Chairman Michels called the meeting to order at 7:40 p.m.
ROLL CALL: Moe, Gifford, Prince, Nazarian, Lyall and Lundquist
Excused absence: Mazarra and Dreher.
1, MINUTES: January 11, 1982 -
M/S/P Nazarian/Moe to accept the minutes of January 11, 1982.
January 25, 1982 -
As there was no quorum January 25, Lundquist and Lyall attested
to the accuracy of the transcript of that meeting.
2 ELECTION OF OFFICERS:
Whittaker reported that all Commissioners whose terms were up
in 1982 were reappointed by the Council.
Chairman Michels opened the floor for nominations:
Prince nominated Howard Michels for Chairman, There being no
further nominations Gifford moved the nominations be closed.
Howard Michels was unanimously elected Chairman of the Planning
Commission. for 1982.
Howard Michels nominated Nancy Prince for Vice Chairman. There
being no further nominations Lyall moved the nominations be closed.
Nancy Prince was unanimously elected Vice Chairman of the Planning
Commission for 1982.
Moe nominated Bob Dreher as Secretary. There being no further
nominations Nazarian moved the nominations be closed.
Bob Dreher was unanimously elected Secretary of the Planning
Commission for 1982.
COUNCIL ACTION ON NOMINAL 10'S:
Whittaker reported on the Council's decision to require a full
10 acres, exclusive of road right-of-way, in Rural Residential
The Commission still maintained that nominal 10's should be
allowed and that by not permitting them the City is creating
a hardship to those wishing to subdivide out a 10 acre parcel.
They also questioned how a hardship of the land would be derived
in order for a property owner to get a variance.
3, STREET LIGHTS:
The Commission reviewed the City Engineer's letter of February 4,
"Re: Street Lighting Standards".
--Lyall - does not like the color given off by the high
pressure sodium. It distorts the color of vehicles and can
be a detriment for the sheriff. Prefers the mercury vapor light.
Asked the Administrator to get an opinion from the Sheriff's
Department on the sodium lights. Questions the $12,10 per month
rate - feels this should be less as the City has multiple lights
throughout the City.
--Michels - cost of a NSP security light less than estimate.
--Nazarian - would like to see developersinclude a lighting plan
at the time of platting: Plat should indicate the location of
the lights with all lighting work completed when utility work
is complete.

STREET LIGHTING:
The Administrator will contact the Sheriff's Department and
NSP and bring the information back to the Commission.
4. CODE AMENDMENTS:
The Commission continued,its review of the Code Amendments.

width on a public street either in
the general provisions section or

as a permitted use in GB
The Commission will develop ideas for berming and screening for
the next meeting. The Administrator will contact area communities
for their policies and requirements on screening,
300=24 - 301,060D.10.c - Don Moe took exception tO not holding
a hearing on Conditional Use Permits each year. He felt a hearing
would afford residents who have a problem or question on a permit
to be heard and make recommendations. Whittaker said that many
of the permits do not change from year to year and it is not
desirable to hold individual hearings on the 26 CUP's. He said
residents can call the office to voice complaints and these will
be considered by the Council when the permits are renewed in
January.
