Acting Chairman Crombie called the meeting to order at 7:45 p.m.
ROLL CALL: Crombie, Prince, Curran, Dreher, Lundquist, Murphy (8:00)
MINUTES: Prince moved, seconded by Dreher, to approve the minutes of December. 10,
1979 as written, Motion carried 5-0.
January 14, 1980 corrections — Cimarron — delete 'to the middle of the
road'. Page 2 — Hasely Hearing — paragraph 3 — should. read 'the
ordinance requires a variance is needed from the bedroom allowance for
the home'. Page 2 — Buildable lot variance — ' except the lA minimum
for septic, and must have two drainfield sites'. Page 4 - correct
Beaubien spelling.
Dreher moved, seconded by Crombie to approve the minutes of January 14,
1980 as amended. Motion carried 6-0.
LYLL SLAMSON — IIEMU NG: Chairman Murphy opened the hearing at 8:00, The Slawsons
are requesting their zoning be changed from rural residential to
agricultural. There were no comments from the audience. The hearing
was closed at 8:05.
Curran moved, seconded by Lundquist, to recommend approval of the
Slawson request -Pm rezoning from Rural Residential to Agricultural.
Motion carried 6-0. This will be put on the February 5 Council Agenda.
HAROLD HIEMENSCHNI! DER — HEA,RING: Rezoning from single family residential to GB.
Chairman Murphy opened the hearing at 8:10. This parcel was zoned
GB before the new zoning ordinance, which zoned it for its present
use. The Comprehensive Plan provides GB for this area. There is 3/4 A
and. the proposed use is an insurance office. Other office type uses
may go into the home later. The house will not be used as a residence,
Audience Comments:
Peter Schiltgen is opposed to this rezoning because he feels this
corner is already a congested, dangerous area and there may be a
problem with the septic with the intensified use. He does not feel
denial of this rezoning will jeopardize the sale of the property.
Hardship should be a large consideration and he sees no hardship here,
This parcel can still be sold as a single family residence.
Conrad Adams — adjacent property owner with business on 212. He has
no problems with septic and feels this is a good use for this property.
He suggested the City see if a reduced speed zone cannot be put in
this area.
Prince moved, seconded by Curran,. to recommend approval of the rezoning
for Harold Ri.emensahneider from R-1 to GB. This recommendation based
on this request meeting the intended use in the Comprehensive Plan.
Also, adequate parking (6 spaces) must be provided and code restriction
on the type of surface must be met. Discussion: Dreher requests
a study be done on the traffic at this intersection, the State Highway
Department be advised of this request and forward an opinion to the City,
also the feasibility of installing a turning lane in this area.
Prince and Curran agreed to amend the motion to include the recommendation
that an opinion be requested from the State Highway Department about
traffic in this area and the possibility of construction a turning lane.
Motion carried 4-2 Dreher and Lundquist voting nay. Before recommending
approval they would lilce to see a traffic analysis.

R-1 to GB
HASELEY REZONING HEARING: Doug Coerce, representing the Haseley's, presented
the site plan and explained the intended use of the property.
Mr. William Hjlemgrem is the prospective buyer and proposes to
use the garage for his upholstery business. The business is
presently run on a SUP on 31 Street. The house will be rented
out with a portion possibly used as an office.
The ordinance requires 4. off—street parking spaces and a variance
will be necessary for a residence with more than 1 bedroom in a GB
zone. The Comprehensive Plan anticipates GB use in this area.
The parking area was discussed at length and a definate proposal
will be prepared before this is presented to the Council.
Audience Comments:
Mrs. Lohman — lives two houses to the south and is concerned about
the additional traffic a business will generate. Also, she is R-1
and is not happy to have these businesses move in around her,
Mr. Hiiem ren — described his business and does not anticipate a
great deal of traffic around his shop. He primarily goes to his
clients homes. He does not plan to expand any of the structures.
Chairman Murphy closed the hearing at 9:20 p.m.
Crombie moved, seconded by Prince, to recommend approval of the Ha.seley
property from R-1 to GB provided the parking spaces comply with the
regulations and the surfacing requirements are met. Also, the site
plan be submitted to the Building Inspector for approval. Motion carried 6-0.
This recommendation is based on the Comprehensive Plans intended use
for this area.
Rental of this house is permissible as it is the existing use.
If additional plumbing is put into the garage plane must meet the
City Code septic requirements and approval of the Building Inspector..
This will be planed on the February 5 Council agenda.
SPRINGBORN REZONING AND MINOR SUBDIVISION: .Murphy moved, seconded by Curran,
to set February 11, 1980, at 7:L5, for a hearing for Howard and
Gaylan Spri.ngborn to rezone 7.14 A. from Agricultural to R-1 and
subdivide the 7.11: A tract from the south half of the northeast quarter
of Section 4.
OAKDALE COMPREHENSIVE PLAN: The Planning Commission requested. the Administrator
ask a, representative of Oakdale meet with them to review this plan.
IDENTIFICATION OF LOTS: The Planning Commission will meet Saturday. February 2
and begin identification of lots net built on in the City.
LAKE USES: Crombie asked the Administrator what regulations the City proposes
for use of area. lakes. He feels the City should consider all the
area lakes when discussing restrictions concerning Lake Elmo and the
regional park. If Lake Elmo has restricted access then lakes like
DeMontreville and Jane should have the same restrictions sinoe they
are smaller than Lake Elmo and the overflow from Regional Park he feels
is going to spill over on -to there smaller lakes. The Administrator
said the Water Surface Use Committee is working on regulations for all
the lakes.
