The Planning Commission met jointly with the Park Commission.
Chairman Michels called the meeting to order at 7:36 p.m.
ROLL CALL: Gifford, Dreher, Lundquist, Lyall, .Fraser. Also Administrator Whittaker.
Sue Dunn from the Park Commission was also present.
COMP PLAN COMMENTS: City Administrator, Larry Whittaker, reported that the City Council
had accepted the recommendations of the Planning Commission on the Comprehensive
Plan; and, that the Metropolitan Council had advised him that these comments
were adequate for them to begin review of the Comprehensive Plan.
TARTAN MEADOWS: Willard Morton advised the Administrator, barring some unforeseen
circumstance, that the Preliminary Plat for Tartan Meadows would not be completed
in time for the December 22 meeting. Therefore, the item will be put on the
January 12 agenda.
PRIVATE ROADS: Whittaker explained that the City Council had not formally adopted a
policy on private roads or a minimum standard for public roads. He also advised
them that the City Council had agreed to permit Everette Beaubien to have a private
road so long as he maintained it for emergency vehicles. An agreement to main-
tain the road (similar to Payne & Banisters') would require Beaubien to complete
the simple lot division and would permit the City to take over the road should it
not be maintained adequately.
The Planning Commission asked the Administrator to advise the City Council that
they would like a firm policy on private roads; so that they might deal with
these requests in the future.
POLICY P0R REDEVELOPMENT OF THE OLD VILLAGE: The Administrator expressed Jeanne Novak's
interest in the Planning Commission discussing standards for the transition of
the Old Village from Residential to Commercial. He suggested the Commission con-
sider parking, on -site sewer problems, residential interim uses, and the like
for the January 12 meeting.
JOINT MEETING: At 8:02 p.m. the Park Commission joined the Planning Commission for a
discussion of the over-all plan for the City Parks.
PARK ADVISORY ROLL: Sue Dunn, Dave Morgan, Bill Osborn, Leo Gehloff, Dianne Trudeau
and Al Martens (9:00 p.m.)
The discussion followed the items outlined in the Administrator's memo.
A. Park Aoouisition in Sections 28. 12. 33. 34. and 35 - The Park Commission
does not feel any of these areas are developed enough, or have sufficient development
projected, to warrant acquiring land for a City Park. The PAC would wait for
population growth, at which time, neighborhood parks could be obtained through
dedication. The feel recreational needs will be fulfilled by 6-7 acre neighborhood
parks with Demontreville, Sunfish and Reid Parks providing accessibility to the
large population centers in the City.
B. Perpetual Maintenance of Recreation Areas at Cimarron and District 83h Schools -
The PAC has not discussed continued existence of these recreation areas or assurances
that they will be maintained as part of the overall recreation plan of the City,
with Cimarron or District 834. The PAC has assumed that neither group will
abandon their recreation areas. The PAC and PZC agreed that the park plan should
encourage District 834 and Cimarron to continue their park and recreation facilities.
JOINT PLANNING AND PARR COMMISSION MI!ThWING, DECEMBER 10, 1980 -2-
C. Development Schedule for West Sunfish and Reid Park,- The Park Commission
has not developed a plan for either park. Prince, Planning Commission, stated
that neighbors around Reid Parlc want that park to remain undeveloped and are
looking forward to the area survey. Morgan indicated that a survey may be done
in early 1981. He reviewed the survey process and how the survey results affect
the development of the park.
The Park Commission reviewed a sample park development survey with the PZC.
The Planning Commission would, like the Reid Park survey to include a choice of "No
Development;; and, would, also, like to be notified when the survey le ready for
distribution so they can review it. The Park Commission suggested using the
Newsletter to notify residents who wish to oomment on Reid Park.
West Sunfish Park - The PAC determined that it was too expensive to have a plan
drawn for West Sunfish Parlc, Presently, there is no development planned, other
than hiking, skiing and horse trails. Morgan suggested LAWCON money may be
available to put a ball diamond in the flat area.
D. Sunfish Lake Park - Additional Land Acquisition - Morgan reported on the ski
trails and --the problems experienoed -by the_ Valley Branch pumping for Project
1005. He also reported on action by the PAC and Valley Branch to correct this
situation.
The Administrator asked if City policy should include acquiring additional right-
of-way or property around Sunfish Lake. Presently, the PAC does not feel there is
a need for additional park land around the lake. They do recem end that any
additional acquisition Should be made by Valley Branch as Sunfish Lake has
become a storage area for the Watershed District. The PAC is in favor of
acquiring additional park land provided it is nctpaid for out of the Park Budget.
F. Linking of Parks - The PAC does not feel that linking the parks by trails is
economically feasible, desirable, or possible.
The two Commissions discussed the advantages and disadvantages of such a proposal.
The Administrator asked, if it were possible, would suoh linking be desirable.
The PAC indicated that if an opportunity arose, they would have no objection; but,
they are not in a position to pursue this with City Park funds. The Administrator
said this should be viewed as access to the parks from neighborhoods, as opposed
to connecting the parks; and if the PAO agreed this should be listed as a goal.
The PAC explained the use of LAWCON money for park development and how it was used
in developing trails in City Parks. Lundquist suggested the City look into
available County money for trail development.
F. Park Donation Poliov - The current policy provides for a cash donation on par -
eels under 40 acres. The Administrator asked if the PAC would consider land
acquisition in subdivisions under 40 acres and retain the parcel as, just, open
area with no development. Morgan stated the Commission has no set policy on
land acquisition and reviews each proposal on an individual basis. Bill Osborn
read the General Policy Resolution (9-10-77).
The Park Commission requested that all development concepts be submitted to them
for review. The Planning Commission agreed. The Administrator requested a copy
of all the PAC minutes. Mr. Osborn will see this is done.

Item 2 — Landsoaping Trails in 1984 will be put under the General Capital Fund
for maintenance of all parks. The Park Commission requested suggestions from

Eder, David Eder, and Ken Friedrioh. A list of duties will be drafted for the
