Motion by E. Tomljanovich, seconded by B. Folz that the minutes of November 10, 1070
meeting be approved as written. Carried -- 6 aye.
Motion by J. Evert, seconded by B. Folz to hare the secretary nrenare letters
re:,"Reciprocal state factory inspection of industrial housing", to be sent to
Howard Albertson and Robert Brown, with conies to Vi 11 a^e Council and 'case-,h• Ya rth.

We of lake Elmo have recently been confronted w4.th an increasing array of re-
quests to place industrialized housing structures in our Village. %sed on a
number of independent facts, it appears that such housing is going, to 'n the
near future play a majority role in sheltering our nopulation. 4s such we
must be prepared to accept it, and one major concern regards whether these
homes meet reasonable standards of building quality.
In most instances industrialized homes are pre -assembled to a degr'e prohibiting
ready on -site inspection. One alternative is partial disassembly which is ex-
pensive and could largely negate advantages of such construction phi.losorhies.
Another is to trust that the manufacturer, when he claims to ¥ '-e met a national
code, has indeed done so in both letter and spirit. Although most responsible
manufacturers are of high integrity, self -regulator of this manner does seem
inadequate, especially in view of the rapid growth in the business.
We of the Planning Advisory Commission would like to suggest to you, as our
State Representative, and as a man who has shown interest in mobile home problems,
yet another alternative. This is reciprocal state insp,,ction at the housing
factory. Ten states have already incorporated factory inspection, and this
could be done toe national performance oriented code, such as the uniforr
Building Code. Reciprocity would be a minor a^d tional problem in thin case.
It seems a virtual certainty that industrialised housing is rapidly anrroaching,
and in fact will soon be a highly significant method of shelter development in
the future. We feel it is our obligation at the local level, as well as that of
our State officials, to provide the mechanisms permitting such structures,
consistent with accepted quality standards as incorporated in our building codes.
