LAKE ELMO CITY COUNCIL
APRIL 14, 1992
Mayor Johnson called the City Council meeting to order at
7:05 P.M. in the city council chambers. Present: Mayor
Johnson, Hunt, Dick Johnson, Mottaz (departed 9:05 p.m.),
Williams, City Engineer Prew, City Attorney Filla and
AdminA trator Kueffner.
OLD VILLAGE DRAINFIELD AND STORM WATER UTILITY:
M/S/P Mottaz/Hunt - that the staff be instructed to schedule
a public hearing on the Surface Water Management Utility
Ordinance for Tuesday, May 12th, 1992 including mailing
notices to everyone in the City. (Motion carried 5-0).
M/S/P Mottaz/Williams - to direct the staff to prepare a
proposed Storm Sewer Improvement District Ordinance for
Council consideration with the affected area designated by
the City Engineer for the next Council meeting (Motion
carried 5-0).
M/S/P Williams/Hunt - to postpone consideration on the
Surface Water Management Utility until Thursday April 30,
1992 at 7:00 p.m. (Motion carried 5-0).
M/S/P Williams/Hunt - that the city staff be directed to
draft an ordinance establishing a Sanitary Sewer District
for the area designed by the City Engineer (Council
suggested bounded by the railroad tracks on the South,
Highway 5 on the North, current joint drainfield on the West
and Schiltgen's field on the East. (Motion carried 4-0).
Councilman Mottaz left the meeting at 9:05 p.m.
M/S/P Williams/Hunt - to approve Resolution No. 92-8,
ordering a feasibility report for the Old Village Area
Drainfield project and set a public hearing for May 5th,
1992. (Motion carried 4-0).
M/S/P Williams/Hunt - to direct the staff to prepare a new
sanitary sewer district ordinance which would require all
septic systems within the City be brought up to code.
(Motion carried 4-0).
The Council adjourned the workshop at 10:10 p.m.

RESOLUTION NO. 92-8
A RESOLUTION ORDERING PREPARATION OF A FEASIBILITY REPORT
ON THE OLD VILLAGE DRAINFIELD AND
SANITARY SEWER IMPROVEMENTS
WHEREAS, it is proposed to improve the Old Village
Drainfield and Sanitary Sewer for the area described as
follows:
The NW-1/2 and the N-1/2 of th SW-1/4 of
Section 13, NE-1/4 and the NE-1/4 of th SE-1/4 of
Section 14, Township 29N, Range 21W.
and to assess the benefitted property for all or a portion
of the cost of the improvement, pursuant to Minnesota
Statute Chapter 429,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
LAKE ELMO, MINNESOTA:
That the proposed improvement be referred to TKDA for
preparation of a feasibility report, and that TKDA is
instructed to report to the council with all convenient
speed advising the council in a preliminary way as to
whether the proposed improvement is feasible and as to
whether it should best be made as proposed or in connection
with some other improvement, and the estimated cost of the
improvement as recommended.
ADOPTED by the Council this 14th day of April, 1992.
