintenance Dept Request
Maintenance Foreman, Dan Olinger requested Council approval to attend
the 10th Annual Snow and Ice Conference in Greely, Colorado in October
at a total cost of $414.00.
M/S/P Hunt/Graves - to authorize Dan Olinger to attend the loth Annual
Snow and Ice Conference in Greeley, Colorado at a total cost of
$414.00; contingent on Finance Director finding funds available in
budget and a brief report (written'or verbal) be submitted to the

Jim McNamara will be attending the Annual Building Official's
Conference held on September 8-14, 1990 in Colorado. The Council
asked the Building Official to submit a brief summary of the
conference.

As a resident of 24th Street Court , I have become concerned
by the speed of vehicles using the new through street, 24th
Street. Since at this time there are few homes on the
street, I believe drivers are unaware of the dangers to
children living in our area who bike and walk on this road.
Because of this, I am writing you to request your
consideration of the placement of proper signage on 24th
Street that would slow down traffic and make drivers aware
of the presence of children in the neighborhood. Since this
Is a new road, I urge you to act quickly before "bad habits"
are established.

The purpose of the meeting is to attend a ReAPP meeting to hear
Frank Hornsteen of Clean Water Action Project discuss Public Awareness
and Influencing Local Officials.
Since we do not have time to discuss every point presented, it may seem
that decisions are preconceived. However, background information is
provided for the City Council on each agenda item in advance from City
Staff and appointed Commissions; and decisions are based on this
information and past experiences. In addition, some items may also have
been discussed at previous Council meetings. if you are aware of
