Re: Preparation of Ordinances for proposed MUSA area
As you probably know, the city council adopted the ordinance for the comprehensive
plan amendment, with a "sunset clause" , for the proposed MUSA extension within the
city. What the city must accomplish within 75 days (while the plan is being reviewed by
the Metropolitan Council) is to reach an agreement with Woodbury or Oakdale
(acceptable to both cities) for the use of sewer facilities to provide service to the potential
MUSA; enact a zoning ordinance, including at least uses and design standards for the
proposed MUSA. The council also modified the area that was recommended by the
Planning Commission, and a map showing the exact area will be presented to you at the
workshop.
The council also directed the staff to proceed with a public hearing to enact a
development moratorium within the proposed MUSA.
I have talked with Wyn John and he has suggested that the Commission begin meeting on
a weekly basis so that you can meet the deadline given you by the council. I will have
handouts at Monday's workshop. I expect that some of you members have some ideas of
your own and we all look forward to you sharing them with us. If you would like
anything in particular copied for the meeting, or if the staff can provide any information
for you, please feel free to call us at any time and we will try to accomodate your
requests.
