Other tit printed on recycled paper City of Lake Elmo Planning Commission Meeting Minutes — Monday, January 12, 1998 0,86 Vice Chair Carlson called the meeting to order at 7:00 p.m. in the Council Chambers of City Hall, 3800 Laverne Avenue North, Lake Elmo, Minnesota. Present: Commissioners Berg, Brass, Graczyk, Helwig, Armstrong, Sessing, Mandel, Herber, and Monette. Also present: City Planner Pung-Terwedo. Absent: Councilperson Conlin, Chairman McLeod. 1. AGENDA M/S/P Helwig/Berg- to accept the agenda as presented. (Motion Passed 9-0). 2. MINUTES MIS/P Helwig/Monette- to approve the minutes from the December 8, 1997 meeting as presented. (Motion Passed 7-0-3). Abstain: Carlson, Sessing, Berg; absent. 3. ELECTION OF OFFICERS for 1998 City Planner Pung-Terwedo said unofficially, Chairman McLeod was expected to submit a letter of resignation from the Lake Elmo Planning Commission and had asked to not be considered as a candidate for office at tonight's meeting. Motion to nominate Margaret Carlson/Chairperson; Monette/Berg. (Passed 6-3). Motion to nominate Tom Armstrong.Chairperson; Helwig/Sessing. (Passed 6-3). Motion to close nominations; Helwig/Sessing. (9-0). Tom Armstrong, Chairman 1998 Planning Commission. (6-3). Carlson, Berg, Monette. Motion to nominate Margaret Carlson/Vice Chairperson; Mandel/Sessing. (Passed 9-0). PUBLIC HEARING: Case No. V/97-67 A variance to the sideyard setback requirement for a 26 ft. by 12 ft. garage addition. City Planner Pung-Terwedo introduced this case and reviewed her staff report. Chairman -Elect Armstrong opened and closed the comment portion of the PH at 7:10 p.m., NO COMMENTS. i l City of Lake Elmo Planning Commission Meeting Minutes for Monday, January 12, 1998 page 2 Commissioner Mandel asked the applicant how long the existing concrete foundation had been in place. The Rud's said it was there when they bought the house over twenty years ago. M/S/P Carlson/Helwig — to approve Case No. V/97-67 based on the findings in the City Planner's staff report and to include the following Condition of Approval: 1. The garage addition shall have the same siding and the color will match the existing home. (Motion Passed 9-0). 5. Amendment to the Parking Ordinance City Planner Pung-Terwedo said that during the site development stage of the Medical Office Building currently under construction on the United Properties site along the I-94 corridor, staff noticed that the zoning code lacked specific regulations for planting requirements within off-street parking areas. Since the City will be processing future development applications on the United Properties site, the planting requirements need to be better defined and require more interior landscaping. She presented a draft amendment to the Planning Commissioners and asked for their comments. The Commissioners made one recommendation, that of 6.a; The interior of a parking lot shall be calculated by multiplying the number of parking spaces by 280 square feet. Commissioner Carlson commented on the effectiveness of the parking lots areas in Overland Park, Kansas. M/S/P Helwig/Sessing — to recommend the Draft Amendment to Section 300.13 to the City Council. (Motion Passed 9-0). 6. Recommendation on 30th Street Sidewalk. City Planner Pung-Terwedo said in 1997, the City had planned to reconstruct 30th Street from Manning Avenue to Lake Elmo Avenue. A five-foot sidewalk was proposed along the south side of the street from Lake Elmo Avenue to Lisbon Avenue. This sidewalk proposal was an implementation of the Lake Elmo Parks Plan, 1992, which indicates a trail on 30th Street. Due to reaction from the 30th Street residents, the sidewalk plan was removed. Said the City Council wanted the Planning Commission to re -visit this issue. Commissioner Helwig said the Planning Commission has already made a recommendation to the City Council, and at a subsequent meeting, would like to review the minutes of that meeting. Commissioner Mandel said he felt there were other streets in the City that may warrant further discussion regarding the safety issue. That 30th Street was not at the "top of his list" as an unsafe street. Wanted to know what the residents along 30th Street felt about the sidewalk. M/S/P MandeUSessing — to recommend the City Council delete the proposed sidewalk from the plans along 30'h Street from Lisbon Avenue to Lake Elmo Avenue. Todd Williams 30th Street & Lake Elmo Avenue Said in his years in Lake Ebno, there are no safety problems in this area, that Washington County has no reports of pedestrian or vehicles striking a pedestrian on 30m Street, and the proposed sidewalk does not connect to anything City of Lake Elmo Planning Commission Meeting Minutes for Monday, January 12, 1998 page 3 Chairman Armstrong read a note (for the record) received by City staff 1/12/98 from Ellen Wier, calling on behalf of her mother, Mrs. Ed Richert, 11333 30th Street North, who is in favor of a sidewalk on 3011' Street. Said she is older and does not want to walk on this street because she feels it is unsafe. (Motion Passed 6-1-2). Opposed: Carlson -wants the City to take the City Engineer's recommendation. Abstain: Brass -would like to see other alternatives, Berg -would like to see other alternatives. City Planner Pung-Terwedo said she would bring this issue back to the Planning Commission at a later meeting and also provide the Commissioners with the minutes from the meeting, which they had made the original recommendation to City Council to delete the sidewalks from the proposal. 7. LAND USE WORKSHOPS FOR NEW MEMBERS City Planner Pung-Terwedo reminded the Planning Commission that Municipal Code requires Planning Commissioners attend a Government Training Service Workshop within six months from the date of their appointment. She also mentioned an upcoming meeting on Wednesday, January 21, 1998 at 6:30 p.m. in Council Chambers to discuss PCS Ordinance and I-94 issues. 8. OTHER M/S/P Helwig/Mandel — to approve the 1998 meeting schedule for the Planning Commission which moves the Monday, May 25,1998 meeting to Wednesday, May 27, 1998 & the Monday, October 12, 1998 meeting to Wednesday, October 14, 1998. (Both Wednesday meetings occur because both Mondays are legal holidays). (Motion Passed 9-0). There are so many little ones that now live on 30th Street. They feel it is very dangerous for them to be on, or near the street without a sidewalk. 2. Feel it is dangerous for both of them while walking on 30th Street. 3. Have seen an increase in traffic and seems to them the speeds of that traffic has increased, as well. 4. Support the installation of a sidewalk on 30t Street.
