Mayor Hunt called the Council meeting to order at 7:00 p.m. in the Council chambers. PRESENT:
Siedow, Dunn (arrived at 7:10 p.m.), Hunt, Armstrong, DeLapp, City Planner Dillemd, City Attorney Filla
and Administrator Kueffner.

passed 4-0:Council member Dunn was not in attendance for this vote.).

0).

4. PUBLIC INOUH2IES/INFORMATIONAL:
A. Recognition of Jaycee Family of the Year: Dee Hovland
President of the Lake Elmo Jaycees, Randy Wagner, indicated that the Lake Elmo Chapter was ranked
fourth in the State and twenty-eighth in the nation. Randy was voted the top Jaycee president in Minnesota.
Dee Hovland and sons, Josh and Zach, will be competing for Family of the Year at the National
Championship, Niagara Falls, NY. A car wash fundraiser will be held on Saturday, May 22, from 10 a.m.
to 3 p.m, at the Lake Elmo Chrysler dealership. The Council wished them continued success and good luck
in the National competition.
B. Traffic problem at entrance of Fields of St. Croix
In their April 29"' letter to the Council, residents of the Fields of St. Croix Development, indicated a traffic
problem at the entrance of the subdivision. Many drivers are using the right -turn lane at that intersection as
a passing lane when another driver is turning left. Most vehicles are traveling at speed in excess of 55 mph
when they pass the left -turning driver. They suggested signage to remind drivers that no passing is
allowed, and/or increase ticketing of those who do pass unlawfully.
Administrator Kueffner had forward this letter to the Washington County Sheriff Dept., who contacted the
state patrol who will do extra enforcement in that area. A request was made to Mn/DOT to erect a No
Passing sign,
The Council asked that MnDOT look into the inconsistent markings (arrows for turn lanes), traffic -
calming, speed limits for the entire area along Highway 5 to make the intersection safer at 5 and 17. The
Village Commission had pointed out in their report 13 accesses onto Highway 5
Administrator Kueffner will send a letter to the residents of the Fields of St. Croix indicating the Council
asked Mn/DOT for greater enforcement, signage, and a traffic calming study on region of Highway 5 up to
96. The residents should contact the City if they have additional suggestions.
C. Reschedule June 15th Council meeting
M/S/P Siedow/Dunn - Due to the June 15'h Consolidation Special Election, the City Council rescheduled
the June 15" City Council meeting to Wednesday, June 16th, 7 p.m. (Motion passed 5-0).
D. CSAH17 Rehabilitation Project
Administrator Kueffner provided the November 17, 1998 workshop minutes where the Council and
residents recommended NO separated bike path. In the workshop minutes, City Engineer Tom Prew asked
that the small stretch by the intersection of 43rd Street and 39°1 Street be looked at for possible solid yellow
lines for NO Passing.
Council member DeLapp indicated the Council did not decide if the shoulder should be 4' or 8' wide and
asked we invite Washington County Public works for clarification of plan. Council member Dunn wanted
to ask the County about the status of the parkway into the Regional Park Reserve.
The Council asked for a clarification of future plans for CSAH17 by Don Wisniewski, Director of
Washington County Public Works, at the June 1 City Council meeting.
5. CONSENT AGENDA:
A. Resolution Designating Polling Places for June 15 Special Election
M/S/P DeLapp/Dunn — to adopt Resolution No. 99-31, A Resolution designating Polling Places for June
15, 1999 Special Election. (Motion passed 5-0).

8. PLANNING. LAND USE & ZONING:
A. Set Workshop Date on OP Ordinance
The Council set an Open Preservation Ordinance workshop with the Planning Commission on Thursday,
June 3, 5:00 p.m.
9. CITY ATTORNEY'S REPORT:
A. Tim Montgomery:Barrels on site
Attorney Filla reported he talked to Tim Montgomery on resolving the clean-up problem of his site on
Hudson Blvd. Filla will find a date to meet with him, the City Planner, and Jim McNamara.
B. Oak Park Heights Sewer Project
Administrator Kueffner indicated that the area proposed to be served by the MPCA Permit is not within the
Metropolitan Urban Service Area. The City Planner spoke to Donald Bluhm, Metropolitan Council staff,
who indicated that the Permit should not have been issued until the Metropolitan Council approved an
extension to the MUSA.
The Council received a letter from Attorney Filla, dated May 18, 1999; indicating the Metropolitan Council
mistakenly advised the MPCA that the Oak Park Heights sewer project be within a metropolitan urban
service area.
M/S/P DeLapp/Dunn — to direct the staff to use whatever resources necessary as they see fit in this case.
(Motion passed 5-0).
10. CITY COUNCIL REPORTS:
A. Mayor Hunt talked about the computer plan, future networking, AOL access and e-mail for the Fire
Dept and Maintenance Dept. This is a good way for the Dept. Heads to communicate with the City
Administrator. Planner Dillerud has ordered Intel AnyPoint Home Network for three stations (Jim, Diane,
Cindy) on a 60-day trial at no cost (purchase cost is $400). This is part of the computer plan that was
approved by the Council.
B. Council member DeLapp attended a meeting with Ted Mondale as speaker. He strongly supports
city choice and emphasized by saying in a contradictory manner he wants light rail transit and dense
housing and business along those nodes. He was authorized by the Governor to do an analysis for the Met
Council on the possible effect of a bridge crossing in Stillwater.
DeLapp asked that the Council and staff hold a workshop on the need for curbs, cul-de-sacs before there is
a 10 member Council. Mayor Hunt will contact the City Administrator regarding setting up a workshop
date.
C. Council member Dunn received a call from a resident on the maintenance of a common drainfield
on 34`1' Street and left and message at City Hall with Jim McNamara and in the General Mailbox. She
asked the staff to get back to the resident.

11. UNFNISHED BUSINESS:
J. Invite Jolene Servatius MnDOT to workshop to discuss concerns on speed, lights, and limited
access on Highway 36.
12. CITY ADMINISTRATOR'S REPORT:
A. Criminal Prosecution Fines
Administrator Kueffner provided a cost comparison of criminal prosecution services in Washington
County. In his letter dated May 18, 1999, Attorney Filla offered comments on City Council's review of
Prosecution costs. Council member Armstrong asked if he automatically opened a case for each different
person listed? Attorney Filla responded there are open files for people who have already appeared in court
or reporting directly to the Sheriff. It would save the City money if it did not want a detailed monthly
report
The Council postponed action until Attorney Filla can go over the procedure on consolidation of services
with another community.
B. Report for Water Governance Study/Washington County Minnesota
Administrator Kueffner provided the Council a copy of the above reference report, including notice of
public meeting to be held before the County Board on Tuesday, June 1, 7:00 p.m. to discus the plan and to
receive comments. A Work Group, representing all interests in water management prepared this report.
The group was charged to identify and evaluate the best governance structure for water management from a
countywide perspective. The Council was asked to forward their comments or concerns to the City
Planner. City Engineer Prew and City Planner Dillerud will prepare written commentaries.
The Council adjourned the meeting at 9:00 P.M.
