MINUTES OF THE MEETING OF OCTOBER 25, 1977

Springborn Green Acres and Foxfire Estates — Hearing — Concept Plat Approval for PUD
Bruce Folz gave a review of the proposed plat. Foxfire will have 61 lots
on 130 A. !3.7 acres is presently zoned SFU and 87.25 acres is zoned 5 A.
The overall proposal, is for 2.02 A per tract.
Green Acres will have 31 lots. 25.26 A is presently zoned SFU and 30.17A
is zoned Agricultural (5A).
A North —South road, Jamaea, will connect Jane Road N. to DeMontreville Tr.,
thus providing access to Highway 36.
Audience Comments:
James Jungmann — How much increase of traffic? Negative to the proposal
due to the problems of increased traffic.
Otto Van Demmeltraedt — How many roads is access to Jane Trail N.?
Two roads from the proposed plat with the possibility of a third.
Mr. Van Demmeltraedt feels the rural atmosphere of the area will be
destroyed with proposal.
Chris Perez — Could an interior plat road to the East—West be constructed
to connect to an already existing North —South road? 55th Street is
design with this intention, but the owners do not own enough property
to presently do this, Mr. Perez feels this proposal will aggravate an
already bad condition. Bruce Folz feels the use of stop signs within
the proposed plat will be deterents for traffic to go south, via Jane
Trail N. and use the more direot route to the north.
It was suggested to cul—de—sac the two roads that will meet Jane Tr, N.,
but this would require a variance from the City Council, due to the length
of the cul—de—sacs.
School overcrowding was questioned. Presently the two plats are within
District 834. Howard Springborn stated that the owners can petition to
District 832, Mahtomedi, this alternative has been looked into.
The estimated development time for Foxfire is !y to 5 years, but the
development improvements will be done within I year.
No traffic studies have been done. This will be done when an Lhviromental
Assessment Worksheet is done,
Kirby Kennedy — Felt 3/4 of the traffic will go south. This based on
his discussion with a traffic engineer.

Carol Jungmann.— Lake Jane Trail is a scenic bike trail; what Gan be
done to preserve this?
Tom :Paulson — Feels what is being aeked is to put in the development and
try it; if it is wrong than it will be 15 years before it can be corrected.
Chris Perez — Feels the extension of Jamaca is going to take the plaoe
of proposed Co. 80 fox the next 5 to 10 years.
Joan Nelson — Feels this is punishing the people who are presently
here — shelve the plan until the County road plans are set.
Bruee Folz stated that the owners have the right to use their land and
fees that this proposal meets the rules of the City.
Duane Grace — The approval or rejection of the proposal has to be based
on the ordinances of the City.
The PZO will have to have all the necessary reports before considering
a recommendation to the Council.
Dave Licht — The first consideration to be given as to whether this is
an acceptable request goverened by the rules of the City. This request
is for approval of a concept. -The owners oan not proceed if the concept
itself is unacceptable. Then the details such as water, traffic, etc.
will be addressed.
Dave Kemper — Could heavy traffic be legal grounds to deny? This will
have to be looked at.
Traffic is the major concern of the surrounding residents.

If all the pertinent reports are in this tequest will be discussed at
the next meeting.
Planning Problems; Larry Whittaker distributed a tine schedule for completion
dates of these problems.
