Consider letter from Mrs. Edward Coleman of 8384 Stillwater Blvd. No. EBERTZ REZONING APPLICATION FILE TOP TWENTY INVESTMENT CLUB FILE Present: Downs Comprehensive Plan Coleman Midwest Balling Hearing for Rezoning Ebertz Property CITY OF LAKE ELMO PLANNING AND ZONING COMMISSION MINUTES OF THE MEETING OF FEBRUARY 10, 1976 Meeting called to order at 7:50 p.m. by Chairman Grace. Grace, Dreher, Johnson, Lundquist, Novak, Sovereign, Torseth, and Armstrong(late). Mrs. Laverne Downs and Mr. Scott Hendricks, her son-in-law were present. Downs have a residence on a one acre piece of land at 3759 Jamaca. They also own a two acre piece of land immediately to the north. This piece is approximately square. Mrs Downs was told by someone that they could not transfer the two acre piece to the Hendricks. The Planning Commission could see no reason why this should not be proper. The Chairman read a letter from Dave Licht proposing two changes in the Policies as follows: Page 14 Policy 5g. (Revised version) Minor watersheds shall be protected and maintained. Development within these watersheds shall be consistent with the capacity of the watersheds. Page 28 Policy 6i (Revised version) In areas where urban development is to be restricted, such as floodplains, airport clear zones, and areas desig- nated for open space use, local service trunk or lateral sewer line extensions shall be avoided where feasible, and/or limited. It was moved by Sovereign, seconded by Novak to recommend these changes to the City Council. Carried. The Chairman read a letter from Mrs. Coleman pointing out that County Road 80 just north of 212,as shown on the com- prehensive plan map, appears to go thru her house. Chair- man, Grace will write to her and explain that the exact location of the road has not yet'. been determined. Planning Johnson read a letter from Dave Licht relatives to the billing from Midwest Planning. A copy of the bill for the week ending January 23, 1976 is attached. Chairman Grace announced that the public hearing for rezoning the Ebertz property on Highway 12 is set for February 23 at 7:30 P.M. Top 20 There was some discussion relative to the Top 20 proposed development adjacent to Tablyn Park. It was concluded that this proposal was at the Sketch Plan phase. It was suggested that Bruce Folz appear at our next meeting to duscuss the requirements for the Preliminary Plan. It was moved by Johnson that the Planning Commission recom- mend to the City Council that a Citizens Committee be estab- lished for the purpose of drawing up a questionairre to be sent to each resident within the city to gain further input on the Comprehensive Plan. It is further recommended that the committee membership include at least one or two members of the Planning Commission, and that every attempt be made to '.tizens ..ommittee Information on Comprehensive Plan Morgan Minutes Approval Comprehensive Plan Adjournment Page 2 Meeting of the Lake Elmo Planning and Zoning Commission of Feb. 10, 1976 include residents who have expressed concerns in public hearings on the Comprehensive Plan. Seconded by Armstrong. Carried. Grace and Torseth will look into the possibility of putting material pertaining to the Comprehensive Plan into the library and elsewhere to make it more available to the public. John Morgan owns about 50 acres of land abutting on County road 15 and being 1/8 mile north of 30th street. He may wish to dividedthe land and wanted to know the proper procedure. It was recommended that he talk to Don Raleigh. It was moved by Johnson and seconded by Dreher that the minutes of January 13 and January 26 be approved as written. Carried. It was decided to ask Don Raleigh for the proper procedure to make the Comprehensive Plan coincide+.with the rezoning of the Demontreviile Highlands Plat area. The meeting was adjourned at 10:15 P.M.
