LAKE ELMO CITY COUNCIL MINUTES
JANUARY 15, 1991
Mayor Johnson called the City Council meeting to order at 7:03 p.m. in
the City Council chambers. Present: Dave Johnson, Hunt, Dick
Johnson, Mottaz, Williams, City Engineers' Bohrer and Prew, City
Attorney Jerry Filla, Building Official Jim McNamara and Administrator
Kueffner.

The Council held a moment of silence to pray for our brave men and
women of the armed forces in this time of peril.

4. REAPP REPORT
A. Recommendation on Public Relations Firm
Mayor Johnson explained that on Saturday, January 12th, the City
Council and members of ReAPP interviewed representatives from three
public relation firms (Mona, Meyer & McGrath; Coleman & Christison;
Colle & McVoy, Inc.) for our public relations campaign.
ReAPP member, Tedi Carlson, reported that ReAPP's reviewing committee
recommends Colle & McVoy, Inc. based on their good journalistic
background, media connections, most comprehensive proposal and price
($42,525). Carlson noted that Colle & McVoy will tailor this price to
our budget.

Carlson indicated they will also need services of a
lobbyist/strategist. ReAPP has talked to Pat Forciea, who is willing
and interested in being part of our program at an expense not greater
than $12,000. Colle & McVoy had indicated to ReAPP they would make the
lobbyist/strategist as part of their contract.
M/S/P Dick Johnson/Williams - to select Colle & McVoy, Inc. as the
City's Public Relations Firm to provide public relations to the City
in the matter of the landfill; contingent on a successful contract
being negotiated. (Motion carried 5-0).
As Councilman Mottaz volunteered to work with the Public Relations
firm, the Council appointed Jess Mottaz as the Council liaison between
Lake Elmo and the Public Relations firm.
5. ANNUAL ORGANIZATIONAL MEETING (Continuation)
A. Cable Commission
Dave Garloff and Karen Wandmacher have advised the City that they
desire reappointment as Lake Elmo's representatives to the Cable
Commission.
M/S/P Mottaz/Dave Johnson - to reappoint Dave Garloff and. Karen
Wand.macher as Lake Elmo's representatives to the Cable Commission.
(Motion carried 5-0).
These representatives will attend the February 5th Council meeting to
explain the function of the Cable Commission and to meet the City
Council.
B. Community Education Advisory Boards ISD 622 and 834
Nancy Hansen has advised the City that she would like to continue as
the City Representative to the 834 Community Education Advisory Board,.
Rosemary Armstrong indicated she no longer has time to serve on the
622 Board.
M/S/P Mottaz/Dick Johnson - to reappoint Nancy Hansen as Lake Elmo's
representative to the 834 Community Education Advisory Board and
instruct the staff to advertise in the Newsletter for volunteers to
the 622 Board. (Motion carried 5-0).
C. Council Representatives - City Functions

The CIP Committe has a meeting on January 23rd, 9:00 a.m., with
Washington County to review the County's computerization plan.

D. Request from Councilman Hunt for Council consideration to
omit the sunset clause in the Parks Commission Ordinance
Councilman Hunt suggested that the "sunset" clause in the Parks
Department Procedure Ordinance Section (210.012) be eliminated. Hunt
explained the City has members that have been on the Commission for a
number of years, have done an excellent job for the City, and have
become very familiar with the parks. These members are now subject to
the sunset clause.
The administrator pointed out an error in the attendance record that
was provided to the Council on January 2, 1991. The two park
walk-thrus were not included in the attendance record. See corrected
attendance record.
MIS/ Hunt/Mottaz - to direct the staff to amend Parks Department
Procedure Ordinance Section (210.012.) to change the sunset clause for
length of service from 4 years to 5 years, as long as the average is
below 5 years, members may be reappointed and this ordinance to take
affect immediately upon publication.
M/S/F Mottaz/Williams - to amend the motion to include the average
length of service is four years, but add the provision that if no
other applications are received by the City within 30 days, then the
members may be reappointed who would otherwise be ineligible. (Motion
failed: Dave Johnson, Hunt, Dick Johnson: felt it should be the option
of the Council to decide who should serve on the commission;
therefore, would like to see the entire "sunset" clause be stricken
from the ordinance. We have two tremendous people that should
continue serving on the commission and this amendment does not solve
this problem).
M/S/P Hunt/Mottaz - to direct the City staff to amend Parks Department
Procedure Ordinance Section (210.012) to change the sunset clause from
four years to five years, that is, as long as the average length of
service is below five years, a member may be reappointed; and this
ordinance will take affect immediately after publication. (Motion
carried 5-0).
M/S/P Williams/Dick Johnson - to reappoint Nancy Hansen, James
Yarusso, Sharon Simpson to the Parks Commission effective February 1,
1991 for full three-year terms. (Motion carried 5-0).

