Meeting Minutes
Monday, February 22, 1999
Directly preceding its regular meeting, the Planning Commission participated in a joint workshop with the
City Council to discuss the Public Facilities Ordinance. The Planning Commission continued their
discussion of agenda items 4. and 5. (Comprehensive Plan and "Coming Attractions", respectively) before
its regular meeting began at 7:00 p.m., Monday, February 22, 1999.
M/S/P Armstrong/Ilelwig — to begin discussion on agenda items 4. & 5.
(Motion Passed 9-0).
Planner Dillerud said the Planning Commission can, and should begin work on the mandatory update of
Lake Elmo's 1990 Comprehensive Plan. He said it was important to realize that the forthcoming
referendum on the consolidation of Lake Elmo with Baytown would need to be considered. He said if the
consolidation is approved by both entities, the planning commission could double in size and begin.
working on a Comprehensive Plan for the "new" community.. He said Lake Elmo should 'begin
preparations for Comprehensive Plan work in advance of the referendum.
Planner Dillerud said two "Coming Attractions" for the Planning: Commission to review and make
recommendations are:
Prairie Hamlet Open Space Development. He said a Public Hearing has been called for Monday, March
8, 1999 to consider an amended Development Stage Plan and Final Stage Open Space Plan, including the
addition of one more dwelling unit and an amendment to a Conditional Use Permit,
and,
Amendments to the Open Space Preservation Zoning District Ordinance.
Chairman Armstrong called the regular meeting to order at 7:00 p.m. in the Council Chambers of
City Hall, 3800 Laverne Avenue North, Lake Elmo, Minnesota. Present: Commissioners Brass,
Gerard, Helwig, Herber, Lipman, Mandel, Ptacek, Sedro and Sessing. Absent: Commissioners
Berg and Gerard (Gerard arrived at 7:45 p.m.). Also present: City Planner Dillerud.

(Motion Passed 9-0).

M/S/P — Sessing/Lipman — to approve the minutes from the February 8, 1999 meeting.
(Motion Passed 9-0).

3. Discussion — PF
Planner Dillerud said the workshop earlier in the evening was attended by 3 of the 5 City Council
members, and that their recommendation was to remove compost sites from the Public Facilities (draft)
ordinance, and directed the Planning Commission to hold a Public Hearing on the PF Ordinance as soon
as possible. He said March 22, 1999 would be the next available meeting for such Public Hearing.
Several representatives from local churches made comments regarding the proposed Public Facilities
Ordinance. Chairman Armstrong told the representatives they would be notified of the Public Hearing,
and official comments would be received at that time.
M/S/P Armstrong/Ptacek — to direct staff to call a Public Hearing to hear testimony regarding the
Public Facilities Ordinance at the Monday, March 22, 1999, Planning Commission meeting.
(Motion Passed 9-0).
Chairman Armstrong adjourned the meeting at 7:45 p.m.
