PLANNING AND ZONING COMMISSION
MINUTES OF THE MEETING JANUARY 7, 1974
Meeting called to order at 7:50 pm. Members present: Chairman William
Lundquist, B. Folz, C. King, D. Lyons, J. Zignego. Also in attendance
were John Mueller and Don Raleigh.
Minutes of December 11 meeting approved as submitted.
Norm Purrington, 2694 Gerald Ave., No. St. Paul, was present regarding
building permit in the Hill Trail No. area. This was discussed with
PZC, owner, and building inspector. Mr. Mueller recommends issuance of
the building permit, subject to minor modifications in the distance
separating the well and septic system.
Motion by B. Folz, seconded by C. King, to recommend to Village Council
that the recommendation of the building inspector be accepted. Motion
passed unanimously.
Robert Mordick subdivision was discussed. Motion by B. Folz, seconded
by C. King, that a variance be granted to Mr. Mordick to subdivide a
tract of land in government lot 1, section 24, township 29, range 21.
This would be a variance from the requirement of platting due to the
conditions of this subdivision being defined as a "minor subdivision"
in Section 12 C, Page 26 of the Model Subdivision Regulation Code.
Motion passed unanimously.
NOTE: This subdivision was discussed on August 27, and the subdivision,
as it is being proposed now, is the recommendation of the PZC from that
meeting.
Gilbert Swanson,Registered Land Survey -- property behind lumber yard.
Motion by B. Folz, seconded by J. Zignego, to recommend approval of the
Gilbert Swanson Registered Land Survey (including tracts A-G), subject
to the restriction that the lots are not approved for building purposes
until such approval is given by the Village Council in writing, and that
the restriction shall be recorded as memorials against the property.
Motion passed unanimously.
Northbrooke Farms proposal was discussed. Motion by B. Folz, seconded
by J. Zignego, to recommend approval on the grounds that the plan seems
to conform with all village ordinances, unless the engineer objects to
the engineering decision or unless the city attorney has a legal objection
based on the covenants on the property. Motion passed unanimously.
Mr. & Mrs. Tom Schwartz, 2069 Lake Elmo Ave. No., presented preliminary plan
for the proposed "Schwartz-Martinco Addition." PZC advised that the
following should be noted on the preliminary plan:

1. The road grade on Lake Elmo Avenue and existing grade on
20th Street North;
2. Utility easements needed, if any;
3. Where drainage run off will go and what culverts will be
necessary.
4. Possibility of altering lots 1 through 4 -- suggestion was to
request a variance;
5. Natural ordinary high water elevation of Lake Elmo;
6. Any proposed covenants and/or restrictions that are to be
placed on the land;
7. Sufficient number of percolation tests to give a general
character of the soil.
There was some discussion as to who should have lake rights.
Hearing will be held at the next PZC meeting, on the fourth Monday of
January.