E. Planning Commission Appointments
Councilman Hunt reported that with Jim Arkell's resignation from the
Planning Commission, this makes six members on the Commission with an
average length of service approx. two years per member and five seats
open. Hunt noted that the three people who have served on the PZ are
asking for reappointment, plus we have the opportunity to appoint two
new people on the PZ.
M/S/P Hunt/Williams - to reappoint Steve DeLapp, Ann Bucheck and Karer.
Johnston to full three year terms on the Lake Elmo Planning
Commission. (Motion carried 3-2: Dave Johnson: we have a number of
applications, doesn't find any credability to the idea of the
experience factor of the 3 members mentioned. We must wait for
applications since we have asked. people to serve this city on a
volunteer basis. The people will receive consideration along with
other applicants, Mottaz: we want to get more people involved. We have
advertised for these vacancies and have people expressing a desire to
be considered. In fairness to them, we should continue with the
process.).
6. PLANNING/LAND USE AND ZONING:
A. PUBLIC HEARING: Variance to height of garage
Dave Schwarz, 10961 32nd St. N.
Mayor Johnson opened up the public hearing at B:30 p.m. in the City
Council chambers. The public hearing notice was published in the St.
Croix Valley Press and abutting property owners were notified.
Dave Schwarz, 10961 32nd St. N., explained a permit was issued to him
for the construction of a garage on November 9, 1990. Construction
was later stopped by the building official when it was realized the
height exceeded the maximum in our city ordinnnce. The garage was
built with the same pitch of the house and there are several garages
in the neighborhood that are as tall.
Jim McNamara reported Dave Schwarz was granted variances for setback
from the street and sideyard on November Sth, 1990. The height of the
building was not precisely shown on the plan. The overall height of
the garage is approximately 19' 4" where our ordinance allows a
maximum of 14' on a detached garage. Mr. Schwarz was not told about
the maximum height requirement until it was called to the City's
attention by a resident and then a stop order was given.
The Council received a letter from Eldon W. Smith, 10941 N. 32nd St,
indicating his objection to the requested variance.
Mayor Johnson closed the ,public hearing at 8:35 p.m.
M/S/ Mottaz/Dick Johsnon - to grant the variance to David Schwarz,
10961 32nd Street North, from the required 14' building height for the
purpose of constructing a garage based on the hardship being the
expense of rebuilding a portion of the garage as a result of previous
city action.

M/S/P Dick Johnson/Mottaz - to table the motion until the February 5th
Council meeting in order to review all the data. (Motion carried 5-0).
B. Request from Planning Commission for direction on R1 land
use discrepancy in Future Land Use Map
Mr. Cliff Adkins, 2227 Lake Elmo Avenue North, has expressed an
interest in subdividing and developing his property and has asked the
City for clarification of the land use controls on his land. This
matter was reviewed by the Planning Commission at their meeting on
November 25, 1990. The Commission was unable to pass a motion
recommending certain action to the Council because of an apparent
conflict between the published Future Land Use Map and text of the
Comp Plan, and a resolution passed by the City Council that there
shall be no more rezoning to Rl.
M/S/P Williams/Hunt - to direct the Planning Commission to hold a
public hearing for the purpose of amending the Future Land Use Map to
reflect the 12 acres owned by Cliff Adkins as RED Zoning instead of
SRD Zoning. (Motion carried 5-0).
C. Resolution No. 91-1, Shoreland Grant Application
The City received a letter from Ron Nargang, Director, Division of
Waters, notifying the City must upgrade its land use controls or
shoreland ordinance by January 4, 1993 to comply with the new rules.
The Legislature has provided grant monies to assist local units of
government in adopting the new shoreland rules.
M/S/P Williams/Hunt - to adopt Resolution 91-1 Shoreland Grant
Application which provides grant assistance for cities to adopt a
shoreland management ordinance consistent with statewide standards.
(Motion carried 5-0).
M/S/ Williams/Dave Johnson - to authorize the City Staff and Planner,
Mike Black, to attend the Shoreland Workshop
M/S/P Hunt/Williams - to amend the motion to include the Administrator
will ask the City Planner if he was planning on attending this seminar
anyway, and if he is, we will split the costs with other client
cities. (Motion carried 5-0).
M/S/P Williams/Dave Johnson - to authorize the City Staff and Planner,
Mike Black, to attend the Shoreland Workshop and request the
Administrator ash the City Planner if he was planning on attending
this seminar anyway, the city is willing to split the costs with other
client cities. (Motion carried 5-0).
M/S/P Williams/Hunt - to instruct the Planning Commission to proceed
with updating the Shoreland Ordinance in a timeframe consistent with
the State mandate. (Motion carried 5-0).

