Vice Chairman Prince called the meeting to order at 7:30 p.m.
ROLL CALL: Crombie, Fraser, Lyall, Forsblad and Halden. Also, Administrator
Whittaker.
MINUTES: November 24, 1980 - Fraser moved, seconded by Lyall, to approve
the minutes of November 24, 1980e joint PZC/City Council meeting.
Motion carried 5-0-1. Halden abstained.
KLAWITTER APPLICATION; The Planning Commission discussed Mr. Klawitter's
application and the proposed use of the property. (The application
is to rezone property on the southwest corner of Keats and Hwy. 36
to AG so that he might apply for a CUP to operate a landscape and
tree cutting business.)
The Commission felt this use exceeded the defined limits of
agriculture and horticulture; and would be defined as a use -Pe it-
ted in a general business zone.
Halden moved, seconded by Fraser, to notify Mr. Klawitter that the
Planning Commission determinedhis business was more commercial
rather than agricultural oriented; and recommend that he reapply
for 1. an amendment to the Comprehensive Plan; 2. rezoning to GB;
and 3. a Conditional Use Permit for an open sales lot. Motion
carried 6-0.
Mayor Elect Eder recommended, since the PZC determined this to be
a commercial rather than agricultural business, that it should not
be presented to the Council for consideration as an AG business.
The Planning Commission will set a hearing date;but, will not
hold the hearing unless Mr. Klawitter reapplies for commercial
zoning.
Halden moved, seconded by Crombie, to set a hearing for Richard
Klawitter on January 12, 1981, at 7:45 p.m., provided Mr, Klawitter
reapplies for general business zoning, an amendment to the Comp
Plan for such zoning, and a CUP for an open sales lot. Motion
carried 6-0,
PARK PLAN: The Planning Commission had no additional comments or
concerns on the Park Plan or the Goals and Policies.
Prince moved, seconded by Fraser, to recommend the City Council
adopt the Park Plan and the Goals and Policies as set forth in
the Administrator's memo of December 15, 1980. Motion carried 6-0.

Note: I would have preferred to postpone this item — or call the hearing
myself, as there are not other Agenda items. But, it is clear in the
0rdinance that the Planning Commission consider the application, make
sure all information is received and all questions answered before calling
a hearing on a rezoning and/or a Conditional Use Permit. This can still
be a very quick meeting, however; and doesn't need to interfere with
Holiday plans too much.
