Council.members invited to join PZC regarding Condition of Comprehensive Plan ITEMS FOR DISCUSSION: Demontreville Highlands Final Plat CITY OF LAKE ELMO PLANNING AND ZONING COMMISSION MINUTES OF THE MEETING OF JULY 26, 1976 Meeting called to order at 7:45 pm Roll Call: Dreher, Sovereign, Grace, Crombie, Novak, Lundquist, Armstrong, 9:15 Councilwoman Lyons, Dave Windsperger, Midwest Planning Approval of Minutes: A letter from Mr. and Mrs. Isaacson, who live on Olson: Lake was read by the Chairman at the last PZC meeting, and was omitted from the minutes. The letter opposed any public access being granted through the Oaee property to Lake Olson.. The list of people attending the Stankey hearing was also omitted from the minutes. A motion by Novak to approve the minutes as adjusted was made. Seconded by Dreher. Motion carried. Connie Kass & Ray Marshall: Representing the Ramsey -Washington Metro Watershed District A slide presentation was given to show what the Ramsey - Washington Metro Watershed District is, their goals and how their watershed works. It is their hope that Lake Elmo will adopt their overall plan and also have any potential developer fill out their permit form before any develop- ment in their district begins. Only a small portion of Lake Elmo lies within this district. William Stankey: Permit to erect a greenhouse at 8419 Lake Jane Tr. A motion was made by Novak to approve the Special Use Permit with the condition that the expenditure on the greenhouse be kept low enough, so if the City chose to discontinue the permit there would be no large financial hardship to Mr. Stankey. If the City did not renew the permit, Mr. Stankey would be given written notice and three years to remove the greenhouse. Also the conditions stated in the memo from Midwest Planning, dated July 13, 1976 are to be followed. Seconded by Sovereign. Motion carried 6-0 Correspondence: Jan ,Sovereign and Bob Dreher will represent the PZC in the Midwest Planning Association. Dave Licht: Midwest Planning Mr. Licht was unable to attend the meeting so discussion of the PUD Ordinance, the Comprehensive Plan and DeMontreville Highlands was postponed.