7. CITY ENGINEER'S REPORT:
A. Final Payment for 1990 Overlay Project
Larry Bohrer reported the work for the 1990 Overlay Project is
complete and ready for final acceptance. This work was performed by
Bituminous Consulting and Contracting Company, Inc., and consisted of
31st Street, Lampert Avenue, and various other small overlays.
M/S/P Williams/Dick Johnson - to approve Compensating Change Order No.
1 in the amount of $10,62.7.92. (Motion carried 5-0).
M/S/P Williams/Hunt - to approve Final Estimate and Certificate No. 2
to Bituminous Consulting and Contracting Co., Inc. in the amount of
$2,792.14. (Motion_ carried 5-0).
B. 1991 Engineer's Work Plan
City Engineer Larry Bohrer reported on the 1991 Engineer's Work Plan.
The following are the engineering work tasks which are in progress and
items that will be coming up.
1. SW-1 Water System: Plans are expected to be done by January 31,
bids received April 5, and work completed by August 31, 1.991.
2. Legion Avenue Within Eden Park Addition: Public hearings were
held in 1990 and persons spoke that this project should be
postponed until the construction was completed in Packard Park.
Packard Park is now complete. The Council has ordered a new
feasibility study for a new public hearing to be held in
February.
3. Hytrail Avenue - Highlands Trail to 59th Street: The Council
has ordered a feasibility study for public hearing in February.
4. 1991 MSA Construction Project: Laverne Avenue and Upper 33rd St.
in the Old Village has previously been identified as the next MSA
project in the City's 5-year plan.
5. MSA Maintenance Project: If 33rd and Laverne Construction Project
is not to be done, bituminous shouldering on 20th Street between
Lake Elmo Avenue and Manning Trail was suggested.
6. Annual Patch and Overlay Maintenance Project: This program is
usually determined by the Maintenance Foreman and Engineer in
the spring when the roads are fully visible.
7. Permit renewal for 201 Project: State and Federal permits issued
for the 201 Project need to be renewed every 5 years. The current
permit expires in September. The necessary forms will be filled
out in the next month for submittal to the MPCA.

M/S/P Williams/Mottaz - to direct the city staff to contact VBWD
regarding whatever permits would be required to proceed with the
Laverne Avenue and Upper 33rd Street Project. (Motion carried 5-0).
M/S/P Williams/Mottaz - to set a public hearing for February 19, 1991
for the Legion Avenue (within Eden Park Addition) patch and overlay
project. (Motion carried 5-0).
M/S/P Williams/Mottaz - to set a public hearing for February 19, 1991
for the Highlands Trail to 59th Street patch and overlay project.
(Motion carried 5-0).
8. CITY ATTORNEY'S REPORT:
A. Clarification of Open Meeting Law:
Councilman Johnson asked for clarification of the Open Meeting Law.
City Attorney Jerry Filla explained the Open Meeting Law applies to
gatherings of City Council or committees of the Council. Meetings
which are defined as a quorum or more (even if there are no council
members in attendance) are opened to the public. The legal newspaper
is to be notified of the meeting at least 24 hours in advance and the
meeting notice posted on the official bulletin board.
If a quorum of the Council attends a meeting or seminar and they --
specifically discuss city business, then the nature of the gathering
has been changed and the notice requirements have to be met.
9. CITY COUNCIL REPORTS:
A. Memo from Councilman Johnson
Councilman Johnson submitted a memo listing goals he would like to
pursue as a member of the City Council in 1991.
1. Parks and Recreation Department
2. Recodification of City Code
3. Mobile Home Ordinance
4. Maintenance Advisory Committee
5. Reforestation of Lake Elmo
The City Administrator will bring back items that need to be discussed
as agenda items for the February 5th Council meeting.
B. Discuss representative for 622 School District
Councilman Hunt brought to the Council's attention that in 1990 there
was no elected official from Lake Elmo to serve on the 62.2 School
Advisory Board. As an agenda item for February, the Council will
consider some methods to come up with representatives to this meeting.

