Green Acres Recreation area at
8709 Demontreville Rd.
8:00 P.M. -- PZC members to meet, relating to their
attending the Council meeting on
Tuesday, Jan. 7, 1975.
Development and planning program to
be scheduled for 8:30 P.M.,on Council
Agenda for January 7, 1975.
Dave Licht from Midwest Planning will
be in attendance.

MINUTES OF THE MEETING OF JANUARY A, 1975
Meeting called to order at 7:35 P.M. by Chairman Lundquist.
PRESENT: Lundquist, Williams, Dreher, Sovereign and Armstrong.
Also present: Lyons
Springborn: Howard Springborn request the PZC approval on the
erection of a temporary directional sign on the SE
corner of 13 and 36. This sign would be for his
recreational area. Springborn indicated that because
his was a new business people were having difficulty
finding it.
MOTION: by Sovereign to allow Springborn to erect
the sign at the intersection for this season only,
the permission would have to be renewed each season.
Second: Dreher
Williams stated that the PZC policy is to prevent
further signs from being placed on 36 and 12.
Sovereign indicated that this was the first year of
operation, the sign was temporary, it was directional
and the recreation area was very close to the sign.
Springborn brought Part of the sign to display.
VOTE: Motion carried: For: Lundquist, Dreher, Sovereign
Armstrong. Against: Williams
Goals Discussion: A discussion was had concerning the use to
which a possible Federal grant under the Community
Development Act could be put. The Goals List, copy
attached was formulated, and general agreement given
that the first five items were of most importance.
Some of the items listed would be completed by
agencies, groups or the PZC and would be done without
the Federal grant, but the consensus was that the list
contained the needed projects and should be used as
input into any decisions on the Federal grant and its
use.
Adjournment: The meeting was adjourned at 9:05P.M.

l. Projected population growth timetable.
2. Ultimate sewer plan and staged sewer timetable to match
population needs; with a detailed engineering study for
sewering specific areas ie: old Lake Elmo Village and the
Tri-Lakes area.
3. Ultimate road plan with surveyed boundaries and a road
implementation timetable.
4. Park plan
a. development plan for each site.
b. development of each site.
c. playground and recreational site plan.
5. Ultimate land use plan and a staged timetable.
6. Ultimate and staged plans for:
a. Public water needs.
b. Public buildings.
c. Fire protection.
d. Churches.
e. Cultural centers.
f. Schools.
g. Local small commercial centers.
h. 12-94 corridor.
7. Development plan for land next to airport.
8. Ground water analysis and storm sewer plan. Plan to keep
water from leaving the Village of Lake Elmo. Study of
recharge.
9. Study of environmental constraints to land use.

MEMORANDUM
TO: Lake Elmo City Council and Planning Commission
FROM: David R. Licht
RE: Community Development Program
Listed below are general criteria which we recommend be utilized in selecting projects
to be included in the preliminary application for Title I funds of the Housing and Com-
munity Development Act of 1974. These criteria have been developed from interpretation
of the act itself as well as indications from local area HUD staff and general experience
in working grant applications.
The three stated points of evaluation which HUD will utilize in making grants are 1) amount
of housing overcrowding, 2) level of poverty in the community and 3) urgency of need. The
first two points are totally objective while the third is subjective in nature. In making the
application, we will have to stress and document the urgency of community need.
The project or projects selected we feel should generally meet the following conditions and
approach:
1. be related to housing
2. be a project(s) which is part of a larger, continuing program
3. be a project(s) which is of a crisis nature or urgently needed
4. be a project(s) for which local or non -local funds are not readily or immediately
available
5. be a project(s) which has apparent and visable impact
b. be an application composed of several projects which will allow negotiation and
compromise
7. be an application that doesn't take too large of a share of the $1.4 million available
in the Metropolitan Area (it is our understanding that $125,000 is being suggested as
a maximum grant limit)

8. be a project(s) which does not build in unwanted future costs or maintenance
for the City and does not build undesirable expectations for future years
The above criteria are of course general and should be weighted by the community as
to their importance. We are available to further refine these points as discussion of
specific activities is pursued.
