Chairman Lundquist made some preliminary comments stating the purpose of the
meeting, and read the 5 items of business as stated in the rubli.shed notice for
the hearing.
M. Eder explained Item 1, which pertained to Waters)-ed District approval on
building permits in the various floodplai_ns. There were no questions or comments
from those present.
Chas man Lundquist explained that Item 2 was princinally a matter of changing
the wording of the zoning in the area which comprised the "old village" so that
it would conform with t' e zoning in the rest of the Village. Mr. Art Johnson
asked if minimum lot size was affected by this. He was advised that Item 3
pertained to minimum lot size.
Item 3 on the agenda would provide a minimum lot size of 5 acres in areas
zoned agricultural and 1 acre minimum in all other areas. This would annly
to all new developments. Old Plats would be governed by the Ordinance in
effect on January 1, 1970.
Mr. William Schwab, the dash. County Planning Coordinator, gave the intro-
duction for Item li-- Rezoning of the Freeway Corridor. He compared the future
growth of this area to the I-491 development thru Bloomington, and explai ned
that the purpose of rezoning was to permit orderly development of compatible
uses without generating traffic, sewer and other utility problems. The
discussion that followed showed that the owners were concerned about increased
taxes if this land was rezoned. The owners were advised that the rezoning would
not directly bring about an increase in taxes. The tax.questi on appeared to be
the only significant question thatthe residents had regarding the rezoning.
Mr. Lundquist announced that there would be a coordination meeting with the
neighbor}ng communities regarding the Corridor develcpment. The meeting will
be at 8:00 P.M.on September 30, 1971 at the Lake Elmo V. F,W. Hall.
Item 5 was very briefly discussed and there were no comments from those present.
Mr. Duane Grace suggested that when hearings were held for the Special Use Permits
in the Corridor that all owners within a k mile of the proposed development should
be notified. Mr. W. Schwab indicated that in some cases this would be almost
impossible because of the large number of owners that would be involved. The
Planning -Zoning Commission indicated that they would consider notifying owners in
a larger area than presently required by the Ordinance. The present requirement
is a 2550 foot radius.
There being no further questions or comments, Chairman Lundquist closed the
hearing at 9:20 P.M.
Respectfully submitted,
