Meeting Minutes
Monday, April 13, 1998
Chairman Armstrong called the meeting to order at 7:05 PM in the Council Chambers of City Hall, 3800
Laverne Avenue North, Lake Elmo, Minnesota. Present: Commissioners Brass, Carlson, Graczyk,
Helwig, Herber, Mandel, Monette, and Sessing. Absent: Commissioner Berg. Also present: City
Planner Pung-Terwedo and Councilmember Johnston.
1. AGENDA
7.a Sessing added discussion on Fencing Ordinance
7.b 1997, 1998 Work Program, Ann Pung Terwedo
M/S/P Helwig/Carlson - to approve the agenda, as amended.
(Motion Passed 9-0).
2. MINUTES
M/S/P Helwig/Sessing — to approve the minutes from the March 23, 1998 meeting as presented.
(Motion Passed 8-0-1). Abstain: Commissioner Graczyk, absent.
3. PUBLIC HEARING
CPA/98-08: A Comprehensive Plan Amendment to change a land use designation for a 40
acre parcel of land located South of Sunfish Lake Park and North of State Highway 5, from
RAD, Rural Agricultural Density to RED, Rural Estate Density. Ed Abbott and Bill
Friederichs, applicants.
City Planner Pung-Terwedo presented a letter from Ed and Denise Abbott requesting postponement of
this case.
Chairman Armstrong postponed Case No. CPA/98-08.
4. I-94 Land Use Alternatives, UPDATE
City Planner Pung-Terwedo reviewed the 3 land use alternatives for the I-94 corridor. She reminded the
Planning Commissioners that they needed to make a recommendation to the City Council in 4-5 months,
based on what they determine to be the best for Lake Elmo.
5. OP Amendments
The Planning Commissioners reviewed the current draft amendments to the OP Ordinance. No additional
changes were made. The Commissioners also reviewed the definitions of "duplex" defining as follows:
Dwelling, Duplex or Two Family: A residential building containing two (2) complete dwelling units,
Jocated on one parcel of land.

M/S/P Helwig/Monette — to recommend approval of the draft amendments to the OP Ordinance.
(Motion Passed 9-0).
6. PF, Public Facilities Zoning Districts
The Commissioners reviewed the draft amendments to the PF Zoning District requirements. The
Commissioners decided to table this issue until more city policies regarding churches can be explored.
7.a Fencing Ordinance
Commissioner Sessing discussed his concern for snow fencing and barbed wire fencing in residential
zoning districts. It was agreed that snow fences should be removed no later than April 15 and erected no
earlier than November 1.
City Planner Pung-Terwedo will bring this issue back at a later meeting along with definition for snow
fence and seasonal fences.
7.b 1997 —1998 Planning Commission Work
City Planner Pung-Terwedo announced that she has accepted a position at Washington County and will
be bringing the 1997 — 1998 work plan to the Planning Commissioners at the next, and her last Planning
Commission meeting, Monday, April 27, 1998.
Chairman Armstrong adjourned the meeting at 8:05 PM.
