Dreher, Froehner, Grace, Lundquist, Lyons,
Sovereign, Williams.
Motion by Williams,, second by Dreher to approve
minutes of meeting of September 23. Motion
carried-- no dissention.
Tom Benson and Ted Auger of Battan Timber and
their attorney Lester Janes were present. The
names of other interested persons in attendance
are attached. Mr. Benson and Mr. Auger discussed
the chipper which will be used in the operation.
The building, 100x150 feet, which will house the
chipper, trucks and other related equipment.
A parking area of 100x100 feet. Storage of bark
and chips. Location of septic system and well.
This is all to be contained in a 6 acre plot which
will be removed 600 feet from t:ighway 36. A site
plan was submitted and is in 'le. Gerald Beach,
Forester, for the City of Lake Flmo answered
questions on the Dutch Elm and oak Wilt disease
and hauling of diseased trees. No objections to
the operation were made by anyone in attendance.
Hearing was closed and Batten Timber people were
told PZC would make recommendation to City Council
and they should plan to meet with Council.
After discussion on Lake Elmo Transportation Plan
a motion was made by Sovereign, second by Grace to
recommend approval of permit subject to following
conditions: 1.) Must meet PZC noise limits.
2.) Must meet all rules of Minnesota Dept. of
Agriculture for disposition of diseased trees.
3.) Storage of bark and/or chips to be in buildings
with minimum fire hazards.
4.) Driveway, parking lot, septic system and other
engineering features to be reviewed and approved by
City Engineer.
5.) All haulers must be licensed by the City.
6.) Only designated haul roads should he used by out
of city haulers.
7.) No loads shall be accepted from unlicensed haule
8.) City forester is to police operation.
9.)Mr. Gerald Beach is to supply recommendations
on the operation.
10.) Logs shall be stored in a neat and orderly
manner.
11.) All operations must be confined within the
designated site as submitted to PZC.
12.) Operating hours, prior to enclosure of noisy
equipment, shall be from 7:00 A.M. to 6:00 P.M.,
and closed down on Sundays and holidays.

Motion carried-- no dissention
Mr. Chuck Swanson, Engineer Washington County
Highway Dept., Larry Bousquet and Bruce Folz
were present. An overlay on our Development
Guide map was presented and discussed by
Mr. Swanson. The overlay indicated the follow-
ing general changes:
1.) County road 19 terminated at Minnehaha
and not extended thru the recional park.
2.) Make county road 80 the main north -south
road. This appears to present the best
connections with roads in Woodbury and
Grant.
3.) Adjustment of highway 212 to a lesser
degree than shown on our map but still
skirting the present city industrial
district.
Other discussion involved T-94 and related inter-
changes and a lesser north- south road by 3M and
on up to highway 36.
Todd Williams presented a map with the topographic
and hydrologic constraints of the City of Lake
Elmo. A letter of explanation regarding the
map is to be sent each PZC member.
Unfavorable comments have been made to some
members of the PZC regarding handlinc' of people
now owning property within the park. A motion
was made by Williams, second by Dreher to send
a letter to all people within the boundaries of
the park inviting them to an information meeting
with Mr. Bill Schwab to be conducted by the PZC
and held on October 22 at 7:30 P.M. at the village
hall.
Motion carried ----no dissention.
Notice of this meetina is to be published in the
St.Paul Dispatch --East Area Section, Stillwater
Gazette and Washington County Review. Chairman
Lundquist is to write the letter and notice.
Motion by Williams, second by Grace to adjourn
at 12:12 A.M.
