PLANNING AND ZONING COMMISSION
MINUTES OF THE MEETING FEBRUARY 12, 1974
Meeting called to order at 7:50 p.m.
Members present: Chairman Wm. Lundquist, B. Folz, C. King, D. Johnson,
D. Lyons, J. Sovereign, T. Torseth. Also present was B. Dreher.
Minutes of January 28 meeting approved as submitted.
CIMARRON, JIM BEAVER -- Cancelled.
BEN'S ELMO INN -- Mr. Gorka wishes to erect a directional sign on
Highway 12. Motion by T. Torseth, seconded by B. Folz, to recommend
to Village Council that Ben's Elmo Inn be issued a Special Use Permit
for a 12' x 24' sign to be located on Trunk Highway 12 in the approxi-
mate position indicated on the sign permit. The sign design, aesthetics,
and location to be subject to Village Council approval. A letter of
intent to be written by the Village Council stating that the proposed
land use is to be commercial/light industrial. There has been a prior
lease in existence at this location. Motion passed unanimously.
It was recommended to Mr. Gorka that the existing sign presently
located on County Road 6 by the viaduct be removed.
It was further moved by D. Lyons, seconded by J. Sovereign, that the
Village Council take some action in regard to having a directional
sign erected for the Lake Elmo business district on Highway 36, as
well as on Highway 12. Motion passed unanimously.
KEITH RALEIGH, 5193 Keats Avenue North, appeared re a Special Use
Permit for a mobile home to be placed at the above address for a
temporary residence.
Motion by B. Folz, seconded by C. King, to recommend to Village Council
that a Special Use Permit be granted to Mr. Raleigh for placement
of one mobile home on his farm for the purpose of his son living
in while farming, subject to the on -site inspection and approval of
the building inspector. Motion passed unanimously.
NOTE: Ordinance No. 9, Section lA has a provision allowing a mobile
home under these circumstances.
Mr. Raleigh was advised to obtain a statement from all abutting
property owners to the effect that they have no objections to this
action.

LLOYD SHERVHEIM updated PZC on the progress of tentative plans for
subdivision of his property on the west shore of Lake Elmo. A hearing
will be held on this proposed plat at the next PZC meeting on
February 25.
TOM SCHWARTZ -- Updated preliminary plan for the proposed "Schwartz-
Martinco Addition" in parts of Sections 23 and 24 is being referred
to the Village Engineer for recommendations and comments on drainage
and road grade, and for verification of flood plain elevation.
CODIFICATION -- Motion by D. Johnson, seconded by T. Torseth, to have
a hearing on February 25 on changes in the subdivision ordinance
relating to the codification.
PZC -- Motion by T. Torseth, seconded by D. Johnson, PZC would like to
remain intact as a group. However, a definite responsibility could
be assigned to one member for a long range planning segment of the
PZC. The members on the planning group would be available at all
times to the "Board of Appeals and Adjustments" to fill in a quorum
or to participate in a problem where their expertise would be of
value, at the chairman's discretion. There would be rotating member-
ship in this group of other PZC members and time would be allotted for
the long range planning group to present a progress report at every -
other meeting to obtain constructive criticism and feedback.