C. Solid Waste Advisory
Councilman Johnson reported the Solid Waste Advisory Committee is
working on a proposed request for proposal for mandatory collection.
The reason they are looking at one hauler, mandatory collection, is to
make recycling a part of trash collection so the City can get the
participation rate up and make this city recycling conscience. When
the request for proposal of services is complete, it will come before
the Council.
10. CITY ADMINISTRATOR'S REPORT:
A. Acree, etal petition
The Council accepted the report from Washington County. Councilman
Hunt will discuss this report with the appropriate residents that have
expressed concerns. Hunt will bring back their comments to the
February 5th Council meeting for further discussion.
B. Letter from Press Publications
The City received a letter from Gene Johnson, publisher of Press
Publications relative to the concerns raised by the Council at its
January 2nd meeting. The Council asked this to be an agenda item for
the next Council meeting.
C. Conference for Newly Elected Officials
Mayor Johnson and Councilmen Johnson and Mottaz indicated a desire to
attend the conference for newly elected officials held on Saturday,
February 2, 1991. The staff will mail out the three applications.
D. Letter from Springsted
The City received a proposed contract, from Kathleen Aho, Senior Vice
President, Springsted. Inc. She noted the major difference is in the
fee schedule. At $500,000 and under the Springsted schedule is less
by $300. For larger issues the Springsted schedule is higher. The
other contract conditions are very similar.
M/S/P Dick Johnson/Williams - to approve the Springsted, Agreement for
financial advisory services and direct the City Administrator to sign
said contract. (Motion carried 5-0).
E. Property Tax Information Program
Scott Renne, County Assessor, sent a memo to the City indicating for
the past two years he has met with the Council to inform them of
legislative changes, as well as administrative changes that might be
occurring within their office and to prepare them for the Local Board
of Review. The Council set this meeting up for February 5th.

F. Community Water Supply
The City received a copy of the report by the Minnesota Department of
Health covering an investigation of the community water supply. Larry
Bohrer addressed each recommendation.
G. Beer License - North Star Obedience Assoc.
The North Star Obedience Association, Charles Anderson, President, has
applied for a Non -Intoxicating Malt Liquor "On -Sale" license for a one
day special event on February 2, 1991 held in the Animal Inn Training
Building, 8633 34th Street N. The County Attorney and Sheriff's
department have approved this liquor license application.
M/S/P Dick Johnson/Hunt - to approve the request of Charles Anderson,
North Star Obedience Assoc. for a Non -Intoxicating Malt Liquor License
for February 2, 1991; providing all state laws governing the
dispensing of liquor shall strictly be adhered to. (Motion carried
4-1: Mottaz: I have routinely voted against these applications in the
past and will continue to do so.)
H. Planning Commission Resignation
Jim Arkell has submitted his resignation from the Planning Commission.
Lonny Thomas is the First Alternate and will be appointed to complete
Arkell's term which runs until December 31, 1992.

Lake Elmo Planning Commission. (Motion carried 5-0).

J. OTHER
Jim McNamara is a member of the Small Jurisdiction Advisory Committee
for the International Conference of Building Officials (I.C.B.O.)
based in Whittier, California. Jim will be attending three days of
meetings in Southern California from January 30th thru February 3rd
1991. All expenses to attend the meeting are paid by I.C.B.O. Jack
Gill, Mahtomedi Building Official, will make all inspections while Jim
is in California.

Reporting Period: 9/26/90 - 11/25/90
Activities Undertaken During the Reporting Period
Activities conducted by DPRA during the current reporting period consisted
primarily of project administration (i.e., reporting on project status and
budget, invoicing, and communication with project staff and subcontractor).
Subcontractor labor and expenses for August are included on this invoice.
During August, Geraghty and Miller staff framed the modeling approach and
completed model calibration as part of the analytical groundwater modeling
task.
Activities Anticipated Next Month
Contract activities will be prioritized following consultation with the City,
ReAPP, and their attorneys based on the County's progress with the health
risk memo, landfill design specifications, and draft EIS report.
Changes in Personnel and Schedule
No changes in personnel are anticipated. Based on a conversation with Jeff
Stevens at Pace Laboratories, Inc. (12/07/90), the health risk assessment has
been submitted to Donohue and the County for review. The County will likely
release the health risk memo sometime in January or early February.

