AIM i4, printed an recycled paper City of Lake Elmo Planning Commission Meeting Minutes Monday, August 24,1998 Chairman Armstrong called the meeting to order at 7 p.m. in the Council Chambers of City Hall, 3800 Laverne Avenue North, Lake Elmo, Minnesota. Present: Commissioners Berg, Brass, Carlson, Helwig, Herber, Mandel and Sessing. Absent: Monette and Graczyk. Also present: City Planner Dillerud and Councilmember Johnston. 1. AGENDA M/S/P Sessing/Herber — to approve the Agenda, as presented. (Motion Passed 8-0). 2. MINUTES M/S/P Berg/Sessing — to approve the amended minutes from the August 10,1998 meeting. (Motion Passed 5-3-0). Abstain: Brass, Carlson, Mandel, not in attendance. 3. Zoning Ordinance Amendments — Accessory Structures City Planner Dillerud said he had researched the inconsistencies in the code regarding the size for accessory structures and the number of accessory structures permitted. He noted that the accessory structure problems in the Code were not only in the RR district. He reviewed his memo to the commission and the letter from the City Attorney to the City Administrator of April 28, 1998, which addresses related accessory structure issues. The Commissioners discussed changes and made recommendations to the City Planner who will bring a fmal draft of amendments to them at the September 14, 1998 Planning Commission meeting. 4. Open Space Zoning District — Workshop City Planner Dillerud reviewed his memo to the Planning Commission. He spoke to several issues of concern, which included the intended meaning of the terms "open space", and "unbuildable land", open space disposition, park dedication policy, viewsheds, boulevard landscaping and densities. The Planning Commission discussed these and other issues of concern regarding the current OP Ordinance. City Planner Dillerud said he would bring a memo summarizing the OP discussion to the Commission in the near future. He also said, in some cases, landowners may cooperate and develop adjoining property and co -apply for an Open Space development. He said this may be the result of a recent meeting between some landowners near The Fields of St. Croix.
