Present: Wm. Lundquist, T. Torseth, J. Evert, B. Fols, L. Kirvida, Ben Friedrich
Dick Lambert,who owns the Dog Kennel on Highway 212,appeared to obtain
permission to build a dog racing track on the 6 acres east of his entrance
road. Henry Herman, 1850 Mary Knoll in Maplewood, provided information concerning
the techniques of dog racing. Mr. Lambert suggested a layout such as is sketched
below:

ACTION:
Since there have been no complaints on Mr. LambertOs Special Use Permit for
operation of his kennel, the planning commission suggests a modification to his
permit allowing the dog racing. It is suggested that a time limit be placed on
the use of snow fencing for a barrier, we feel something more attractive, such as
red wood fencing, be required after a 6 month trial period.
A public hearing on this matter is sheduled for 8 P. M., Oct. 26 after
notification is dent to neighboring property owners by the secretary.

Hearing on a Recreational Sales Application on Highway 12 by Larry Hahn.
Mr. Hahn proposes to build a 601 x 961 pole building on the westerly side of his
lot (144'x2461), The building would be 40' from the border and 1201 from the Stockwell
residence. He would assemble and prepare trailers in the building and display them
for sale outdoors.
He would operate between 10 A. M. and 9 P. M. daily and to 6 P. M. on Saturday.
He would have night protective lighting. He would install cyclone chain link fencing
on the lot line between the Stockwells and his property and be required to keep a
neat appearing operation. If vandalism were a problem, extending the cyclone fence
would be required. Lighting should be non -objectionable for neighboring property
owners.
Mr. & Mrs. Stockwell (Donald) and daughters appeared in opposition to the Trailer
Sales based on the nuisances they have experienced from the Outdoor Theatre. Their
complaints centered on rubbish scattered over their property, the intense marquee lights
advertising theatre events, noises from screeching tires leaving the theatre and the
high incidence of theft in the area.
The Planning Commission urged that these complaints be brought to the attention
of the Village Council, so that, based on the validity of their complaints, action
might be taken on the revocation of the theatre's special use permit.
Despite the Stockwell's opposition, the majority of the Commission voted to
grant a special use permit to Mr. Hahn with the above requirements considering that
this area is zoned for Highway Business. Mr. Lundquist opposed based on his opposition
to opening another access on Highway 12. Mr. Hahn now has a landlocked lot and would
have to obtain permission from the Highway Dept. for access.
The remainder of the evening was spent discussing items brought by B. Friedrich.
It has been suggested that the Minnesota Building Code be adopted. Mr. Friedrich
is apprehensive because of the detail, length and lack of indexing. The author of
the code (Schroeder) and Mr. Klugal of the Roseville P. C. will be contacted by
T. Toreeth and J. Evert for further inputs on this matter.

There was further discussion of prefab homes, Steve Forster wants to put one
up on 2518 Lake Jave Drive. The Hilton Home he suggests has 71 6" ceiling which
do not meet our present code. They would however, meet the Minn. Code. A model
of this home can be inspected at Edison near the Twin Cities.
J. Evert made a motion that Ben be allowed special compensation for examining
prefab models near the area, for studying various building codes, etc. Torseth
seconded, unanimously passed.
Norm Schwarts-Twin Point- wants to add off -sale liquor by expanding to the
West. Ord. 27 (lake Elmo) describes the area as Commercial and L'usiness. There
was no objection provided that a parking volume would allow 1 space for each 3 seats.
According to Ord. 27 requirements, 3 ft. 2 parking area are required for each ft. 2
of floor area, excluding storage ~rea.
In Tablyn Park, a request has been made to put an additon on a garage. We
feel there is no objection even though Ord. 1, E. Oakdale prohibits more that 2
vehicles/garage.
A request in Gardners Farmettes has been made to put a house 25 ft. behind
the other houses in the area. We object, unless the contour of the land is
such as to prohibit normal alignment. B. Friedrich will check into it further.
Curren Real Estate is handling some property (Dalton's) which has not been
plotted. An area of 4 1/2 acres are involved, 1/2 on each side of the road. There
was discussion against meets and bounds expansion.

IS7t141 POLICY REGARDING PARK ACQUISITION AND DEVELOPMENT
1. Selling bonds is favored as a quick way to acquire land for
Village Park and Recreation purposes.
2. Initial emphasis in the Park Program should be on acquisition
and not on development. This does not preclude the expenditure
or small amounts of money for simple park development projects,
such as softball diamonds and tennis courts.
3. Prospective park sites will be recommended in order of
decreasing priority with the intention that the Village Council
can decide how many dollars worth of bonds they will recommend
for selling, and then go down the list to estimate how many park sites
can be acquired with the available money.
4. An attempt should be made to get maximum federal and state
aid for the Park acquisition program. This could amount to as
much as 75% of the purchase price;
5. Condemnation should not be avoided as a fair way to settle
a controversy regarding purchase price.
6. It is recommended that the proposed bond election for park
acquisition not be held until soon after the first of 1971 to
permit time to explain it to the people.
7. Recommended Park acquisition is as follows:
1. A large, long park including Sunfish Lake and extending
up to the County Landfill and to Lake Jane with boundaries to
be determined.
2. Reed property.
3. The proposed park site northwest of Lake Demontreville.
4. The State gravel pit.
