ROLL CALL: Nazarian, Gifford, Mazzara, Lundquist, Peterson & Moe
Also, Administrator Whittaker Absent: Lyall, Prince , Dreher
and Michels.
The Commission elected Commissioner Gifford to chair the meeting.
Acting Chairman Gifford called the meeting to order at 7:43 p.m.
1. MINUTES - April 12, 1982
M/S/P Mazzara/Nazarian to approve the minutes of April 12, 1982.
Motion carried 5-0-1 Moe abstained.
2. DAYTON-HUDSON - PUBLIC HEARING FOR LARGE LOT SUBDIVISION -
Chairman Gifford opened the hearing at 7:45 p.m.
Val Parranto was present to represent Dayton -Hudson. There was
no other audience.
The Commission reviewed the request for a Large Lot Subdivision
for a 10 acre parcel, exclusive of road.right-of-way, at 10th St.
and Keats.
--Val Parranto - the lot purchaser plans to use the parcel for
nursery stock. He plans on improving the existing barn; but
has no plans to build another structure. The old foundation
is boarded up and fenced off. Ms. Parranto indicated Dayton -
Hudson has no plans for the remaining property.
M/S/P Nazarian/Mazzara recommending approval of a Large Lot
Subdivision for a 10 acre parcel, exclusive of road. right-of-way
and easements, located at loth Street and Keats Avenue for
Dayton -Hudson.
3. LANDSCAPING STANDARDS -
Commissioner Nazarian presented his draft of proposed landscaping
standards. These standards were drawn from regulations set by
area communities with some modification.
The Commission discussed mechanical equipment screening; non -
vegetative material; depth of landscaped area; landscape regulations
for existing areas; professional site planner requirement.
--Whittaker - many of these standards are covered in the present
Ordinance - referrenced the Commission to Sections 1503, 1504
and 1505.
The Administrator and Commissioner Nazarian will review and compare these standards-with'thepresentordinance-; and prepare
a new draft.
--Gifford - recommended sending the-Business_Association a draft
of the standards for their recommendations. The Commission agreed.
4. MOBILE HOME REGULATIONS -
Commissioner Moe presented the new revised Mobile Home Ordinances,
recently passed by -the Xlegislature.
Commissioner -Moe --commented on the ordinances and how they pertain
to Cimarron and Lake Elmo.
--City Juristiction - City has allot of -juristiction over what
transpires in the park area as concerns City ordinances.
--Storm Shelters - have some provision for storm/emergency situations
Notvery happy with the present plan; only thing available - will
have to do.

4. MOBILE HOME REGULATIONS - Continued
--Caretaker - talked to the Assistant Attorney General, Kleinberger._
on interrupting the City's regulation concerning a caretaker
in a mobile home park. He does not consider a beeper a part
of the ordinance as ordinance states an attendent or caretaker
shall be in charge at all times and readily
available in cases of emergency. Kleinberger interprets this
to mean a person should be there 24 hrs a day 7 days a week.
--Tie Downs - referenced a report from the University of Michigan
on Wind Forces on Mobile Homes. Report says heavy winds can
destroy mobile homes, and tie downs can eliminate alot of wind
damage. The majority of the homes in Cimarron are welded rather
than bolted down - this has been adequate so far. Because
of the expense to the homeowner and problems with home design,
would recommend leaving the decision of tie downs up to the
homeowner.
--Storm Emergency Plan - some of the problems with the present
plan are: evacuation of the handicap and a convenient shelter
for them - possibly expanding the crawl space under the homes
--Whittaker - what about having the.homeowners_enlist an engineer to
determine the feasibility of having a shelter under the homes -
for consideration by Park.
--Moe - other problems are encountered at the school when people
arrive with pets, the.. smokers/non-smokers, young mothers with
small children, handicap persons, no one available to direct
the people where to go; no one in charge; evacuation routes.
--Whittaker - will talk to the Fire Chief about having a fireman
stay at the school to oversee and direct the situation. Also,
will get information from the school on the emergency safe areas,
and see about posting the safe areas in the school.
5. ANNUAL WORK PLAN MEETING WITH CITY COUNCIL -
The Commission affirmed a joint meeting with the Council for May 4,
at 6:30 p.m. to discuss Zoning Amendments; Subdivision Regulations!
Landscape Standards - make Council aware these are being drafted
and considered - Commission recommendations on the Highway Plan;
Sewer Plan - 201 Study results and decision on the City 6,000
sewer units; and Mobile Home Regulations.
