Chairman Michels called the meeting to order at 7:40 p.m.
ROLL CALL: Prince, Gifford, Nazariin, Lyall, Moe and Lundquist. Also
Administrator Whittaker. Absent Malden, Forsblad, Mazarra-
and Dreher.
1. MIrUTES - AUGUST 24, 1981:
M/S/P Prince/Gafford to approve the minutes of August. 24, 1981,
as written. Michels and Lyall abstained,
2, OAKDALE GUN CLUB - PERMIT TO MOVE GARAGE:
Jerome Marah presented' the Club's _plan; to move a garage from
140 Inwood onto the Gun Club property. The --garage would
replace a deteriorating chicken coop that isusedto store
maintenance equipment, The garage has to be moved from its
present site by September 26.
The Building Inspector has inspected the garage and said the
building is sound, but=recommended structural reinforcement in
the roof in order to comply with the code. -
Gifford - given the past action of the Council regarding
the Gun Club - would approval of this request constitute an
improvement that would change their Special Use Permit -
what would the legal consequences be.
--Whittaker noted that the Gun Club is aware that the Council
can adjust or deny their permit when it is reviewed at the
first of the year - and are still willing to make this
improvement (investment),
M/S/P Lyall/Lundquist to recommend approval of a moving
permit for the Oakdale Gun Club to move a 20' x 22' garage
from 140 Ironwood to the Gun Club property provided that
the necessary structural work is completed; the exterior
conform aesthetically with the other buildings on the property;
the present 'chicken coop' be demolished and removed; and the
building be used for the same purpose as the one being
removed - the storage of lawn and maintenance equipment.
Motion carried. 'Gifford abstained.
3, OUTLINE FOR HIGHWAY PLAN:
The Commission -reviewed the Administrator's memo of September
10, 1981 - Highway Plan': along with related correspondence
from Mn/DOT - I-94 and Larry Bohrer, and discussed the alignment
map.
--Prince requested adding an access road to Lake Elmo
Hardwood from Highway 5 - east of Hagbergs,
--Whittaker explain] the criteria to qualify for a State
Aid road.
--Gifford - asked why Schmidts were issued a building permit
given a possible alignment of County 13 through this parcel.
--Whittaker - doubts the road would go directly through the
Schmidt property and the second reason for permitting them
to build is because there is no plan on file that says there
is going to be a road there - except in a very general way.
Because of situations like this the Administrator strongly

13 from Demontreville Trail to Highlands Trail.
--Whittaker noted maintenance of Demontreville is a consideration

Whittaker asked the Commission for their comments about
the I.94 frontage road alignments, intersections, connections
existing street; etc, He up -dated the Commission on MSA Project 1
and will copy OakdaleLs plan on the extension of County 68 (50th
Street) to the Commission,
4, CODE AMENDMENTS: No further information was available.
5, PLANNING CONFERENCE/GENERAL TRAINING;
Mae, Prince and Gifford indicated they would attend the
Planning Conference. Registration confirmation will be
made at the September 28 meeting,
WASHINGTON COUNTY COMPREHENSIVE PLAN:
The Commission reiiewed the pertinent material, and had no
opposition other than concern regarding the airport zoning.
M/S/P Gifford/Nazarian to recommend the City Council approve
Washington County's Comprehensive Plan with the notation
that Lake Elmo is concerned about the airport zoning indicated
in the plan.
7. COMPREHENSIVE PLAN/MET COUNCIL:
Whittaker reported on -the Met Council action that suspended
review of the City's Comp Plan,
8, PROJECT 1006;
The Commission discussed the proposed project with the
Administrator,

RE: FALL CLEAN-UP DAYS

At your request, I have arranged for a Fall Clean-up Day. I will try to outline the
"program" here; and answer questions Tuesday night.
DATE: October 24, 1981
TIME: 8:00 a.m. to Noon
STAFF: Entire City Crew and
VOLUNTEERS: Will solicit help from all Community groups (Tri-Lakes Assoc, Cimarron
Homeowners Assoc., Lions, JAYCEES, Scouts, VFW - and others you may suggest)
Will meet two weeks before Clean-up Day with participating groups and Maintenance
men to identify jobs, set up locations for each to work, line up volunteers to
check I.D.s and collect fees.
* Suggest we offer participating groups a share of any profits we generate -after
expenses for hauler and over -time pay.
HAULER: Plan to use Bellaire as they have more equipment, are willing to commit more
drivers, have a packer we can use, will work from 7:30 a.m. through 2:00 p.m.
Hope to have three drivers available; start with clean packer and 3-30 yard boxes
COMMUNITY GROUPS: Those that are hauling for others will be sent to the head of the
line; MUST HAVE CITY Sticker; apply in advance. No charge.
BRUSH: Will have to be cut in 3 foot lengths; will not be dumped on landfill this time.
METAL: Those with large objects will be able to unlaod their own vehicles, with
direction from volunteer of one of the Maintenance men.
RECYCLING: Other materials that can be recycled will be provided with an area to bring
sorted materials. Trying to get Scouts and/or other groups to set up stations for
various materials.
FRIDAY NIGHT: The gates will not be open. This has been a perpetual problem. The
boxes are often full before the Clean-up Day begins. We will notify residents that
there is to be NO dumping until Saturday morning. Grew and haulers will arrive
at 7:00 a.m. to clean-up anything that is left; and to make sure there are empty
boxes to open gates with, at 8:00a.m. Any illegal dumper who can be identified
will be prosecuted.
FFFS: I suggest we use the No. St. Paul Fees, this time. We can, then, determine if
they are adequate to finance this project next year.
$25.00 for dump truck - will be encouraged to take it directly to the dump or
Bellaire transfer station on Co. Rd. 12 and Co. Rd. 36
$10.00 - pick-up or large trailer
$5.00 - Station wagon or small trailer (under 6 feet)
$3.00 - Car
750 each tire
NON-RESIDENTS: Double fees - if they miss the barrage encouragen°them to stay home.
I would appreciate any suggestion or comments you might have BEFORE THE MEETING. I can,
then, address them before the Council acts on this proposal.
