Chairman Michels called the meeting to order at 7:41 p.m.

MINUTES: October 27, 1980 - Two Corrections - Federal Land should be
changed in Paragraph 1 •- delete An alternate plan - Add The Phase
2 Plan shows • and Beaubi_en Hearing - The public hearing date
changed to November. 24, 1980 at 7:45 p.m.
Fraser moved, seconded by Dreher, to approve the minutes of
October 27, 1980 as amended. Motion carried 6-0.
REVIEW STAFF COMMENTS ON FEDERAI,vtAND eOMPANY'L Whittaker reported

From a procedural point of view,the staff had concluded that it would be
proper not to continue considering Federal Land Company's proposal
from the point of view of a PUD with rezoning, but rather to amend
the Comprehensive Plan. The reasons for this were discussed in
detail by Whittaker and will be prepared in written form for future
consideration. A number of questions were raised and discussion
held among the Commission members.
Martin Colon, Carl Dale, and three other gentlemen from Federal Land
Company then participated in the discussion. In summary, they wish
to proceed with the necessary procedures and did not feel that any
of the questions raised were such as to deter them from proceeding.
The result of this lengthy discussion, !.lasting approximately 1 1/2 hr.
was a consensus among the Commission members that going the route
of considering amending the Comprehensive Plan was appropriate.

11/24/80 and future City Council members for an informal discussion of the

the staff was proceeding on their studies for this at public
hearing on the 24th of November.
REVIEW. VBWD LAND USE MAP FOR MAIN STEM: Larry Whittaker presented an
additional map and comments by the City Planner. These were
discussed and there was consensus that a number of arras showing
outlets to be developed by Valley Branch. Watershed would not need
to be prepared, as development of the areas was either not being
foreseen or on -site ponding had been planned for.
This topic, too, was set aside for discussion at the joint Council
meeting.
GOALS AND POLICIES FOR PARKS: The question was raised that Reid Park,
although apparently in the early planning stages, appeared to have
several acLivi.ty areas designated it was suggested that maps not
indicate such areas or construction until the neighborhood had been
involved in planning for the parks.
UP --DATE STATUS: Larry Whittaker reported that the Airport Plan had been
approved by the Metropolitan Airports Commission. He also reported
that. the Park and Ride Lot had been approved by the City Council
with certain recommendations.
