PLANNING AND ZONING COMMISSION
MINUTES OF THE MEETING JANUARY 9, 1973
The meeting was called to order at 7:45 P.M. Members present were: B. Lundquist,
B. Folz.
Appearing with plans for Tartan Park from 3-M were John Leslie and Ron Lovely.
A competitive sports area is in the process of development now. Traffic
pattern for this area would be "fast in -and -out" with a maximum of 100 cars
between 5:00 and 5:15 Mondays through Thursdays for softball and for touch
football for a short time in the fall. There are no immediate plans for
lighting this area.
County Engineer approved the plans 1/8/73 for traffic. Valley Branch Watershed
has approved the plans for drainage. The village clerk has a copy of the plans.
A copy of the plans was left with the PZC.
Future development plans include a second picnic pavillion, a short golf course,
a nature area south and east of Horseshoe Lake, and another 18-hole golf course.
3-M will send to PZC copies of comprehensive plans.
D. Lyons arrived at 8:10.
Bob Garrity appeared regarding zoning information for development of 149 acres
located in NWT of Section 21 (Stillwater.Boulevard and Inwood Avenue North)
into 5 and 10 acre tracts.
PZC recommends that Village Council should buy Guide to Industrial Development.
PZC received a petition from the residents of Lake Jane regarding putting an
outlet from Lake Jane to Eagle Point Lake. The petition was also presented
to the Village Council and Valley Branch Watershed District.
PZC recommends that the Recording Secretary be given access to Village Council
and PZC 1972 minutes in order to make a listing of all 1972 cases.
PZC proposes the following sewerage timetable for tentative discussion purposes,
in order of priority:
1. 0ld village including land over to the airport -- to be
done as soon as possible, perhaps within five years.
2. Corridor area -- to have sewer available by about 1980.
3. Tri-Lakes Area -- not to be serviced until it is needed,
maybe in ten years. Would probably be serviced with a
trunk into the WONE district temporarily.
4. In all remaining areas we should discourage development
which might force premature sewering by rezoning or some
other process.
REMINDER -- All members are to go through village ordinances, with collective
discussion by PZC by March 1, preceding codification of ordinances by a
legal student.

PZC will have a joint meeting with Oakdale during April.
PZC will have another meeting with the Sewer Committee and the Park Committee
in February.
The PZC wishes to commend Molly Hedges for her article in the Washington
County Review on sewer system proposals.
Note the attendance at this meeting. Maybe the ninth position on the PZC
should be filled.
Meeting was dismissed at 10:35.
