NOTICE OF SPECIAL MEETING
Pursuant to Minnesota Statute 412.191, Subd. 2. I hereby call a Special
Meeting of the Lake Elmo City Council; the date, time, place and reason
as follows:
Wednesday, October 15,1997
5:00 P.M.
Civil Air Patrol Hangar
3275 Manning Avenue North
Baytown, Minnesota
The purpose of this meeting is to discuss issues relating to the orderly
annexation (Section 6, lying West of Highway 5) with the Baytown
Township Board of Supervisors.
This meeting is open to the public and residents within the orderly
annexation area are encouraged to attend this meeting.

JOINT SPECIAL MEETING
BETWEEN MEMBERS OF THE TOWN BOARD OF BAYTOWN TOWNSHIP,
THE COUNCIL OF THE CITY OF LAKE ELMO,
AND THE COUNCIL OF THE CITY OF OAK PARK HEIGHTS
TO DISCUSS ANNEXATION ISSUES AND RELATIVE LEGAL ISSUES
OCTOBER 8,1997
Vice -Mayor of Lake Elmo, Lee Hunt, called the meeting to order at 5:05 p.m, in the Council Chambers of
the Lake Elmo City Hall. PRESENT in addition to the Vice -Mayor, representing Lake Elmo were
Councilors Rita Conlin, Steve DeLapp, Sue Dunn, Administrator Mary Kueffner, and Attorney Jerry Filla.
Representing Baytown were the Town Board Chair Ron Fredcove and Board Members Anders Hansen,
Bill Nelsen, and Brian Nichols, and Clerk Pat St. Claire and Attorney Dave Magnuson. Representing Oak
Park Heights were Mayor Dave Schaaf, Councilors Janet Robert, Jerry Tumquist, Administrator Mike
Robertson and Attorney Mark Vierling.
Acting Mayor Hunt proposed that the discussion be focused on identifying the issues of concern to each of
the three parties and determining if there is a possible basis for resolving any of the issues outside the State
Municipal Board and the Courts.
After some discussion, Acting Mayor Hunt asked if each of the three parties would be willing to compile a
list of issues of contention, as they see them. He suggested that after preparation of the lists, one person
from each community could meet in public session to see where there might be any possibility for
achieving common ground and where this would not be possible. A report would be drafted at this meeting
and given to each community with the hope that in three or four weeks a follow-up meeting of the -officials
of each jurisdiction could be held. This concept was supported by consensus of those present.
The meeting was adjourned at 6:12 p.m.
