RED ROCK-DULUTH SWITCHING STATION
In our conversation on the phone the other day I mentioned to you that we
had taken an option on a piece of the Lawrence Kleis property on Highway
36. The area that we have optioned is shown on the drawing attached to
this letter.
We have two different projects that involve our transmission lines in this
area. One being the widening of our existing right of way running East and
West to accommodate additional transmission lines, and the other project
being the purchasing of right of way running North and South through the
East end of the property we propose to purchase from Kleis. This last
right of way will be for a transmission line from our Red Rock Station at
Newport and will run North to Duluth, Minnesota. The reason for this
switching station is so that we can switch these two lines at this point
from one source of supply to another and thereby provide for the least
possible interruptions in our service.
These switching stations are built of structural steel but they do not have
any transformers like we usually have in our substations, and will not
require the area that a substation does. Our plans are not far enough
along at present to be able to advise exactly where on this property this
switching station will be, but it is anticipated that the switching station
itself will not be constructed for at least five years. As you are perhaps
aware, there is very little access off from Highway 36; therefore, it was
necessary for us to purchase a piece of property where there was already
access available and which was also near the junction of these two lines.
I think you will recall that I mentioned to you that we did not feel that
any rezoning would be necessary for the installation of this switching
station as we are a public utility and are permitted by the City of Minne-
apolis and many other cities and villages in this vicinity to construct
substations and switching stations in areas regardless of zoning. Should
it be necessary for your Council to take any action on this matter I would
suggest that a special permit be issued covering the installation, and in
that way you would not be opening up the rezoning in this area to Commercial
or Industrial for other parties that might be interested.

The Zoning Ordinance of the City of Minneapolis provides as follows: "The
Council may by special permit, by affirmative vote of three -fifths of all
the members of the Council, after public hearing, authorize the location
or extension of any of the following buildings or uses in any district from
which they are prohibited by this ordinance, except as noted and provided
that due notice of the time and purpose of such public hearing shall be
published in the official paper of the City at least 15 days previous to
the time of the holding of such public hearing." The Ordinance then goes
on to list nine different types of uses, of which a public utility is one,
that may be permitted by this special permit in any district.
I would appreciate very much your talking over this matter with the other
members of your Committee, and if you think it necessary to issue a permit
and have additional explanation made we would be very pleased to appear at
your next meeting, which I understand is on January 4, 1961.
When you have had a chance to discuss this matter will you please call me,
or write me, and advise me what additional steps you think will be required
of us .
