It has 150 foot frontage and is 100 feet deep. He wants to build a four-plex and occupy one of the apartments. GI Loan. Loescher stated that he owns the four-plex next door and that it has never had sewer problems. He proposed two tanks and a drainfield in the new building. The area is zoned GB and his use was not one of those listed in the zoning act as permitted. This will require rezoning. No action was taken since the surrounding property owners had not been notified. Loescher will apply for an appointment with the Council. FOLZ Bruce Folz presented a proposed residential plat in the Lake Jane NORTH -SOUTH area. The developer would like to do some grading and plant trees ROAD but cannot do so until the alignment of the main collector road north -south has been determined. He urged that work be done by the PZC and Council to firmly establish this route. FOLZ An area is being platted residential west of Downs Lake and there DOWNS LAKE is a problem with drainage from Downs Lake. The natural flow would be south to Horseshoe Lake through Tartan Park. 3M has built an embankment so this flow will not occur across their golf course. Folz stated that he will give an easement to the Valley Branch Water Shed District for a pipe from Downs Lake to Lake Elmo. Lake Elmo is lower than Downs, but the topocgraphy prevents flowage in this direction. Folz will be going to the VBWSD meeting on Thursday the 13th of March to present his proposal. He stated that the Council must go along with the plan if it is to be approved. The Council has one month to figure out its policy. MOTION by Williams Discussion should be tabled the VBWSD has given its opinion. Request that the Council direct the City Engineer to meet and confer with VBWSD concerning the plans to divert the drainage from Downs Lake across the Emerson Property into Lake Elmo. SECOND by Armstrong VOTE: Motion carried all in favor. ( MINUTES OF THE PLANNING AND ZONING COMMISSION MARCH 11, 1975 DERRICK The Derrick Company is running an appraisal of the park's impact on the surrounding Crombie property which the Company now owns. There is no problem to the south of the park, but Derrick wants the 20 acres immediately to the north zoned residential for 1-2 acre plots. If it can't develop it in this manner, it will consider this an item of damages on the appraisal for the park. The land is now zoned A and must have five acre lots. No representative of the Company was present. DAVE LICHT Mr. Licht and Barbara Gilbertson were present to discuss the March 3rd letter and the Comprehensive Plan Policies attached thereto. The entire discussion took several hours and numerous changes in the wording of the policies were made and noted by Licht. He will be incorporating these changes in a new set of goalsand policies. Some of the major items discussed were: The definition of Urban and rural. Several members of the PZC indicated that 40 acres for rural was too much and it should be reduced to 5 acres. The problem of sewers was stated to be not "if" but "when" and "where". Licht feels that once the sewers come in an area it may be next to impossible to hold land areas like five acres. The assessment estimate in Dellwood was $23,000.00 an acre. Dellwood fought the sewer by imposing strict standards on individual units, yearly pumping or holding tanks. The feeling of some members of the PZC was that the rural atmosphere of Lake Elmo would be destroyed by the sewer in open areas. The property owners would have to sell or subdivide in order to pay for the sewer. Williams asked that Licht put into writing his idea that spot zoning is good. JOHNSON Jerry Bell, the Metro planner for this area talked to Novak about the Comprehensive Plan. He will be at our meeting on Monday March 24th. ADJOURNMENT The meeting was adjourned at 12:03 A.M. on March 12th. THE NEXT SCHEDULED MEETING IS MONDAY MARCH 24th at 7:30 P.M. Respectfully submitted, /'jl Li or Thomas G. Armstrong Secretary
