HomeMy WebLinkAbout08-22-95 CCMLAKE ELMO CITY COUNCIL BUDGET WORKSHOP AUGUST 22, 1995 Mayor John called the workshop to order at 5:05 p.m. in the City Council chambers. PRESENT: Hunt, Conlin, John, Johnston, DeLapp, Banister, Terwedo and Kueffner I.AGENDA ADD: VBWD: Notification from Peter Zeterberg M/S/P Johnston/DeLapp - to approve the August 22,1995 City Council agenda as amended. (Motion passed 5-0). 2. VBWD M/S/P Hunt/DeLapp - the City of Lake Elmo recognizes that because of the potential of flooding roadways in the City of Oakdale, the VBWD may authorize the removal of the plug in Olson Lake Estates Pond contingent on receiving a DNR permit. The City of Lake Elmo opposes continued discharges into Lake Olson, but recognizes that on a purely temporary basis, such discharges may occur pending completion of the approved bypass project. The City requests that representatives of the DNR and VBWD appear at our next Council meeting on September 5th to explain the status of the program. (Motion passed 5-0). Notification from Peter Zetterberg, VBWD Chair Administrator Kueffner reported Peter Zetterberg, VBWD Chair, called and the VBWD is asking for an extension of the DNR permit to allow discharge into Lake Olson, which most likely be granted for six months according to Molly Shodeen, DNR, and they are working with Nick Winkel for extension of the easement. The pond is now at 962.5 and at 965 the pond will flood the streets in Oakdale so they will pull the plug. Proposed 1996 Budget Finance Director, Marilyn Banister provided the Council with the following: A proposed 1996 Budget which would increase local taxes 6.21%, a request from the Youth Service Bureau for $10,765, and a request from the Community Volunteer Service for a donation of $1,000. According to the St. Croix Valley Youth Service Bureau, 1996 Community Funding Formula, 10.2% of Lake Elmo youth served, 13.6% of total population with a contribution of $10,765. The Council asked the Youth Service Bureau to justify their funding formula. Professional Services: Engineer (Page 2) i A question was raised on engineering fees being increased 30% and will some of the engineering charges be recoverable. Fire Department Budget: (Page 3) The Council voiced concern with the Total Cost of the Fire Department. Suggestions were made to have an on -call system and develop a log for all vehicles Mayor John and Administrator Kueffner will be meeting with the Fire Department Chiefs and report back to the Council. FUND BALANCES: There is $14,000 in the budget for fuel tank replacement. Dan Olinger said the tank replacement should cost $10,000; therefore, $7,000 can be taken out of the budget. Civil Defense Siren: The council asked that Fran Pott be contacted regarding if this is a used siren and where will it be located since Fire Station #2 will be removed. M/S/P - Johnston/DeLapp - to schedule a Truth & Taxation meeting for Wednesday, November 29, 1995, 7 p.m. at City Hall. (Motion passed 5-0). The City Administrator was asked to work with Attorney Filla on data privacy on personnel issues. The council will hold a Budget Workshop on Tuesday, August 29, 1995, 5 p.m. at City Hall. M/S/P Hunt/DeLapp - to adjourn the budget workshop at 6:30 p.m. (Motion passed 5-0).
