CITY COUNCIL MINUTES
APRIL 3, 2018
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Pearson called the meeting to order at 7. 00 pm.
PRESENT: Mayor Mike Pearson and Councilmembers Justin Bloyer, Julie Fliflet and Christine
Nelson. ABSENT: Councilmember Jill Lundgren.
Staff present: Administrator Handt, City Attorney Sonsalla, City Engineer Griffin, Planning
Director Becker, City Planner Prchal, Public Works Director Weldon, and City Clerk Johnson.
APPROVAL OF AGENDA
Councilmember Nelson, seconded by Councilmember Bloyer, moved TO ADD "CITY
ADMINISTRATOR RAISE" TO THE REGULAR AGENDA.
Mayor Pearson, seconded by Councilmember Fliflet, moved TO TABLE THE CITY
ADMINISTRATOR'S RAISE TO THE NEXT MEETING. Motion passed 4 — 0.
Councilmember Bloyer, seconded by Councilmember Fliflet, moved TO APPROVE THE
AGENDA AS AMENDED. Motion passed 5 — 0.
ACCEPT MINUTES
Minutes of the March 20, 2018 Regular Meeting were accepted as presented.

Councilmember Bloyer, seconded by Councilmember Nelson, moved TO APPROVE THE
CONSENTAGENDAASPRESENTED. Motion passed 4 - 0.
ITEM 16: Mountain Biking Proposal at Reid Park with SASCA
City Planner Prchal reviewed the history of discussions regarding the creation of mountain
biking trails in Reid Park and action taken by the Parks Commission. Matt Lehmann, SASCA
board member, provided information on frequency of practices and additional detail on trail
location. Discussion was also held regarding concerns presented by a resident of Easton Village
regarding the proximity of the trail to his property.
Councilmember Bloyer, seconded by Councilmember Nelson, moved TO ADOPT
RESOLUTION 2 018-03 6 APPROVING THE DESIGN AND CONSTRUCTION OF
MOUNTAIN BIKE TRAILS WITHINKEID PARK. Motion passed 4 — 0.
ITEM 17: CSAH 17 (Lake Elmo Ave) Phase 3 Improvements
Kevin Peterson, Washington County Public Works, presented information demonstrating the
need for a pavement project on Lake Elmo Avenue from 1-94 to approximately 20a' Street. Mr.
Peterson also reviewed the proposed project schedule, project agreements, projected costs and
cost sharing.
Councilmember Nelson, seconded by Councilmember Bloyer, moved TO ADOPT
RESOLUTION2018-035 SUPPORTING WASHINGTON COUNTY'S RECOMMENDED
LAYOUT FOR THE LAKE ELMO AVENUE PHASE 3 PAVEMENT AND DRAINAGE
IMPROVEMENTS, FROMI-94 TO 300 FEET SOUTH OF 30TH STREET NORTH.

Councilmember Bloyer, seconded by Mayor Pearson, moved TO ADD A THIRD BULLET
POINT TO RESOUTION2018-035 STATING, "THE CITY OF LAKE ELMO DOES NOT
SUPPORT COSTPARTICIPATIONFOR TEMPORARY CONSTRUCTIONEASEMENTS
OR RIGHT OF WA YENTR YA GREEMENTS". Motion passed 4 — 0.

ITEM 18: Subdivision Regulations Update
Planning Director Becker presented proposed updates to the City's Subdivision Regulations
Ordinance recommended by the Planning Commission.
Councilmember Bloyer, seconded by Councilmember Nelson, moved TO ADOPT
ORDINANCE 08-205 APPROVING AMENDMENTS TO THE CITY'S SUBDIVISION
ORDINANCE WITH CORRECTION ON PA GE 19, PARAGRAPH H., STATING THAT
THE COUNCIL MAY APPROVE UP TO TWO EXTENSIONS.
Mayor Pearson, seconded by Councilmember Bloyer, moved TO AMEND THE PRIMARY
MOTION TO REMOVE THE OPTION OF DEVELOPERSPOSTINGA BOND ONPAGE
38 OF THE ORDINANCE UPDATE. Motion passed 4 — 0.

Mayor Pearson, seconded by Councilmember Bloyer, moved TO ADOPT RESOL UTION
2018-037AUTHORIZINGSUMMARYPUBLICATIONOFORDINANCE08-205. Motion
passed 4 — 0.
ITEM 19: Variance Requests for 8728 Demontreville Trail
City Planner Prchal presented the request from the homeowner at 8728 Demontreville Trail for a
variance to allow reconstruction and expansion of the garage currently on the property.
Councilmember Bloyer, seconded by Councilmember Nelson, moved TO ADOPT
RESOL UTION 2018-038 APPROVING THE REQUEST FROM BROOKS MOENING FOR
VARIANCES FR OM THE MINIMUM SIDE YARD SETBACK, SUBJECT TO
RECOMMENDED FINDINGS AND CONDITIONS OF APPROVAL IDENTIFIED IN THE
STAFFREPORT. Motion passed 4-0.
ITEM 20: Summary of Closed Session Regarding City Administrator Performance Review
Mayor Pearson stated that the City Council held a routine and expected review of the City
Administrator during the closed session prior to the Council Meeting and found her performance
above average.

Mayor Pearson: Thanked Terry Forrest for his service on the Finance Committee and
acknowledged new appointees.
Councilmember Nelson: Thanked Terry Forrest and commended city staff for their work during
the past week.
Councilmember Bloyer: Welcomed Bob Wier to his employment with the City's Public Works
Department.
Councilmember Fliflet: Reported that a lot of residents are concerned about water issues and
thanked staff for doing a great job responding.
STAFF REPORTS AND ANNOUNCEMENTS
Administrator Handt: Reminded residents of the upcoming meeting at Oak Land Middle
School held by the Minnesota Department of Health and encouraged residents to contact MN
Department of Health with concerns.
Planning Director Becker: Invited residents to attend the open house to discuss updates to the
City's Comprehensive Plan on April 11`s at Lake Elmo Elementary School.
CLOSED SESSION
Mayor Pearson, seconded by Councilmember Bloyer, moved TO ENTER CLOSED SESSION.
Motion passed 4 — 0.
Discussion held concerning the purchase of real property located at 3880 Laverne Avenue North,
Lake Elmo, Minnesota.
Mayor Pearson, seconded by Councilmember Fliflet, moved TO RETURN TO OPEN
SESSION. Motion passed 4 — 0.
Mayor Pearson, seconded by Councilmember Bloyer, moved TO WAIVE THE
CONTINGENCIES AND PROCEED TO CLOSING ON THE PURCHASE OF 3880
LAVERNE AVENUE NORTH, LAKE ELMO. Motion passed 4-0.
