LAKE ELMO PLANNING -ZONING COMMISSION
JUNE 26, 1978
Chairman Grace convened the• meeting with the following Commissioners answering
the rolls Lundquist, Sovereign, Novak, Morrie, Dreher. City Councillors Lyons,
Pott, and Armstrong were also present. Administrative Assistant Whittaker and
Rob Chelseth from Gunner Isberg'a office were in attendance.
Richard Bergman reacted to the City Engineer's recommendation on road access to
his proposed minor subdivision. He agreed an access at the section line would
be better; but stated he did not own the 66 foot strip along the Section line,
The Commission suggested the Council try>to acquire the 66 foot strip before
final consideration of the minor subdivision request. They recommended Bergman
either share an access with his neighbors to the south, or put his access to
parcel "B" right next to their access. They asked the City attorney to study
the frontage requirements. Bergman's parcel "B!' would meet the 300 foot require-
ment only by combining the frontage of the northern and southern parts of parcel
"B". The matter was rescheduled for Commission action July 11, 19781
Chairman Grace convened, the hearing on Parranto Brothers' Washington 37 Properties
plan for a development in Section 25, at the corner of County Roads 17 and 70.
Edward Parranto represented Parranto Brothers: (8129 P.m.)
The Commission raised the question of sewering the project to Cimarron; and the
alternative kinds of development this would, permit. Chelseth asked if Parrantos
had considered matohing their access roads with Cimarron. They discussed the
required plan for future resubdivision; and the fact that the plan called for
"medium density" development in that area. Pott explained, that Parranto could
secure sewer from Cimarron whether the Gity sewered the Old Village of not.
Chelseth pointed out that their is no access to the park from public property.
Mr. Leslie mentioned that Tartan Park had been given some severe restrictions
on runoff from adjacent Tartan Park, by Valley Branch.
The Commission discussed, the nature of the commercial area; and was assured it
1s designed to serve the development. They also discussed alternative access,
especially limitingacoes to Co. Rd. 17; and using internal streets for the access.
The Commission recommended the plan be referred to the Fire Chief, Valley Branch,
the School District, the County Engineer; and expressed concern about derving the
two are exception in the future.
Parranto agreed to reconsider these matters; and return to the Commission after
resolution of sewering the Old Village had been made by the Council. The,:hearing
was closed at 9440 p.m.
The Commission and Councillors discussed aspects of he Zoning Ordinance draft
until 11;50 p.m. and adjourned.