MEMORANDUM

The purpose of this memo is to advise the rest of the Council
of the goals that I would like to pursue as a member of the
Lake Elmo City Council in 1991. I believe that these goals
are in the best interest of the City and I hope that you will
concur after giving them some thought. The list is certainly
not all-inclusive, but includes many of the items that I have
discussed with others in the past and find a fairly solid
consensus that the City should address these matters. I am
asking that the matters addressed in this memo be placed on
the January 15, 1991 Council agenda and given at least some
preliminary discussion. A lot of the items will take time to
develop, but I would like to determine what kind of priority
other members of the Council place on the list.
1. PARKS AND RECREATION I believe it is now time for Lake
Elmo to establish a separate Parks and Recreation
Department. We need to provide some special services that
would be better served if a separate department were set
up to concentrate on development and maintenance of our
part: system and to provide recreation supervision.
Initially, I would like to see a position of Parks and
Recreation Supervisor established that would report
directly to the City Administrator. A likely candidate for
that position is Mike Bouthilet. A copy of a proposed ,job
description for that position has been prepared by Nancy
Hansen and is attached for your review. The job
description can be expanded to include other duties to
fill a complete roster of work.
Secondly, I understand the old city hall building is
in the G*ocess or being vacated and as I recall we have
had many problems collecting rent from past tenants. This
building has potential for a Parks and Recreation Office.
There is storag'e'iipace for park maintenance equipment and
a work shop. I would like know how the rest of you feel
about this proposal. If the Council could reach a
consensus that it is a good idea. we should direct the
Parks Commission to work with the City Administrator to
develop a plan of action.
2. Recodification The City code needs desperately to be
updated. In discussions with our City Finance Director, I
believe that there is sufficient funds in the budget to
cover the cost of recodification. A preliminary estimate
of the cost is $ ;'r' A lot will depend on the extent
of the overhaul of the code that we feel is necessary. For
example, the PZC has looked briefly at placing the zoning
ordinance into a "matrix" form that would show the USE
with the ZONING which would quickly indicate whether or
not a use is allowed in a particular zoning classification
and under what conditions it is allowed. This format is
used by many cities like Afton, Stillwater and the
Washington County master plan. I't would allow our City
staff to quickly determine if a use is allowed or not.
This an item that should be placed on the PZC work plan.
(Also, the PZC work plan should be reviewed at our
earliest opportunity and priorities established.)
3. Mobile Home Ordinance It recently came to light in a
matter before the City, that our ordinance controlling
mobile homes is superseded by State statute. 0ur ordinance
301.130.0, which I thought prohibited "manufactured" homes
anywhere in the City except in R-3 - Manufactured Home
Park - where only "homes that are connected to public
sanitary and municipal water supply" are allowed and
---- - temporarily on farms where _a_son or daughter _is the_ -
principal occupant, is apparently not valid. We were
advised that State statute `//13= 7 does not allow this
restrictive ordinance as stated. I am concerned that as it
now stands, anyone can place a mobile home on any
residential lot or farm in the City and we have no legal
recourse except to allow it.
Our City Building Official is working on standards for
manufactured homes that will allow us to regain control
over this use. I urge the Council to place a high
priority on this matter and assign the City Attorney to
review and advise.
4. Maintenance Advisory Committee As I believe all of you
are aware, a resident of lake Elmo has recommended in memo
to the City that a standing advisory committee be
established to advise the Council and staff on matters
related purchase and maintenance of City equipment. I
think this is a very good idea and needs to be pursued.
One of the first items of priority that should be assigned
to this committee is to draw up an inventory list of all
equipment above a certain value that is owned by the City
and assign property numbers to the items along with serial
numbers and other identification to describe the item.
Then the larger or more valuable equipment should have the
property number affixed to the equipment in a permanent
manner. It has long been a concern of mine that we have
no way of identifying City property. If an item was lost
or stolen we have no way determining if it was stolen or
of identifying it if it is recovered. The committee
should conduct an annual audit to make sure nothing is
missing.
I would like to see action taken on this matter very
quickly. We should appoint a committee and assign them a
work plan.
5. Reforestation Of Lake Elmo I would like to get Lake Elmo
involved in a volunteer tree planting program. This is
only in the idea stage now, but I will gather more
information to present at future Council meetings.
Wouldn't it be great to see a mile of flowering crab apple
trees, along with other hardwoods and conifers on Highway
5 between the railroad and the highway as a gateway to the
old village? I would like to see small trees planted in
all city parks and right -a -ways where they would not
interfere with safety or other concerns. There is such a
national interest in reforestation that I would think
there would be a lot of information and help on the
federal and state level for such a project. Stay tuned in
for more info! I don't know where this one will go, but
lets think about it. I'd like any suggestions.
To facilitate my involvement and follow up on these items, I
request that I be appointed to the Council committee
assignments of CIP and Personnel. In addition, I would like
to continue serving on the Solid Waste Advisory Committee or
at least the Council's representative on that committee. We
have some very important solid waste and recycle collection
issues coming before the Council that I wish to continue to
be involved at the committee level.

