One of the Commission's functions is to hold public hearings and make recommendations to the City Council. The City Council makes all final decisions on these matters. Lake Elmo Ordinances require that certain documents and information be included in applications. The Planning Commission may postpone consideration of an application that is incomplete and may for other reasons postpone final action on an application. For each item, the Commission will receive reports prepared by the City Staff, open the hearing to the public, and discuss and act on the application. If you are aware of information that hasn't been discussed, please fill out a "Request to Appear Before the Planning Commission" slip; or if you came late, raise your hand to be recognized. You had several questions regarding this proposed improvement which I have passed on to Washington County. Both Dick Herold and Don Wisnewski from the County's Highway Department will be present to answer those questions and any others that you may have. Please refer to Section 301.070 D, 301.060D, and 301.060E of your code which deal with the regulations and procedures relating to this proposal. As usual, this is just a draft for your consideration and you should feel free to make any changes you feel are appropriate. t ORDINANCE 80- AN ORDINANCE ADDING SECTION 401.040 II LOT CONSOLIDATION DEFINITION, AND SECTION 401.045 EXCEPTIONS TO PLATTING TO ALLOW FOR A LOT CONSOLIDATION TO THE LAKE ELMO MUNICIPAL CODE The City Council ordains that Section 401.040 II and Section 401.045 shall be added to the Lake Elmo Municipal Code to read as follows: 401.040 II. Lot Consolidation is the combining of two or more existing parcels into one parcel and recorded as one parcel with the Washington County Recorder's Office. 401.045 Lot Consolidation shall be excepted from the platting requirements of Section 401.210 of this Ordinance provided that the applicant: 1. Complete an application and submit it with the following information to the zoning administrator: (a) A legal description of each parcel of land. (b) A written description stating the reason and intention for the lot consolidation. Any lot consolidation requested with an application for a Large Lot or Simple Lot Subdivision shall be reviewed during the approval process. All other lot consolidations shall be reviewed by the City Staff and approved by the City Council by resolution. The city Council may, at its option, refer the lot consolidation to the Planning Commission for review and recommendation prior to City Council action. Effective Date. This ordinance shall be effective the day following it publication. Adoption Date. Passed by the City Council of the City of Lake Elmo the day of , 1991. Published on the 1991. of 1991 PLANNING COMMISSION WORK PLAN The Job of the Planning Commission is to review all applications in accordance to the Comprehensive Plan, comment and make recommendations to the City Council. Meet with the County and and adjacent community planners to discuss common issues on an "as -needed" basis. 1.AAA Highway Ordinances: a. MUSA/Business Park/Office Park Ordinance. b. Limited Business Ordinance. 2. AA Update Ordinances to relate to the Comp. Plan in conjunction with a recodification consultant. 3. AA Public Facilities (PF) Ordinance. 4. A Consider local responses to State of MN proposed revisions to Shoreland Management regulations. 5. A Future Road Plan (ties in with road design). 6. A Sign Ordinance. 7. A Standards for holding ponds (also for MUSA). 8. A Fill Ordinance. 9. A Driveway Ordinance. 10. A Lighting Standards 11. B Retention of wildlife habitat and wetland areas adequacy of wetland overlay district. 12. B Economic Development Committee. 13. B City wide Landscape standards. 14. B Definition of garage and storage accessory structures for different lot sizes up to 20 acres. 15.
