MINUTES: Corrections to March 10, 1980 minutes - page 2, Tartan Meadows -
80 acres + or -, line 5, .,..sewer allows for 7500 sq. ft. lots,
10, 000 to 18, 000 sq. ft. +.
Murphy moved, seconded by Prince, to approve the amended minutes of.
March 10, 1980. Motion. carried 6-0.
OLD :BUSINESS: A. Tartan Meadows - The Administrator read the defination of
sanitary sewer :from the Orono City Code, which the City of Lake
Elmo finds meeting the intent of sanitary sewer in the ordinance.
The Code provides one acre of suitable soil per dwelling unit as
minimum requirement where public sanitary sewer is not available
or proposed in the Comprehensive Plan or Capital Improvement Plan.
The Comp Plan does not expect the urban density proposed other than
in the Old Village and Section 32. According to the Plan this density
should not be allowed.
The Administrator suggested the Commission consider the possibility
of the City designing a project to outlet Little Sunfish and assess
it against the property owners in Tartan Meadows, Midland Meadows,
Cimarron and,Tartan Park. This could be initiated if the City
could not be assured drainage plans will not handle the additional
run-off.
The Planning Commission agreed that the Comprehensive Plan should not
be amended to allow the a-2 density until the water problems in
the area can be resolved. They also were not in favor of R-1, sewered
density, 2l,000 aq. ft. lots. All members agree with the density
projection in the Comp Plan, 1* acres.
Q,uenton Wood, Tartan Meadows, restated many of the sewer questions will
have to he handled by the engineer. He feels this plan protects the
City from requiring a central sewer system for the entire City, and
are thinking ahead, avoiding replatting in the future, providing
their own sewer and water, saving the expense of tearing up streets
10 to 15 years from now and better utilizing services to this area.
The eaneensus of.the'Commission was that until the water problems
in the City oan be resolved, and not with temporary pumping measures,
the Comprehensive Plan land use should be followed.
Murphy moved, seoonded by Prince, to deny approval of the Concept
Plan for Tartan Meadows based on the density projections in the
Comprehensive Plan, for this area. Motion carried 6-0,
A straw ballot of the Planning Commission on density three members
would not be opposed to i acre lots in this area provided no water
problems existed, two would consider * acre lots with the same pro-
vision and one feels the 1 acre should be adhered to. Water -
problems being the flooding on Little Sunfish Lake and other
lake and pending areas in this sub -watershed.
LAKE ELMO PLANNING COMMISSION, MARCH 24, 1980
TARTAN MEADOWS: The Commission also discussed the large area in Section 32,
which provides sewer; and, encouraging urban development here.
B. Site and Building Plan — Brooks Superette. Cimarron —
Jack Welch, representing Kingston Corporation, went over the site and
building plan for the superette and gas station. The first phase
will be 2,656 sq. ft., 18 parking stalls + 5 stalls on the pump island.
He indicated this amount of parking space is 2 to 3 times what is
actually used. Phase two will add another 1540 sq. ft. parking will
be increased from 23 to 48 stalls. Phase two will need approval at
the time it is iniatiated. No ponding will be provided. Run—off
will be handled on the surface of the site, and natural rim —off.
Borings indicate a sand and gravel base. Phase two may require
pending for run—off. One—fourth of the store is storage which
would reduce the required parking, 'and possibly reduce the number
of stalls required when phase two is built. This would eliminate
the need for ponding at that time.
The -Building Inspector will require a lighting plan for outside lighting.
The parking surfaces and under the canopy areas will have the minimum
mercury vapor .lighting. Lighting plans must be approved by the Building
Inspector.
The Commission wants commente from the City Engineer concerning
drainage and run—off.
Michels moved, seconded by Dreher, to recommend approval of _
the site and building plan for Brook's Supperette and gas station
Phase one. This recommendation subject to approval of the Engineers
review of the drainage for this area and the Building Inspectors
approval of the lighting plan. Motion carried 6-0.
