PRESENT: Acting Mayor Justin Bloyer and Councilmembers Dale Dorschner, Lisa McGinn and Christine Nelson. ABSENT: Mayor Mike Pearson. Staff present: Administrator Handt, City Attorney Sonsalla, City Engineer Griffin, Planning Director Roberts, and City Clerk Johnson. APPROVAL OF AGENDA Councilmember Dorschner, seconded by Councilmember McGinn, moved TO APPROVE THE AGENDA AS AMENDED. Motion passed4-0. ACCEPT MINUTES Minutes of the December 4, 2018 and January 8, 2019 meetings were accepted as presented. None None CONSENT AGENDA 2. Approve Payment of Disbursements s. Accept December 2018 Building Department Report 4. Accept December 2018 Public Works Department Report s. Approve Massage Therapy License Renewal for Boon Massage and Wellness G. CSAH 17 Phase 3 Improvements — Approve Cooperative Agreement Payment 1 7. CSAH 15 Manning Avenue Safety Improvements — Approve Cooperative Agreement Payment 1 8. Approve Private Development Security Reductions — Various Development Projects. 9. Authorize Preparation of Plans and Specifications for New Tender io. Approve Conditional Job Offer to Part Time Firefighter Applicants LAKE ELMO CITY COUNCIL MINUTES JANUARY 15, 2019 Councilmember Nelson, seconded by Councilmember Dorschner, moved TO APPROVE THE CONSENTAGENDA AS PRESENTED. Motion passed 4 - 0. ITEM 11: Sunfish Ponds Sanitary Sewer Extension -Accept Petition and Defer Preparation of a Feasibility Report City Administrator Handt provided background information and an update on the current issues in the Sunfish Ponds neighborhood related to individual private septic systems. Mike Bidon, 4146 Kirkwood Lane, commented on the septic system at his property Richard Mathis, 4265 Kirkwood Lane, commented on private septic systems on association property. Matt Hie, 4220 Kirkwood Lane, commented on the new septic system installed for his property. Matt Howe, 4092 Kirkwood Lane, stated that he is opposed to the installation of a mound system that would be visible from the front of his house. Acting Mayor Bloyer, seconded by Councilmember Nelson, moved TO DIRECT STAFF TO BRINGA RESOLUTION FOR COUNCIL APPROVAL DEEMING THE PETITIONNOT SUFFICIENT. Motion passed 4 — 0. Acting Mayor Bloyer, seconded by Councilmember Nelson, moved TO DIRECT THE CITY ENGINEER TO CONDUCT A HIGH LEVEL ANALYSIS FOR SEWER EXTENSION TO THE SUNFISHPONDS NEIGHBORHOOD ATA COST NOT TO EXCEED $1,000. Motion passed 4 — 0. ITEM 12: PUD Update City Planner Richards reviewed proposed changes to the PUD Ordinance and discussed Planning Commission recommendations. Acting Mayor Bloyer, seconded by Councilmember Nelson, moved TO ADOPT ORDINANCE 08-220 MAKING AMENDMENTS TO THE CITY'S PLANNED UNIT DEVELOPMENT ORDINANCE. Acting Mayor Bloyer, seconded by Councilmember McGinn, moved TO AMEND THE PRIMAR Y MO TION TO STRIKE LANGUAGE RELATED TO RAD ON MITIGA TION SYSTEMS IN TABLE 16. Motion passed 4 — 0. Acting Mayor Bloyer, seconded by Councilmember McGinn, moved TO STRIKE LANGUAGE RELATED TO AFFORDABLE HOUSING. Motion failed 2 — 2.