462.356 PROCEDURE FOR PLAN EFFECTUATION; GENERALLY.
Subdivision 1. Recommendations for plan execution. Upon the recommendation
by the planning agency of the comprehensive municipal plan or sections thereof, the
planning agency shall study and propose to the governing body reasonable and practica-
ble means for putting the plan or section of the plan into effect. Subject to the
limitations of the following sections, such means include, but are not limited to, zoning
regulations, regulations for the subdivision of land, an official map, a program for
coordination of the normal public improvements and services of the municipality,
urban renewal and a capital improvements program.
Subd, 2. Compliance with plan. After a comprehensive municipal plan or section
thereof has been recommended by the planning agency and a copy filed with the
governing body, no publicly owned interest in real property within the municipality
shall be acquired or disposed of, nor shall any capital improvement be authorized by
the municipality or special district or agency thereof or any other political subdivision
lias ingjurisdiction within the municipality until after the planning agency has reviewed
the proposed acquisition, disposal, or capital improvement and reported in writing to
the governing body or other special district or agency or political subdivision con-
cerned, its findings as to compliance of the proposed acquisition, disposal or improve-
ment with the comprehensive municipal plan. Failure of the planning agency to report
on the proposal within 45 days after such a reference, or such other period as may be
designated by the governing body shall be deemed to have satisfied the requirements
orthis subdivision. The governing body may, by resolution adopted by two-thirds vote
dispense with the requirements of this subdivision when in its judgment it finds that
the proposed acquisition or disposal of real property or capital improvement has no
relationship to the comprehensive municipal plan.

462.357 PROCEDURE FOR PLAN EFFECTUATION; ZONING.
Subdivision I. Authority for zoning. For the purpose of promoting the public
health, safety, morals and general welfare, a municipality may by ordinance regulate
on the earth's surface, in the air space above the surface, and in subsurface areas, the
location, height, width, bulk, type of foundation, number of stories, size of buildings
and other structures, the percentage of lot which may be occupied, the size of yards and
other open spaces, the density and distribution of population, the uses of buildings and
structures for trade, industry, residence, recreation, public activities, or other purposes,
and the uses of land for trade, industry, residence, recreation, agriculture, forestry, soil
conservation, water supply conservation, conservation of shorelands, as defined in
section 105.485, access to direct sunlight for solar energy systems as defined in section
i 16J.06, flood control or other purposes, and may establish standards and procedures
regulating such uses. No regulation may prohibit earth sheltered construction as
defined in section 1 I6J.06, subdivision 2, or manufactured homes built in conformance
with sections 327.31 to 327.35 that comply with all other zoning ordinances promul-

NEW JOB DESCRIPTION - PARKS
Title: Park Foreman or Park Supervisor or Park Manager and
Tree Inspector
Position Function: Plans and carries out all of the physical
needs of Lake Elmo Parks.
Works with and makes recommendations to
Lake Elmo Park Commission.
Seeks and presents bids on park work and/or
equipment for Lake Elmo park work not done
directly by Parks Department.
Organizational Relationship: Reports to City Administrator and
City Council.
Directs and reviews work of assigned
personnel.
Qualifications: Ability to plan and carry out park maintenance jobs.
Have some education/experience in the field of
forestry - necessary to perform the duties of the
Tree Inspector.
Ability to operate equipment necessary for park
maintenance.
Is broadly familiar with and interested in the
maintenance and development of Lake Elmo Parks.
Has the ability to communicate with City Personnel,
the City Council, and the Parks Commission.
Specific Responsibilities:
Perform or direct all work necessary for
park maintenance,
Attend Park Commission meetings and offer
suggestions or explanations as requested.
Appraise the Park Commission of special
park needs or problems.
Write specifications for bids on equipment
or services necessary to improve Lake Elmo
Parks.
Work with the City Council, Park Commission
and volunteers to develop Lake Elmo Parks to
their highest potential.
Perform the duties of Tree Inspector and
work with the Lake Elmo Tree Board.
