PLANNING AND ZONING 0OMMISSIOIt
MINUTES of the MEETING MEMBER 12, 1972
The meeting was called to order at 7:50 P.M. Those present were:
B. Lundquist, B. Folz, L. Raleigh, J. Raisanen, J. Sovereign, and
M. Eder.
The minutes of the November 27, 1972, meeting were approved as
corrected.
The Sewer Advisory Committee joined the meeting at 8:10 to discuss
and gain insight into long-range sewering plans for Lake Elmo.
Foreseeable trouble spots and suggestions include:
1. Tri-Lakes Area - Provide central sewage and
disposal to the west (WONE) when needed.
2. Lake Elmo (Old Village) - Find a temporary
or permanent solution to solve the problem,
possibly a local plant. Estimates should be
obtained.
Major sewering plans should be to:
1. Encourage concentrated development and
provide central sewage when needed in the
12-94 corridor.
2. Provide sewage for the airport industrial
commercial area when possible. This may
be part of the Lake Elmo system.
3. Discourage small lot development in areas
where sewer will not be available for a
long time.
A representative from Dayton Corporation will appear Monday night,
December 18, in regard to their plans for recently purchased land.
Mr. and Mrs. Leon Shriner appeared regarding their buying Outlot A,
Dawcin Acres, to be used as a building site. They were advised to
appear before the Village Council because the Council would have
more information on which to base a decision.
It was moved by M. Eder and seconded to object to 0utlot A, Dawcin
Acres as a building site on the following grounds:
1. Village ordinance calls for 66-foot access.
There is no 66-foot ingress -egress opening
to the remaining portion of Lot 5.
2. About 50% of the proposed lot area is
unsuitable for drainfield usage due to
excessive slope.
Motion carried unanimously.

December 12, 1972
The land area now defined as Outlots A and 3 on the plat as filed
was originally approved by the Town Board as a single Outlot A.
The county surveyor requested the creation of Outlot B; a parcel
of land was sold for development on which a building permit was
granted, which does not conform with the intent and approval of
the original plat.
3. Lundquist will call Mr. Leslie to appear in January for discussion
of 3-M's plans for Tartan Park.
The following requirements are to be met for the proposed Reg. Land
Survey in Lake Elrno Park:
1. A copy of Certificate of Title establishing
current ownership, Torrens Certificate
No. 15659.
2. Proposed land use for each proposed tract.
3. Owner is requested to appear at the next
meeting.
The meeting was adjourned at 11:35 P.M.
Respectfully submitted,
Sandy Phernetton
Rec. Secretary
