CITY COUNCIL MINUTES
JANUARY 8, 2019
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Pearson called the meeting to order at 7:00 pm.
PRESENT: Mayor Mike Pearson and Councilmembers Justin Bloyer, Dale Dorschner, Lisa
McGinn and Christine Nelson
Staff present: Administrator Handt, Finance Director Iverson, Planning Director Roberts, City
Planner Roberts and City Clerk Johnson
APPROVAL OF AGENDA
Item 3, "Approve Security Reduction for Village Preserve 1st and 2nd Addition" was removed
from the Agenda.
Councilmember Bloyer, seconded by Mayor Pearson, moved TO APPROVE THE AGENDA
ASAMENDED. Motion passed 5 — 0.
ACCEPT MINUTES
Minutes of the January 2, 2019 Regular Meeting were accepted as presented. Minutes of the
December 4, 2018 minutes were tabled to the next meeting.
CONSENT AGENDA
2. Approve Appointment to Public Safety Committee
Mayor Pearson, seconded by Councilmember McGinn, moved TO APPROVE THE
CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0.
ITEM 4: Central Greenway Trail Corridor
Conner Schaefer, Washington County Planner, presented the plan for the Lake Elmo segment of
the Central Greenway Corridor Trail. Jonathan Fillmore of SRF Consulting Group reviewed the
next steps and the process for applying for Metropolitan Council approval.
Mayor Pearson, seconded by Councilmember Nelson, moved TO APPROVE THE LETTER
OF SUPPORTAS PRESENTED. Motion passed 5-0.

ITEM 5: Appoint 2019 Acting Mayor
City Administrator Handt explained that the Acting Mayor is appointed to fill the role of Mayor
if the Mayor is disabled or absent from the City.
Councilmember Dorschner, seconded by Councilmember McGinn, moved TO APPOINT
COUNCILMEMBER BLOYER ATACTING MAYOR FOR 2019. Motion passed 5-0.
ITEM 6: Appoint Required Officials to Eire Relief Association Board of Trustees
Councilmember Bloyer, seconded by Councilmember Nelson, moved TO APPOINT FIRE
CHIEF MALMQUIST, FINANCE DIRECTOR IVERSON, AND COUNCILMEMBER
MCGINN TO THE FIRE RELIEFASSOCIATIONBOARD OF TRUSTEES FOR 2019.
Motion passed 5 — 0.
ITEM 7: Council Liaisons Appointments
Councilmember Bloyer, seconded by Mayor Pearson, moved TO APPOINT
COUNCILMEMBER NELSONAS THE SCHOOL LIAISON. Motion passed 5 — 0.
Councilmember McGinn, seconded by Councilmember Dorschner, moved TO APPOINT
COUNCILMEMBER BLOYER AS THE CITYREPRESENTATIVE TO THE SALLY
MANZARA NATURE CENTER BOARD OFDIRECTORS. Motion passed 5 — 0.
ITEM 8: Planning Commission Appointments
Administrator Handt provided an overview of the vacancies to be filled on the Planning
Commission.
Mayor Pearson, seconded by Councilmember Bloyer, moved TO APPOINT JEFFHOLTZ TO
THE PLANNING COMMISSION FOR A TERM ENDING 1213112019. Motion passed 5 — 0.
Mayor Pearson, seconded by Councilmember Bloyer, moved TO APPOINT TUCKER
PEARCE TO THE PLANNING COMMISSION FOR A TERMENDING 1213112020.
Councilmember Nelson, seconded by Councilmember Dorschner, moved TO AMEND THE
PRIMARY MOTION TO APPOINT KYLE RISNER TO THE PLANNING COMMISSION
FOR A TERMENDING 1213112020. Motion passed 4 — 0. (Bloyer — nay)

Mayor Pearson, seconded by Councilmember Dorschner, moved TO APPOINT KATHY
WEEKS, BRIANSTEIL AND CHARLES CADENHEAD TO THE PLANNING
COMMISSION FOR TERMS ENDING 1213112021.
Councilmember Bloyer offered a friendly amendment TO APPOINT CHARLES
CADENHEAD TO A TERM ENDING 1213112020 AND KYLE RISNER TO A TERM
ENDING 1213112021. Amendment accepted. Motion passed as amended 5 — 0.
ITEM 9: Parks Commission Appointments
Administrator Handt provided an overview of vacancies on the Parks Commission to be filled.
Councilmember Bloyer, seconded by Councilmember Nelson, moved TOAPPOINTISAK
NIGHTENGALE TO THE PARKS COMMISSION FOR A TERM ENDING 1213112019.
Motion passed 5 — 0.
Mayor Pearson, seconded by Councilmember Dorschner, moved TO APPOINT BARRY
WEEKS, JOHNMAYEKAND STEVE SCHUMACHER TO THE PARKS COMMISSION
FOR TERMS ENDING 1213112021. Motion passed 4 —1. (Bloyer — nay)
ITEM 10: 2019 Planning Commission Work Plan
Planning Director Roberts provided an overview of the Planning Commission Work Plan.
Discussion was held regarding changes made in 2014 that removed cemeteries and other uses
from the zoning code and potential requirements for multifamily rental properties in high density
development areas.
Councilmember Dorschner, seconded by Mayor Pearson, moved TO APPROVE THE
PLANNING COMMISSION 2019 WORK PLAN WITH THE ADDITION OF THE TWO
ITEMS DISCUSSED AS A PRIORITY]. Motion passed 5-0.
ITEM 11: 2019 Parks Commission Work Plan
City Planner Prchal provided an overview of the Parks Commission Work Plan. Discussion was
held concerning the installation of city water at Pebble Park.
Mayor Pearson, seconded by Councilmember Dorschner, moved TO APPROVE THE 2019
PARKS COMMISSION WORK PLAN WITH REMOVAL OF INSTALLATION WATER
SERVICE AND SEALING WELL AT PEBBLE PARK.
Councilmember Bloyer, seconded by Councilmember Nelson, moved TO AMEND THE
PRIMARY MOTION TO ADD STRIKING $10,000 FOR VOLLEYBALL COURTS AND
$15,000 FOR LIGHTING AND SECURITYAT PEBBLE PARK. Motion passed 5 — 0.

Councilmember Bloyer, seconded by Councilmember McGinn, moved TO AMEND THE
PRIMARY MOTION STRIKE "NEW" FROM THE PARK NAMING TASK. Motion passed
5-0.

ITEM 12: Finance Committee Operating Policies and Procedures
Finance Director Iverson reviewed proposed updates to reduce the number of committee
members needed for a quorum.
Mayor Pearson, seconded by Councilmember Dorschner, moved TO APPROVE THE
FINANCE COMMITTEE OPERATING POLICIES AND PROCEDURES. Motion passed 5
—0.
ITEM 13: 2019 Finance Committee Work Plan
Finance Director Iverson provided an overview of the Finance Committee Work Plan.
Councilmember Dorschner, seconded by Mayor Pearson, moved TO APPROVE THE
FINANCE COMMITTEE WORK PLAN.
Councilmember Bloyer, seconded by Mayor Pearson, moved TO AMEND THE PRIMARY
MOTION TO STRIKE SUGGESTED ADDITION #1 IN THE STAFF MEMO AND ADD #2
TO THE WORK PLAN. Motion passed 5 — 0.
Primary motion passed 5 — 0.
