LAKE ELMO CITY COUNCIL WORKSHOP, f4
JANUARY 11, 1994
Mayor John called the workshop to order at 6:10 p.m. in the council chambers.
PRESENT: Mottaz, Conlin, John, Johnston, Johnson, Building Official Jim
McNamara and City Planner Steve Schwanke.
1. AGENDA
Add: review draft letter to Oakdale City Council.
M/S/C Conlin/Johnson - to approve the January 11, 1994 city council agenda as
amended. (Motion carried 5-0).
2. MINUTES: October 19, 1993
M/S/C Johnson/John - to approve the October 19, 1993 Council minutes as
presented. (Motion carried 5-0).
3. Review letter to Oakdale City Council Members
Attorney Filla provided a draft of a letter which could be forwarded to the City of
Oakdale along with the Agreement of Undertaking, Joint Resolution and Joint
Powers Agreement.
The Council reviewed the letter and made the following changes:
Item c. Delete: "Educate ourselves in regard to" and ADD "Investigate"
2nd Paragraph: Add: word "strongly". We strongly believe our cities canty
resolve...
2nd Page, 1st Paragraph: Delete "Quite simply,..... development objectives."
Add last two sentences into one paragraph.
M/S/C Johnson/Conlin - to approve changes to letter to Oakdale City Council.
(Motion carried 5-0).
The Council reviewed the Agreement of Undertaking and made the following
change:
3b. 6th sentence: Delete "From the jurisdiction of Lake Elmo to the
jurisdiction of Oakdale" and ADD "between the two cities"
The Council had questions on Exhibit A and suggested a reference be added
such as: Based on Lake Elmo's understanding of the City of Oakdale's most
recent plans for Section 32/33.
Mayor John, Steve Schwanke and Administrator Kueffner will be attending a
meeting with the Metropolitan Council and Waste Control Commission at 2:00 on
Wednesday to discuss issues that may arise if the City were to submit the 440
acre MUSA expansion. Therefore, the council made the following motion.
M/S/C John/Mottaz - to table until the January 18, 1994 council meeting to
discuss the exhibits because they do not adequately please the council. (Motion
carried 5-0).
3. Recodification of Lake Elmo Municipal Code: Section 505-Permits, Fees
and Bonds
M/S/C Conlin/Mottaz - to strike 505.10 Pole Construction Buildings (page 505-6)
and submit to Planning Commission to decide if this section is needed, if so,
should this be inserted in zoning category and should we be specific and define
pole buildings. (Motion carried 5-0).
M/S/C John/Mottaz - to refer to the city attorney and ask if this is legal?
510.01 Fire Detection System Required: The first paragraph of the U8C should
be duplicated and inserted. Delete the remaining 80bd.:' , "
Section 515 - Principal Buildings., Subd. 2 Existing Neighborhoods.
Jim McNamara suggested this be dealt with through covenants.
M/S/C Mottaz/John - to request the city attorney review Subd. 2 Existing
Neighborhoods. (Motion carried 5-0).
The council approved the proposed changes through Section 515.
M/S/C Mottaz/Conlin - to adjourn the workshop at 8:05 p.m. (Motion carried 5-
0).
